Abstract:
International best practice dictates that policies impacting people should be evidence-based, and that those most affected are in the best position to explain the needs that effective policies have to meet. The problem is that people outside academia rarely get to contribute to research, and (apart from opinion surveys) policy makers find it hard to understand people’s true needs when they formulate policy. Researchers in UL’s Department of Politics and Public Administration have addressed this problem by developing participatory frameworks for public policy design. Working in collaboration with politicians, policy makers, community groups and citizens, UL researchers have found ways to collect the evidence needed by state agencies, politicians and policy makers to target policy interventions and resources precisely where people most need them. Abstract:
Objective: Public and patient involvement is increasingly embedded as a core activity in research funding calls and best practice guidelines. However, there is recognition of the challenges that prevail to achieve genuine and equitable forms of engagement. Our objective was to identify the mechanisms and resources that enable the reciprocal involvement of seldom heard groups in health and social care research. Methods: A rapid realist review of the literature that included: (a) a systematic search of CINAHL, PsycINFO, PubMed and Open Grey (2007-2017); (b) documents provided by expert panel members of relevant journals and grey literature. Six reference panels were undertaken with homeless, women’s, transgender, disability and Traveller and Roma organizations to capture local insights. Abstract:
Freedom of information (FOI) is important because it aims to makes government open, transparent and accountable. The legislation is based on the premise that people have the right of access to public documents, save for certain exemptions (Doyle, 1997: 68). The philosophy behind such legislation is that citizens have a ‘right to know’ (Wraith, 1977: 2) how and why decisions are made by government in their name. In that context it is arguable that FOI legislation also has the potential to lead to more accountable government, less corruption and better democratic outcomes for states. Those noble aims were not, it can be argued, foremost in the minds of the founding fathers of the Irish State. Instead the State’s colonial heritage and violent birth contributed to a highly secretive and centralised bureaucracy and government. Abstract:
This paper introduces a project recently started by the authors on the relationship between European integration and regionalisation in both extant member states and applicant countries. Our main question is whether we are witnessing a process of Europeanisation in relation to sub-central state structures; a common pattern of regional governance within member states. Related to this, we are concerned with the extent to which EU membership, and EU institutional actors in particular, have influenced the pattern of regionalisation. This paper situates the influence of the EU in the context of other potential explanations for change in European regions beyond the EU system (globalisation) and within the member states (sub-central demands for greater autonomy). It also places the public policy literature on policy diffusion and policy transfer alongside the concepts of globalisation and Europeanisation to provide a framework for comparative analysis. Abstract:
International (Considine & Giguere 2008) and Australian (Smyth, Reddel & Jones 2005) interest in the place of associations and partnerships to create more inclusive governance forms continues unabated. In this paper we trace the evolution of Irish partnership approaches by providing a brief summary of ‘flagship’ partnership initiatives and the primary influences that led to their creation. In doing so, we note that there were a variety of external and internal impetuses towards partnership— at European, national and sub-national levels of government—which manifested themselves in different partnership projects at these different levels. As a result, despite sharing many common attitudes and approaches, these partnership initiatives inevitably reflected different policy aims and ambitions. Abstract:
Using a ‘new governance’ framework, this paper charts the evolution of the Irish National Anti-Poverty Strategy (NAPS) and assesses the extent of change in policy institutions, the processes and performance, as well as looking at the implications that these hold for policy accountability and the role of the state in fostering social inclusion. The evolution and progress of the NAPS is assessed against the three-fold ambitions that NAPS was originally intended to achieve, namely: greater integration in policy initiatives involving cross-cutting departmental responsibilities; the introduction of ‘poverty impact assessments’ to all government initiatives and key policy areas; and, developing the participation of people living in poverty. It finds that for a variety of reasons, these objectives have been only partially achieved and that there is as much to be learned from a closer examination of the policy process associated with NAPS as there is from an evaluation of the policy outputs.

Abstract:
This paper applies insights from governance and multi-level governance(MLG) studies to the analysis of Social Partnership in order to: (1) outline a methodological approach for the study of Social Partnership over time; and (2) to provide neutral framework for analysis that will facilitate the collection of empirical evidence that may contribute (either positively or negatively) to the theorising of Social Partnership as a new form of governance. The proposed methodology focuses on the extent of policy integration (and/or disaggregation) between policy interests in the Social Partnership model in order to ascertain how inclusive Irish Social Partnership is. This is considered to be important, given the variety of claims made for Social Partnership as an instrument of direct and participatory democracy.
