Abstract:
In 2018, the Parliamentary Assembly of the Council of Europe passed a resolution on Sign Languages (Resolution 2247). This recognises the thirty plus indigenous sign languages of Europe as natural languages but also acknowledges that few states have recognised sign languages as official languages to date (See also Wheatley and Pabsch 2012 for an overview on sign language recognition in Europe). As a result, access to education and public services using sign languages remains limited. The challenges faced in acquiring a sign language as a first language, learning it as a second or subsequent language, or accessing information through sign languages are well documented. Abstract:
This paper explores the policy turn of the learning society, and how the academic world is responding to new social and political demands. It highlights some of the criticisms levelled at the learning society, as well as the voices of support. The paper also showcases the European Language Portfolio and the Transferable Skills project as two examples of good practice. Cet article examine le tournant de la politique de la socie´te´ du savoir ainsi que la re´ponse du monde intellectuel face aux nouvelles exigences sociales et politiques. Il met en lumie`re certaines des critiques souleve´es par la socie´te´ du savoir ainsi que par les voix favorables. L’article s’appuie sur deux exemples pratiques, a` savoir le Portfolio Europe´en des Langues et le Project des Compe´tences Transmissibles.

Abstract:
This article argues that the Council of Europe's European Language Portfolio is capable of supporting the implementation of language learner autonomy on a large scale. It begins by explaining what the author understands by `language learner autonomy?, then introduces the European Language Portfolio and explains how it can stimulate reflective learning in which goal setting and self-assessment play a central role. It concludes by giving two practical examples that involve the learning of L2 English in Ireland, in one case by adult immigrants with refugee status and in the other by newcomer pupils in primary schools.

Abstract:
In our paper, we introduce the concept of the European Language Portfolio (ELP). We then give a brief overview of the Language Online Portfolio (LOLIPOP) project (LOLIPOP website, 2007) which has as it main focus the development of a multilingual, interactive, online ELP, known as the LOLIPOP ELP. A selection of key elements and features of the LOLIPOP ELP are then presented and their potential impact on the language learner assessed.
