Abstract:
This research investigates one of the first e-Government services launched as part of Ireland’s Information Society programme, the Irish Land Registry’s implementation of their award winning Electronic Access (EAS) project. In-depth enquiries into how public sector organisations manage IT-enabled transformations have remained relatively limited and this case contributes to this emerging body of literature. The analysis highlights that the implementation of e-Government initiatives beyond basic service levels necessitates business process change in order to reap rewards. This study fulfils an identified need for research in Business Process Change (BPC) in the implementation of e-Government initiatives. Abstract:
A major concern in recent political discourse is that government has become both isolated from and unresponsive to its citizens. Democracy, by definition, demands a two-way flow of communication between government and civil society. ICTs have the potential to facilitate such improved flows of communication â hence, e-democracy and e-consultation. This paper initially draws on focus group discussions on the theme of e-consultation conducted amongst activist citizens on the island of Ireland. High levels of frustration, scepticism and cynicism were expressed on the form, nature and process of extant consultation processes. In follow-up demonstrations, however, the preliminary findings are much more positive suggesting that the potential exists for using e-consultation technologies to enhance democratic processes.

Abstract:
This research project is concerned with developing a suitable visualization model to depict a complex socio-technical system such as a city. It focuses on governance dashboards as the main starting point as these aim to depict many aspects of a city and, it is argued, already reflect and shape a city in its totality. Governance dashboards however pose a number of challenges and may not be the most suitable visualisation for representing a city. It is proposed to create a visualisation model that would fully capture a city in its complexity whilst being cognisant of allowing users to engage with detail.

Abstract:
Open data platforms are central to the management and exploitation of data ecosystems. While existing platforms provide basic search capabilities and features for filtering search results, none of the existing platforms provide recommendations on related datasets. Knowledge of dataset relatedness is critical for determining datasets that can be mashed-up or integrated for the purpose of analysis and creation of data-driven services. When considering data platforms, such as data.gov with over 193,000 datasets or data.gv.uk with over 40,000 datasets, specifying dataset relatedness relationship manually is infeasible. In this paper, we approach the problem of discovering relatedness in datasets by employing the Kohonen Self Organsing Map (SOM) algorithm to analyze the metadata extracted from the Data Catalogue maintained on a platform. Abstract:
Producing new generation of digital public services from open data is of major interest to policymakers, practitioners and academia in the digital government community. Recent efforts in the area of Linked Statistical Data suggest that the associated multidimensional data cubes are excellent resources that could underpin data-driven digital public services. We describe in this paper a set of tools and approach to exploiting linked statistical data produced from the integration of streams of open marine datasets for developing digital services to support Marine Rescue Operations. We also highlight the opportunities enabled through co-creation activities as well as the benefit and challenges for scaling and sustaining the initiative.
