Abstract:
This article identifies three key challenges facing academic libraries in a period of recession: resourcing, technological change and proof of relevance. It proposes a series of strategies to maximise the value, actual and perceived, of academic libraries in challenging times. These are based on clarity of message, cultivation of partnerships, service leadership and performance optimisation. Although it is clear that the global recession has placed a major strain on resources, it is argued that there are real opportunities to enhance the relevance of academic libraries to the scholarly mission and to provide leadership through innovation, creativity and an outward-facing perspective. Collaboration on and beyond the campus is a recurring theme of the article and a joint approach to resource deployment and service development can pay dividends. A culture of opportunism, agility and flexible skills development will enable academic libraries to emerge stronger from the recession.

Abstract:
This paper highlights the problem with access rights as a part of information security in enterprises with many information systems and their human users. In many organisations, users often write down their user names and passwords, thus enabling outsiders to enter information systems without proper authorisation. Furthermore, access rights commonly remain active after their possessors have left the organisation or after roles in the organisation have changed. In addition, there are instances in enterprises where access rights are managed with severe deficiencies. In this study we discuss a case where this issue was found out to be in a critical state when the organisation planned to extend and specialise its business abroad. Cultural Heritage (CH) is a vast domain, where sharing information is challenging. As a result, the global CH is distributed and heterogeneous. In this paper, we present the concept of the Web of Data as an approach to integrating CH collections. We introduce the CHoWDer (Cultural Heritage on the Web of Data) model, the simple model designed to illustrate how easily CH institutions can participate in the Linked Data initiative.

We adapt the standard random utility model to take account of the heterogeneity of recreational preferences by using what we call a 'clustered conditional logit framework'. By separating out our sample of whitewater kayakers into two exogenously identifiable groups (based on their skill level) and running separate conditional logits for each group we are able to take account of the fact that kayakers of different skill levels are looking for different characteristics from the whitewater site they choose to visit. We find that not taking into account the differences in the skill of the kayakers and the grade of the river will result in an overestimation of the welfare estimates associated with improvements to lower grade whitewater sites (which are frequented by basic/intermediated proficiency level kayakers) and underestimating welfare estimates associated with changes in the attributes of higher grade whitewater sites (which are frequented by advanced proficiency level ka...

Abstract:
This paper provides an account of the methodology used to gain consensus around the development of a national set of child well-being indicators in the Republic of Ireland. This development was identified as a key objective in the National Children's Strategy (2000) to provide the basis for the State of the Nation's Children report, which will be published in 2006. This objective reflects a growing national and international awareness of the need to understand and represent the complexity and multi-dimensional nature of children's lives in a way that is easily understood by different stakeholders (Ben-Arieh et al., 2001).

Abstract:
Object-oriented programming is the current mainstream programming paradigm but existing RDF APIs are mostly triple-oriented. Traditional techniques for bridging a similar gap between relational databases and object-oriented programs cannot be applied directly given the different nature of Semantic Web data, for example in the semantics of class membership, inheritance relations, and object conformance to schemas. We present ActiveRDF, an object-oriented API for managing RDF data that offers full manipulation and querying of RDF data, does not rely on a schema and fully conforms to RDF(S) semantics. ActiveRDF can be used with different RDF data stores: adapters have been implemented to generic SPARQL endpoints, Sesame, Jena, Redland and YARS and new adapters can be added easily. In addition, integration with the popular Ruby on Rails framework enables rapid development of Semantic Web applications.

Abstract:
Research shows that human error, as opposed to mechanical failure, is the major causal factor of industrial and transportation accidents. The same is true in healthcare. This paper briefly discusses five human error reduction methods that have been adapted from high reliability organisations, such as aviation, for use in the healthcare industry. However, before the widespread adoption of these methods, an 'evidence based' approach should be taken to ensure that they have been adequately tailored to meet the needs of Irish healthcare workers.

Abstract:
Positive mental health is recognised as a key resource for population well-being and the social and economic prosperity of society. This paper provides an overview of current concepts of positive mental health and its contribution to the health and well-being of society. Frameworks for promoting mental health are presented, together with an overview of key concepts and principles underpinning this multi-disciplinary area of practice. Drawing on empirical studies, the article reviews the determinants of positive mental health across the lifespan. Enhancing factors for promoting mental health at the structural, community and individual levels are identified. The growing evidence base on the effectiveness of mental health promotion interventions is discussed, and the implications of addressing the psychosocial determinants of mental health for policy and practice are considered.

Purpose - The shared language of youth includes understandings of concepts that can be different from those of adults. Researchers, in their efforts to explore and illuminate the health behaviours and decision-making processes of young people, use generic terms in their data collecting protocols. This study aims to explore what adolescents understand by the words 'healthy' and 'happy'. Design/methodology/approach - Semi-structured interviews were conducted in three post-primary schools with 31 students aged 12 and 13 years. Drawing on a grounded theory approach, interviews were transcribed and subjected to thematic content analysis. Findings - The students provided a description and explanation of what health and happiness meant to them and how they intended to maintain both as they grew older. Advance directives or 'living wills' are statements by competent adults setting out their wishes in anticipation of future incapacity to make decisions. The capacity to make independent choices and decisions may be impacted by mental illness, making advance directives of relevance to mental health law. Advance mental health directives allow competent individuals to specify their treatment preferences in advance of an incapacitating mental health crisis. Advocates believe that they can enhance autonomy and empower persons with mental illness to participate in their future treatment decisions. Opponents believe that they present a wide range of legal and ethical problems, making them unworkable in practice. The potential therapeutic, economic and human rights benefits demand their consideration in the Irish mental health context.

Abstract:
A computable economist's view of the world of computational complexity theory is described. This means the model of computation underpinning theories of computational complexity plays a central role. The emergence of computational complexity theories from diverse traditions is emphasised. The unifications that emerged in the modern era was codified by means of the notions of efficiency of computations, non-deterministric computations, completeness, reducibility and verifiability - all three of the latter concepts had their origins on what may be called 'Post's Program for Research for Higher Recursion Theory'. The recent real model of computation as a basis for studying computational complexity in the domain of the reals is also presented and discussed, albeit critically. A brief sceptical section on algorithmic complexity theory is included in an appendix.

The core problem addressed by this thesis is to provide practical tools for automatic sorting and cataloging of a typical consumer collection of digital images. The thesis presents a complete system solution, comprising (i) automated detection of face regions in images; (ii) multiple automated face recognition modules; (iii) automated colour and texture analysis of regions peripheral to the detected face regions; (iv) a decision fusion module combining the outputs of each recognition or peripheral region analysis module and enabling an output measure of similarity between each detected face regions and a user selected reference. Each system component is implemented and tested independently. Advances are presented in the modeling of facial sub-regions, in the use of enhanced whole face-models, and based on these sub-region models, in the determination of facial expressions. Models are derived using techniques from the field of active appearance modelling (AAM). A technical description and review of such techniques and a number of additional state-of-art techniques for face detection and face region analysis are provided. A detailed literature review covering a range of topics relating to facial expression analysis is provided. In particular the prior use of AAM techniques for facial feature extraction is reviewed. Abstract:
In this paper, I argue that an aesthetic approach can help us to better understand workplace ethnography. Ethnography is sensory by nature; it can incorporate a feeling of rightness and beauty in the experience of 'being-with' the organisation being studied. The process is inherently aesthetic. I explore this argument with an in-depth account of a researcher's experiences at a non-profit organisation. I identify the aesthetic of belonging that developed over time. This study shows how an aesthetic perspective helps us to understand the day to day experience of ethnography, and how it can be emotionally ambivalent and somewhat dark.

Consider the following social choice problem. A group of individuals seek to partition a finite set X into two subsets. The individuals may disagree over the partition and an aggregation rule is applied to determine a compromise outcome. We permit collective indifference and so the outcome is a pair of disjoint subsets of X which may or may not partition X. Critically, neither subset can contain all of the elements in X. We present four normatively desirable properties that identify one aggregation rule uniquely. These properties are similar to those Young (J. Econ. Theory 9 (1974) 43-52) used in his characterization of the Borda rule.

Abstract:
Agile methods have been adopted by many information systems development (ISD) teams and organizations in recent years. However, while agile method research is growing, many studies lack a strong theoretical and conceptual base. Innovation adoption theories provide new perspectives on analysing agile methods. This paper is based on an exploratory study of the application of innovation theory to agile practices in use, focusing in particular on the later stages of assimilation i.e. acceptance, routinization and infusion. Three case studies were conducted involving agile method projects, using semi-structured interviews. One key finding is that specific needs of the adopting teams may drive the relevant agile practices in use to a deeper level of assimilation. Another key finding indicates the period of agile use does not have a proportional effect on their assimilation stages. Therefore, one needs to be cautious when using time as a measure of agile practice assimilation.

Awareness and use of agile methods has grown rapidly among the information systems development (ISD) community in recent years. Like most previous methods, the development and promotion of these methods have been almost entirely driven by practitioners and consultants, with little participation from the research community during the early stages of evolution. While these methods are now the focus of more and more research efforts, most studies are still based on XP, Scrum, and other industry-driven foundations, with little or no conceptual studies of ISD agility in existence. As a result, this study proposes that there are a number of significant conceptual shortcomings with agile methods and the associated literature in its current state, including a lack of clarity, theoretical glue, parsimony, limited applicability, and naivety regarding the evolution of the concept of agility in fields outside systems development. This paper presents an empirical analysis of the role of land fragmentation, crop biodiversity and their interplay with farm profitability. Original primary date are drawn from a survey conducted in Bulgaria. We present two different estimation methods: Seemingly Unrelated Regression and Three Stages Least Squares. The econometric results stress the ambiguous role of land fragmentation on farm profitability. One one hand, land fragmentation reduces farm profitability. On the other hand, land fragmentation fosters crop diversification. Biodiversity also plays a beneficial role in farm profitability. Policies that aim to reduce land fragmentation may overlook the positive link between diversity and plot heterogeneity.
