Abstract:
As Dirk van Damme suggested (van Damme, 2009), the effects of the global financial crisis (GFC) have been manifold and complex and affected countries differently. Australia and Ireland have fared very differently in the GFC so choices will inevitably have been influenced by their relative capacity to spend on higher education. Since 1988 Australia has had a unitary, government-regulated but independent higher education system with block funding from a combination of government allocations and student contributions. In contrast, Ireland retains a government-regulated binary system dependent upon public investment and direct government control of staffing budgets. In recent years, both countries have reviewed their higher education system (Australia 2008, Ireland 2009-2010). On 27 April 1995, the long-awaited Green Paper on Broadcasting, drafted by the Minister for Arts, Culture and the Gaeltacht, Michael D. Higgins. and entitled Active or Passive? Broadcasting in the future tense was published. Its publication carne one week after the publication of the Interim Report of the Competition Authority on the newspaper industry In Ireland. and preceded the publication of an examination of the skills requirements of lhe independent film and television production sector In Ireland. entitled, Training Needs to 2000 (June 1995). It is remarkable that within a very short space of time, three very substantial studies of the media Industry were published by the govemment. Abstract:
Across the OECD, discussions are taking place amongst policymakers, educational managers and educationalists about the future of higher education. More and more is being demanded of higher education at a time when the funds available are shrinking and the costs are rising. Internationalisation and globalisation have transformed the once benign educational market place into a much more competitive environment today. These forces are influencing in a very directive way how individual institutions are organising and managing themselves. Art Schools are not immune from either these developments or challenges. While many have their origin as (and remain) small, independent, publicly (or privately) funded schools, others are entering into formal (and informal) collaborative arrangements sometimes resulting in merger with universities, while others are building upon their enduring “membership” of an interdisciplinary university. Abstract:
Drawing on an international survey of HE leaders during 2006, and interviews with HE leaders and stakeholders in Germany, Australia and Japan during 2008, it describes and compares the reaction and response to rankings by HEIs in Germany, Australia and Japan, with particular attention to institutional strategy and planning, benchmarking and quality assurance, student admissions and faculty recruitment and morale. The chapter argues cross-national comparisons/global rankings are an inevitable feature of globalisation, the international battle for talent, and strategies for national competitiveness.

Like other countries, it is engaged in significant system restructuring coupled with managed policy direction. Abstract:
Newer institutions are accused of adopting the accoutrements of traditional universities, actively copying their research profile and teaching programmes, and engaging in ‘academic’ or ‘mission’ drift. For others, however, these changes are part of the natural or inevitable process of institutional development and historical change, or a further step in the democratisation of the ‘Humboltian ethic’ (Neave, 2000, p265). If massification and expansion in 1960s differentiated the second stage in higher educational development from its elite origins, then the late 1990s marked the beginning of the third stage. By then, it was clear that a broadly educated population could no longer be formed by and within universities alone. In societies where knowledge and knowledge creation are highly privileged and integral to both national and institutional prestige, advanced learning and research capacity are allied and critical. Abstract:
This chapter examines how effectively TAFE Institutes and universities in the State of Victoria contribute to meeting the social and economic needs of the population in terms of opportunities to study and relevance of the qualifications offered. It identifies some key achievements and areas for improvement. The chapter closes with a series of recommendations that include the need for a greater system approach to tertiary education in order to support sustainable regional development and the role that the State of Victoria can play in this strategy.

Abstract:
Ellen Hazelkorn is a native of Chicago, and she begins the discussion by explaining her early enthusiasm for Political Theory, a subject in which she was awarded a Ph.D. from Canterbury University in the 1970s. Her teaching career in Ireland began with the CDVEC College of Commerce, where she taught Politics and allied subjects. She has written widely on contemporary Irish politics. She discusses the real importance of research at the College of Commerce, and she recalls her days as a lecturer there. In 1994 she was appointed Director of the Faculty of Applied Arts, and she discusses her role, and the changes which came about in her tenure. She also discusses her present work, both in Ireland and abroad, and her views on the move to Grangegorman.

Abstract:
This article focuses on how higher education institutions (HEIs) engage with their external community, contribute to social and economic development, and underpin civil society and democracy. The external community consists of a wide-range of stakeholders from business and industry, the public, private and non-governmental sector, and civil society. While many HEIs have historically had a strong association to their city or nation, today the health of society and the economy is inextricably tied to greater collaboration between “town” and “gown”. The article has five main sections: i) Introduces the social and public responsibility of higher education, ii) Describes the policy context, iii) Defines “engagement”, iv) Offers some indicators to assess and measure engagement and v) Summarizes and makes some recommendations to help institutional leaders ensure engagement is successful and sustained.

Abstract:
This paper reviews the background to and assesses the usefulness of the various transparency instruments (e.g. college guides, accreditation, classification systems, benchmarking models, global rankings). While there are differences between these various “instruments”, they can all be considered as part of the growing trend for greater transparency, accountability and comparability which began with college guides or handbooks around 1970. It will then place the most recent European developments (e.g. U-Map and U-Multirank) and other EU-funded initiatives (Expert Group on the Assessment of University-based Research and the 3-M Project on Third Mission) within this context. In doing so, the paper will discuss the extent to which these initiatives provide greater transparency and information for stakeholders, and the impact that such initiatives are having on higher education. Abstract:
This paper aims to review the drivers of institutional diversity, and traditional higher education system frameworks which mirrored a simplistic understanding of knowledge creation and skill/labour market requirements. It then proposes a more differentiated approach of diversity appropriate for the 21st century and reflecting the complexity of knowledge production and concepts of research and scholarship, and the trend for universal higher education. On this basis, one may observe new models of higher education institutions emerging. The paper asks how these developments might help expand our understanding of diversity, and propose policy and institutional responses, looking at various examples internationally.
