Abstract:
You are welcome to the first seminar in a CSER series intended to consider aspects of early childhood education and care1 [ECEC] from a policy, research and practice perspective and promote discussion and debate. In this introduction to the seminar I want to outline some of the thinking behind the topic for today and present - with limited elaboration - a personal reflection to add to the discussion and debate. In choosing to reflect on the development and impact of early childhood education and care policy in Ireland it is no surprise that the decade 1996 - 2006 should act as the framework. Taking any decade as a period of review has a certain danger to it, providing a definition to it which may give a false sense of the reality of policy development and practice. Abstract:
This paper utilises Policy Design Theory to evaluate policy tool design and selection in Ireland in order to look beyond policy goals and rhetoric to the meanings and assumptions within policy design. A review of the Community Childcare Subvention Scheme (CCSS) reveals it to be an ‘incentive’ tool that is structured around a negative social construction of the target populations as ‘dependants’ with little capacity to solve their own problems. While immediate policy objectives are met through the design of the CCSS, if viewed in a wider context of overall national policy objectives a range of negative side-effects are evident amongst all policy target groups.

Abstract:
The Department of Children and Youth Affairs commissioned research through the Irish Research Council (IRC) to examine concepts of school readiness as they are understood by early years educators and managers, primary school principals, junior infant teachers and parents of children participating in the first Free Preschool Year in Ireland. A mixed-methods approach was adopted, involving interviews, an online survey and “draw and tell” sessions with children. Representative samples of FPSY settings and primary schools were selected and an online survey based on the findings of the qualitative phase was sent to 500 pre-primary settings and 500 primary schools. Abstract:
It is parents who have the primary responsibility for rearing their children and for making choices about alternatives in childcare. It is in all our interests that the choices they make will be well informed and will contribute to the happiness and wholeness of the family. Childcare is primarily about good quality experiences for young children and about what is best for their full development. There is convincing evidence that the experience of the first five or so years of life will markedly affect the developmental possibilities for the rest of life. The child's intellectual and social development will be formed according to the quality of the environmental stimulation and of the care experienced during these formative years. Many countries have come to see this aspect of childcare as a central issue and they consider that governments have some responsibility in this area. Abstract:
Children?s Rights - Whose Right? A Review of Child Policy Development in Ireland reviews the position of children in contemporary Irish society and their emergence as a group inpolicy-making. Thestudy finds that a reactive, welfare approach to child policy dominates. This approach perpetuates the view of the child as a passive dependent in need of protection rather than an active agent and bearer ofrights. Ireland ratified the UN Conventionon the Rights of the Child in 1992. The paper argues that this presents Irish policy-makers with a valuable organizational framework to foreground children?s issues within a rights-based context. It presents recommendations for action in the area of governance with respect to children, the protection and promotion of children?s rights and the participation of children in matters affecting them.

In 2008, DIT was commissioned by UNICEF Regional Office for Central and Eastern Europe and the Commonwealth of Independent States (CEE/CIS) to develop curriculum training materials for journalism and professional communications departments in CEE/CIS on the subject of Journalism and Children’s Rights. Reform and modernisation of the curriculum of journalism schools in the region is recognised as the most effective means of ensuring a responsible media. Purpose – The provision of nutritious food to children in full day care pre-schools is essential to ensure adequate child growth and development. The purpose of this paper is to outline the development of a nutrition assessment tool (scored evaluation form (SEF)) for this setting, and describe the nutrition practice findings measured by this tool in full day child care in Ireland. Design/methodology/approach – This study involved two phases: first, a comprehensive literature review carried out on each criterion in the SEF to ensure best practice; and second, use of the SEF in full day care pre-schools to assess their nutrition practice. Findings – Use of the SEF demonstrated that portion sizes provided to infants and toddlers were inadequate. Poor provision of iron containing, vegetable and dairy foods was noted, as were poor meal time practices. Abstract:
A pre-school offering a full-day-care service provides for children aged 0-5 years for more than 4 hid. Researchers have called for studies that will provide an understanding of nutrition and physical activity practices in this setting. Obesity prevention in pre-schools, through the development of healthy associations with food and health-related practices, has been advocated. While guidelines for the promotion of best nutrition and health-related practice in the early years' setting exist in a number of jurisdictions, associated regulations have been noted to be poor, with the environment of the child-care facility mainly evaluated for safety. Much cross-sectional research outlines poor nutrition and physical activity practice in this setting.
