Abstract:
This is the fourth annual report to the EMCDDA from the Norwegian Institute for Alcohol and Drug Research (SIRUS) on the drugs situation in Norway. The report has been drawn up in accordance with the new reporting guidelines introduced by the EMCDDA this year. We have endeavoured to follow these as consistently as possible, with the main focus on “new developments” and substantial changes in epidemiology, legislation and organisation. To allow readers to obtain more background information the report contains a number of references to the national report for 2003, and occasional references to the report for 2002.This resource was contributed by The National Documentation Centre on Drug Use.

Abstract:
The Bush administration announced its 2006 National Drug Control Strategy in the first city to legalize marijuana, a decision that wasn't entirely coincidental. John P. Walters, director of the Office of National Drug Control Policy, who selected a youth drug treatment center here as the site for the announcement, said Denver represented 'a model of what we see and what we're trying to face'. The 2006 strategy calls for a continuation of the Bush administration's balance of reducing demand through, among other things, drug-prevention campaigns, and reducing supply by securing the Mexican border. Mr. Walters described the strategy, implemented in 2001, as a success, pointing to studies showing that overall teenage drug use has dropped since then by 19 per cent. Abstract:
This collection of papers was developed as part of the work undertaken by the Drug Misuse Research Division (DMRD) in the context of its work as Focal Point to the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA). The EMCDDA is a European Union (EU) institution providing information concerning drugs and drug addiction and their consequences. The EMCDDA works to improve the comparability of drug-related data in the member states, and to disseminate information and co-operate with international bodies dealing with drug-related issues. In fulfilling its role, the EMCDDA co-operates with a network of 'focal points' or national centres dealing with drug-related issues in the member states. This network is called the REITOX network (European Information Network on Drugs and Drug Addiction). The aim of this study was to explore the attitudes of Healthcare Professionals who work in the Substance Misuse Services compared to Healthcare Professionals who work in the Acute Mental Health Services towards clients with a dual diagnosis. A Likert type questionnaire was carried out between the two services, (n=45) from Substance Misuse and (n+54) from Mental Health Services of the multidiscipline teams. The results showed that there was a significant difference between the attitudes of the Healthcare Professionals in both Services. The Healthcare Professionals from the Substance Misuse Services displayed a more positive attitude towards clients with duel diagnosis, than professionals from the Acute Mental Health Services. These negative attitudes may affect the quality of care given to clients with a dual diagnosis. Abstract:
The need for widespread increase of both community and residential detoxification services in Ireland has been clearly articulated at national and local level (Mannix, 2006; Corrigan & O’Gorman, 2007; Dept. Community, Rural and Gaeltacht Affairs, 2007; Doyle & Ivanovic, 2010). This study explores a central phenomenon of detoxification-seeking among heroin users in the South East of Ireland, through a grounded theory approach. The study conceptualises detoxification-seeking as a help-seeking behaviour, experienced by heroin users, but not all, in response to and as a consequence of the complex experience of being heroin dependent, and wanting to become abstinent. The core category, ‘forging a pathway towards abstinence from heroin’, provides an insight into challenges and tasks that research participants undertook when their aim was abstinence. While what has been achieved varies from action to action, progress has been made across the four pillars of supply reduction, prevention, treatment and research, and in the co-ordination of the institutional structures of the Strategy. The Review recommends the addition of eight new actions, the replacement of nine of the existing actions and amendments to a further eight. Abstract:
This study was carried out by participants in a North Tipperary Community Services drug/alcohol awareness course. Its objectives were to: assess the level of drug and alcohol awareness among second-level students under the age of 18 years; to find out the extent of under-age drinking;to find out the extent of the use of illegal substances as well as stimulants such as glue and solvents in this age group; and to use this information to develop educational programmes for parents and students. Date was obtained through a survey of 1500 secondary school students in the North Tippeary area. The survey found that, although ilict drug use was very low, abuse of alcohol was quite common.This resource was contributed by The National Documentation Centre on Drug Use.
