Abstract:
Internet router buffers are used to accommodate packets that arrive in bursts and to maintain high utilization of the egress link. Such buffers can lead to large queueing delays. Recently, several papers have suggested that it may, under general circumstances, be possible to achieve high utilisation with small network buffers. In this paper we review these recommendations. Serious issues are reported that question the utility of these recommendations.

Abstract:
Analysis of medical videos for detection of abnormalities and dis- eases requires both high precision and recall, but also real-time processing for live feedback and scalability for massive screening of entire populations. Existing work on this field does not provide the necessary combination of retrieval accuracy and performance. In this paper, a multimedia system is presented where the aim is to tackle automatic analysis of videos from the human gastrointesti- nal (GI) tract. The system includes the whole pipeline from data collection, processing and analysis, to visualization. The system combines filters using machine learning, image recognition and extraction of global and local image features. Furthermore, it is built in a modular way so that it can easily be extended. Abstract:
This paper focuses on Chopin’s Prelude in G minor, op. 28, no. 22, which derives its passionate character from its particularly individual treatment of tonal and rhythmic ambiguity. The upbeat to the theme of the Prelude (rhythmically distinctive as it includes the only sixteenth note in the entire piece) is tonally ambiguous. In some of its appearances, it seems to have two conflicting interpretive possibilities, functioning as dominant and tonic harmony at the same time—supporting and . The Schenkerian analytical notation employed in this paper follows guidelines for which Steve Larson uses the term “strict use.” This analytical method clearly depicts the remarkable ways in which the motto seems to present simultaneous conflicting meanings. Ambiguity not only characterizes the surface of this work, but it also permeates various levels of structure, and encompasses both harmony and meter.

Abstract:
Is there a particularly Irish culture of performance? I suggest that there is – the defining feature of which is the role played by alterity - the living presence of an “other" in performance. This “other” is usually a person or persons, the being of whom is felt to be immanent in the material performed. Performance thus has a strong element of animation. Following the lead of Gary Gossen, for whom Chamula oral traditon constituted an “ethical statement”, I argue that Irish tradition also carries an implicit ethics, as can often be seen from performers’ statements about what they do. Scholars such as Silvio, Manning, and Gershon have been re-examining the term “performance” itself, showing its cultural and historical boundedness. I suggest that Irish tradition be likewise re-examined in the light of these theoretical developments.

Abstract:
Portable SIMD code generation is an open problem in modern High Performance Computing systems. Performance portability can already be achieved, however it might fail when user-framework interaction is required. Of all portable vectorization techniques, explicit vectorization, using wrapper-class libraries, is proven to achieve the fastest performance, however it does not exploit optimization opportunities outside the simplest algebraic primitives. A more advanced language is therefore required, but the design of a new independent language is not feasible due to its high costs. This work describes an Embedded Domain Specific Language for solving generalized 1-D vectorization problems. The language is implemented using C++ as a host language and published as a lightweight library. Abstract:
The Goertzel Algorithm provides an efficient mechanism for tone detection in signal processing. However, on Wireless Sensor Network nodes, there is often not sufficient processing power to implement this using floating-point arithmetic, so fixed-point implementations are used. In this paper we compare the quality of the results for a typical audio application with different resolutions of fixed-point support using MATLAB. We also provide performance figures based on implementing this on a representative sensor node platform. Our results show that, for this application-space, 16-bit fixed-point arithmetic provides the best tradeoff of accuracy against performance. No previous work has addressed this specific aspect of implementating the Goertzel algorithm.

Abstract:
Various Information Management techniques have been developed to help maintain a consistent shared virtual world in a Networked Virtual Environment. However, such techniques have to be carefully adapted to the application state dynamics and the underlying network. This work presents a novel framework that minimizes inconsistency by optimizing bandwidth usage to deliver useful information. This framework measures the state evolution using an information model and dynamically switches extrapolation models and the packet rate to make the most information-efficient usage of the available bandwidth. The results shown demonstrate that this approach can help optimize consistency under constrained and time-varying network conditions.

The quality of embedded software is important, especially for life-critical and mission-critical embedded systems. And software testing is a key activity to ensure the quality of embedded software. Both system testing and unit testing are vital to test embedded software. Unit testing is probably more important to ensure there are no latent faults. System testing is almost invariably done on a target system, but unit testing is normally done on a host system, as standard test frameworks generally don’t support the execution of unit tests on a target system. Abstract:
Decompounding has been found to improve information retrieval (IR) effectiveness in general domains for languages such as German or Dutch. We investigate if cross-language patent retrieval can profit from decompounding. This poses two challenges: i) There may be few resources such as parallel corpora available for training an machine translation system for a compounding language. ii) Patents have a specific writing style and vocabulary (“patentese”), which may affect the performance of decompounding and translation methods. Experiments on data from the CLEF-IP 2010 task show that decompounding patents for translation can overcome out-of-vocabulary problems (OOV) and that decompounding improves IR performance significantly for small training corpora.

Abstract:
Changes in the circumstances behind in situ temperature measurements often lead to biases in individual station records that, collectively, can also bias regional temperature trends. Since these biases are comparable in magnitude to climate change signals, homogeneity “corrections” are necessary to make the records suitable for climate analysis. To quantify the effectiveness of U.S. surface temperature homogenization, a randomized perturbed ensemble of the USHCN pairwise homogenization algorithm was run against a suite of benchmark analogs to real monthly temperature data. Results indicate that all randomized versions of the algorithm consistently produce homogenized data closer to the true climate signal in the presence of widespread systematic errors. Previous studies investigating the biomechanical factors associated with maximal countermovement jump height have typically utilised cross-sectional data. An alternative but less common approach is to use pre-to-post training change data, where the relationship between an improvement in jump height and a change in a factor is examined more directly. Our study compared the findings of these approaches. Such an evaluation is necessary because cross-sectional studies are currently a primary source of information for coaches when examining what factors to train to enhance performance. The countermovement jump of forty four males was analysed before and after an eight week training intervention. Correlations with jump height were calculated using both cross-sectional (pre-training data only) and pre-to-post training change data. The current generation of Mobile Mapping Systems (MMSs) capture high density spatial data in a short time-frame. The quantity of data is difficult to predict as there is no concrete understanding of the point density that different scanner configurations and hardware settings will exhibit for objects at specific distances. Obtaining the required point density impacts survey time, processing time, data storage and is also the underlying limit of automated algorithms. This paper details a novel method for calculating point and profile information for terrestrial MMSs which are required for any point density calculation. Through application of algorithms utilising 3D surface normals and 2D geometric formulae, the theoretically optimal profile spacing and point spacing are calculated on targets. Both of these elements are a major factor in calculating point density on arbitrary objects, such as road signs, poles or buildings-all important features in asset management surveys.

The limitations in performance and robustness imposed by explicitly considering a communication channel in a control loop have received increased attention in recent years. Previous results in the literature have stated these limitations in terms of a minimal transmission data rate necessary for stabilisation. In this paper a signal-to-noise ratio (SNR) approach is used to study two specific cases: (i) performance in terms of model matching and (ii) robustness against a multiplicative uncertainty in the plant model. The analysis performed leads to closed-form expressions that allow the quantification of the extra SNR required in both cases.

We focus on the role that domestic and international mobility play in achieving a business academic’s career outcomes. We seek to advance existing research by taking a morenuanced approach to the study of mobility. Using a sample of 376 tenured faculty members from 20 highly research-visible European business schools in 10 countries, we explore different patterns of mobility and highlight their link to research-career capital and the speed of academic promotion. Our findings show that mobility has a positive impact on research-career capital, but multiple moves delay academic promotion. In making decisions about international mobility, it is important to know that moving internationally for one’s first post-PhD job undermines research productivity. However, moving internationally between year 2 and year 7 post-PhD is better than moving later on. Over 85% of Uganda's 34 million people depend on rural water supply systems and the current water and environment sector performance report (2017) reports an 84% functionality of rural water sources such as boreholes and shallow wells with a hand pump. Ensuring the continued operation of water points, and in keeping with participatory theory, the water user's committees (WUCs) should also be a vehicle for empowering communities while bringing about greater equity of use. However, WUC members do not acquire the knowledge and skills they need by default but require different types of training. This study sought to evaluate community participation and capacity development in WUCs in relation to community-managed water supply systems. Abstract:
Inconsistency arises across a Distributed Virtual Environment due to network latency induced by state changes communications. Predictive Contract Mechanisms (PCMs) combat this problem through reducing the amount of messages transmitted in return for perceptually tolerable inconsistency. To date there are no methods to quantify the efficiency of PCMs in communicating this reduced state information. This article presents an approach derived from concepts in information theory for a deeper understanding of PCMs. Through a comparison of representative PCMs, the worked analysis illustrates interesting aspects of PCMs operation and demonstrates how they can be interpreted as a form of lossy information compression.

This paper presents results from a longitudinal, qualitative study into the adoption of environmental management systems (EMS) in three companies in the UK water & sewerage industry. Based on institutional theory and the literature on EMS, four factors related to the adoption of EMS are identified: external and internal institutional forces, environmental performance issues, and economic performance issues. While previous literature has often assumed a balance of performance and institutional factors or a preponderance of performance factors, the results of this study indicate that institutional forces are the predominant drivers. The results further indicate that environmental performance issues become less important over time, whereas institutional drivers and economic performance rationales increase in importance over time. Abstract:
Despite its theoretical and managerial significance, subsidiary entrepreneurship and its effects on subsidiary contribution remain underexplored in the literature. We propose that subsidiary entrepreneurship encourages more creative strategic responses to escalating environmental change. We explore the direct and mediating effects of subsidiary entrepreneurship on subsidiary contribution to the MNC, particularly subsidiary strategy creativity. We use structural equation modelling to test our propositions on data generated from surveying the population of Irish subsidiaries of foreign MNCs, and find strong support for our theoretical predictions. The managerial implications of subsidiary entrepreneurship in generating creative strategy, prompting strategic initiatives and improving performance are discussed.

Purpose – While nowadays an extensive literature promoting knowledge management (KM) exists, there is a worrying shortage of empirical studies demonstrating an actual connection between KM activities and organizational outcomes. To bridge this gap, this paper aims to examine the link between KM practices, firm competitiveness and economic performance. Design/methodology/approach – This paper proposes a framework of KM practices consisting of human resource management (HRM) and information communication technology (ICT). These both are hypothesized to impact competitiveness and economic performance of the firm. Hypotheses are then tested with structural equation modeling by using a survey dataset of 234 companies. Findings – The results show that HRM and ICT practices for managing knowledge are quite strongly correlated and have a statistically significant influence on both financial performance and competitiveness of the firm. Abstract:
This paper provides theoretical and empirical evidence of the link between the use of tax haven subsidiaries by multinational enterprises (MNEs) and firm performance, as measured by total factor productivity. We find that the use of tax havens has no impact on economic dynamism for a sample of MNEs from across the OECD. Our results have significant policy implications in terms of the role of tax havens in the world economy.

We describe the video summarisation systems submitted by Dublin City University to the TRECVid 2008 BBC Rushes Summarisation task. We introduce a new approach to re- dundant video summarisation based on principal component analysis and linear discriminant analysis. The resulting low dimensional representation of each shot offers a simple way to compare and select representative shots of the original video. The final summary is constructed as a dynamic sto- ryboard. Both types of summaries were evaluated and the results are discussed.

In this paper we present measurements made using an 802.11e wireless testbed. We demonstrate experimentally how the new 802.11e [1] QoS parameters behave in our testbed. We describe the testing methodology used to validate the operation of the 802.11e TXOP, AIFS and CWmin parameters and compare the experimental results to existing analytical models. We also discuss a number of practical issues encountered during our measurements. We then use the testbed to demonstrate some known problems with TCP’s performance caused by cross-layer interaction between the TCP congestion control algorithm and the MAC layer CSMA/CA contention mechanism. Finally, we study how these problems can be mitigated using the flexibility provided by the 802.11e parameters via the scheme suggested in [2].
