Abstract:
The decades of conflict in Northern Ireland created divisions between communities, with few opportunities for cooperation. However, in the 1990s opposition to a proposed cross-border incinerator brought the divided communities together. The 1990s economic boom in the Republic of Ireland generated a waste management crisis as the by-products of rampant consumerism overwhelmed the state’s rudimentary waste disposal system. Three Irish anti-incinerator campaigns which have pitted local communities against the Irish state or the Northern Ireland Department of the Environment are examined. Community attempts to gain leverage within the political governance frameworks in operation on both sides of the border are examined and the various ways in which environmental movements respond to the crisis of waste management under different governance regimes are illuminated.

Abstract:
Researchers estimate that information and communication technology (ICT) is responsible for at least 2 percent of global greenhouse gas (GHG) emissions. Furthermore, in any individual business, ICT is responsible for a much higher percentage of that business's GHG footprint. Yet researchers also estimate that ICT can provide business solutions to reduce its GHG footprint fivefold. However, because the field is new and evolving, few guidelines and best practices are available. To address this issue, a consortium of leading organizations from industry, the nonprofit sector, and academia has developed and tested a framework for systematically assessing and improving SICT capabilities. The Innovation Value Institute (IVI; http://ivi.nuim.ie) consortium used an open-innovation model of collaboration, engaging academia and industry in scholarly work to create the SICT-Capability Maturity Framework (SICT-CMF), which is discussed in this paper.

Abstract:
In the last decade or so, the role of export subsidies has attracted renewed interest in the current policy debate and in the literature on strategic trade policy. While the theoretical literature is very stimulating, little is known about and scarce attention is paid to the facts about export subsidization. Simplifying, in most theoretical models governments grant production subsidies to domestic firms of an industry exporting to one specific market. In practice, several official agencies rn?y he invnlved in providing export credits and export insurance subsidies to many domestic sectors exporting to a wide range of export destinations. In spite of the work by Abraham (1990), Abraham et al. (1992), Ford and Suyker (1990), Jepma (1991), and the EC (1990), there is only partial information about the size of the subsidies involved and their sectoral and regional break-up. As a consequence, the subsidy structure resulting from a policy of export promotion remains unclear.

Abstract:
We apply techniques from complexity theory to a model of biological cellular membranes known as membrane systems or P-systems. Like circuits, membrane systems are dened as uniform families. To date, polynomial time uniformity was the accepted uniformity notion for membrane systems. Here, we introduce the idea of using AC0 and L uniformities and investigate the computational power of membrane systems under these tighter conditions. It turns out that the computational power of some systems is lowered from P to NL, so it seems that our tighter uniformities are more reasonable for these systems. Interestingly, other systems that are known to be lower bounded by P are shown to retain their computational power under the new uniformity conditions. Similarly, a number of membrane systems that are lower bounded by PSPACE retain their power under the new uniformity conditions.

Abstract:
In this work an-image based photoplethysmography (PPG) system is developed and tested against a conventional fingerbased system as commonly used in clinical practise. A PPG is essentially an optical instrument consisting of a near infrared (NIR) source and detector that is capable of tracking blood flow changes in body tissue. When used with a number of wavelengths in the NIR band blood oxygenation changes as well as other blood chemical signatures can be ascertained yielding a very useful device in the clinical realm. Conventionally such a device requires direct contact with the tissue under investigation which eliminates the possibility of its use for applications like wound management where the tissue oxygenation measurement could be extremely useful. In this paper a non-contact pulse oximetry imaging system is described. The system utilises a CMOS digital camera and near infrared (NIR) light emitting diodes operating in a reflection mode to simultaneously capture photoplethysmograph (PPG) signals at two wavelengths. The Modified Beer-Lambert Law is used to extrapolate tissue oxygenation from the PPG signals. Attention is drawn to the system’s potential in applications such as the assessment and management of wounds.

For more than a century, there has been interest in pulse wave velocity and pulse transit time as a possible metric for blood pressure and other cardiovascular parameters. The most common approach in noninvash:e measurement of these metries has been to measure the time delay between the QRS complex on the electrocardiograph and the detection of the finger photoplethysmograph. This paper introduces a new technique for measuring the brachial photoplethysmograph and argues that this forms a better timing reference than the QRS complex.

Digital Watermarking is an ever increasing and important discipline, especially in the modern electronically-driven world. Watermarking aims to embed a piece of information into digital documents which their owner can use to prove that the document is theirs, at a later stage. In this paper, performance analysis of watermarking schemes is performed on white noise sequences and chaotic sequences for the purpose of watermark generation. Pseudorandom sequences are compared with chaotic sequences generated from chaotic skew tent map. In particular, analysis is performed on highpass signals generated from both these watermark generation schemes, along with analysis on lowpass watermarks and white noise watermarks. This analysis focuses on the watermarked images after they have been subjected to common image distortion attacks. This paper presents a comparison between parallel linear and parallel neural network models. Parallel models consist of 24 separate models, one for each hour of the day. Each parallel model decomposes the load into a linear Auto- Regressive (AR) part and a residual. Exogenous linear and neural network model performance is compared in predicting this residual. Three days or 72 hours of current and delayed weather variables are available as exogenous inputs for the residual models. Input selection comprises of testing the bootstrapped performance of a linear model. The inputs are ordered using 4 methods derived from a mix of the T-ratio of the linear coefficients and Principal Component Analysis (PCA). Abstract:
The past decade has witnessed a steady growth of Open Source software usage in industry and academia, leading to a complex ecosystem of projects. Web and subsequently Geographical Information Systems have become prominent technologies, widely adopted in diverse domains. Within this context, we developed an Open Source Web platform for interoperable GIServices. In order to implement this architecture, 14 projects were selected and analysed, including the client-side libraries and the server-side components. Although other surveys have been conducted in this area, little feedback has been formally obtained from the users and developers concerning their opinion of these tools. A questionnaire was designed to obtain responses from the relevant online communities about a given set of characteristics. This article describes the technologies and reports the results of the survey, providing first-hand information about Open Source Web and geospatial tools.

Abstract:
This paper presents a method, implemented as a freely available computer programme, which is used to estimate the economics of renewable microgeneration of electricity from wind and solar energy sources. A variety of commercial small wind turbines and photovoltaic (PV) panels are considered and combined with raw energy data gathered from a variety of locations. Both residential and holiday home user profiles are available and options are selectable concerning feed-in tariffs (if available), government incentive schemes and the cost of capital borrowing. The configuration of the generation setup, which can consist of wind, PV and combination of wind/PV, is fully selectable by the user, with a range of appropriate default data provided. A numerical example, based on Irish data, is presented, which suggests that payback periods for solar and wind microgeneration systems can vary greatly (2.5–500 years), depending on the location, installation and economic variables.

Abstract:
This paper describes a concept for the extension of constraint-induced movement therapy (CIMT) through the use of feedback of primary motor cortex activity. CIMT requires residual movement to act as a source of feedback to the patient, thus preventing its application to those with no perceptible movement. It is proposed in this paper that it is possible to provide feedback of the motor cortex effort to the patient bymeasurement with near infrared spectroscopy (NIRS). Significant changes in such effortmay be used to drive rehabilitative robotic actuators, for example. This may provide a possible avenue for extending CIMT to patients hitherto excluded as a result of severity of condition. In this thesis, when the signals are either discrete time or continuous time signals, three different Mathematical Formalisms for feedback systems are investigated. The first one, the Standard Formalism, uses mathematical elements that are adopted from the conventional analysis for feedback systems (conventional analysis as in [1]). It is shown how consistency can be regained, but with the effect of severely restricting the class of signals. Moreover, it is shown under which conditions the Standard Formalism becomes a consistent Framework. The second one, the Generalised Formalism, extends the class of systems but lacks of a transform domain analysis. The third one, a Framework using Distributions, is shown to be consistent. This constructivist grounded theory study, explores the role of the second level teacher in contemporary Ireland. It investigates how the officially espoused role of the teacher translates into action in the negotiated environments of practice. The study yielded three significant constructs that penetrate the reality of a teaching life. The three constructs emerged organically from an analysis of research-participant reflections regarding their practice as teachers. These three interwoven constructs provide the scaffolding for the grounded theory findings: i. pedagogy under pressure, ii. teachers navigating a pathway between old and new professionalism iii. vocationalism and pockets of wonderful things While each of the three constructs has its own discourse and associated web of meaning, there is also evidence of an over arching climate that weaves its influence across the playing out of each. Abstract:
Despite the central status of avoidance in explaining the etiology and maintenance of anxiety disorders, surprisingly little behavioral research has been conducted on human avoidance. In the present paper, we first provide a brief review of the empirical literature on avoidance. Next, we describe the implications of research on derived relational responding and the transformation of functions for a contemporary behavioral account of avoidance, before providing several illustrative research examples of laboratory-based analogs of key clinical treatment processes. Finally, we suggest some challenges and opportunities that lie ahead for behavioral research on anxiety and avoidance.

Abstract:
The problem of the maximization of the energy produced by a self reacting point absorber subject to motion restriction is addressed. The main objective is to design a control system suitable for real-time implementation. The method presented for the solution of the optimization problem is based on the approximation of the motion of the device and of the force exerted by the power take off unit by means of a linear combination of basis functions. The result is that the optimal control problem is reformulated as a non linear program where the properties of the cost function and of the constraint are affected by the choice of the basis functions. An example is described where the motion and the force are approximated using Fourier series; an optimization algorithm for the solution of the non linear program is also presented. The control system is implemented and simulated using a real sea profile measured by a waverider buoy.

A very important scientific advance was the identification of HIV as a causative agent for AIDS. HIV infection typically involves three main stages: a primary acute infection, a long asymptomatic period and a final increase in viral load with a simultaneous collapse in healthy CD4+T cell count during which AIDS appears. Motivated by the worldwide impact of HIV infection on health and the difficulties to test in vivo or in vitro the different hypothesis which help us to understand the infection, we study the problem from a control theoretic perspective. We present a deterministic ordinary differential equation model that is able to represent the three main stages in HIV infection. The mechanism behind this model suggests that macrophages could be long-term latent reservoirs for HIV and may be important in the progression to AIDS. Abstract:
The characterization of general control principles that underpin metabolic dynamics is an important part of systems analysis in biology. It has been long argued that many biological regulatory mechanisms have evolved so as to optimize cellular adaptation in response to external stimuli. In this thesis we use an optimal control framework to solve dynamic optimization problems associated with metabolic dynamics. The analysis is based on a nonlinear control-ane model of a metabolic network with the enzyme concentrations as control inputs. We consider the optimization of time-dependent enzyme concentrations to activate an unbranched network and reach a prescribed metabolic ux. The solution accounts for time-resource optimality under constraints in the total enzymatic abundance. We identify a temporal pattern in the solution that is consistent with previous experimental and numerical observations. Abstract:
A number of researchers and policy makers have recently argued that the most effective way of dealing with long-run disadvantage and the intergenerational transmission of poverty is through early childhood intervention and in particular policies aimed at supporting the family. This study was part of a randomised evaluation of the Incredible Years Program, which is aimed at improving the skills and parenting strategies of parents who have children with conduct problems. The results show that the treatment significantly reduced behavioural problems in young children. Furthermore our detailed cost analysis, when combined with a consideration of the potential long-run benefits associated with the programme, suggest that the long-run rate of return to society from this program is likely to be relatively high.

This paper describes a method which was used to evaluate the cost-effectiveness of three different ways of supplying periodical articles in an academic library. The methods considered were: subscribing to a periodical title (ownership); individual article supply provided by two electronic document delivery services, ArticlesFirst of OCLC FirstSearch and UnCover; and traditional article supply through the British Library Document Supply Centre. The operational costs of the alternatives are obtained by taking a management accounting approach and are examined in relation to the provision of the services within the library of St. Patrick's College, Maynooth, Ireland. Internet router buffers are used to accommodate packets that arrive in bursts and to maintain high utilization of the egress link. Such buffers can lead to large queueing delays. Recently, several papers have suggested that it may, under general circumstances, be possible to achieve high utilisation with small network buffers. In this paper we review these recommendations. Serious issues are reported that question the utility of these recommendations.

The bound is given in terms of the weights of the cycles in the directed graph associated with the matrix.
