During the last decade of the 20th century, 'neo-liberal' ideas that had already permeated political thinking throughout much of the Western world achieved dominance in Ireland, with all mainstream political parties ascribing to a greater or lesser extent to a programme of tax cuts, privatization of pubic assets and services, deregulation of markets, devolvement of government responsibilities to ‘experts’ and the marketization and commercialization of sectors previously considered subject only to the requirements of the common good… education, health, defence – and heritage. Heritage – the built and natural environment considered as patrimony – was assigned an exchange value but was required to 'pay its own way'. Abstract:
The following is the gist of an oral presentation made to the Joint Dail-Senad Committee on Heritage and the Irish Language, Leinster House, 2 November 1999, at the invitation of the Committee. The presentation was made on behalf of The O'Carolan Harp and Cultural Festival, Nobber, The Meath Harp School and Meath Archaeological and Historical Society. The proceedings were televised on TG4. Traditional arts are the result of consensus in a community. Song, music, dance, verse and folklore express the personality and identity of a community over time. Song and verse - for instance the great folk songs"Donall Og" and "An Droighnean Donn" - give the permanence of art to the intimate experiences of the people. Abstract:
The Containment of Heritage: Setting Limits to the Growth of Heritage in Ireland examines the expansionary pressures at work within the field of heritage in Ireland. The last twenty years have witnessed an unprecedented expansion in the designation and protection of built and natural heritage in Ireland. This paper suggests that the gap between our aspirations for the protection of heritage and the resources to fulfill them may become unsustainable unless a policy framework is devised to ensure that heritage costs are properly evaluated, and measures put in place to ensure that heritage growth is containable and manageable. The paper argues that a containment strategy for heritage requires a broad framework that takes conceptual, economic, administrative and socio-political factors into account. This study of the cultural and environmental impacts of large dams in Southeast Turkey brings together evidence from and interviews with people affected by hydroelectric dam projects planned for the Munzur, Tigris and Greater Zap rivers. It illustrates information and work by a multitude of human rights, women¿s, displaced, cultural and environmental organisations in collaboration with communities in each area and sheds light on the aims and attitudes of State officials with regard to the GAP (Southeast Anatolia Regional Development Project) dams.

Purpose – To consider the economic and physical impact of electronic journals on remotely stored print stock. Design/methodology/approach – A collection of print journals was used as an object for consideration. Physical and heritage aspects of the collection are examined and questions are posed regarding the wisdom of future retention in response to increased demand for electronic alternatives. Findings – Emerging trends predict a predominance of periodical literature in electronic form. The future of local remote storage for low demand printed journal collections needs to be evaluated in economic as well as cultural terms. Research limitations/implications – Based on a collection at the Boole Library, University College Cork, Ireland. Practical implications – Similar consideration should be given to collections in other regional libraries. Originality/value – Contributes to discussions on the long-term value of retaining print journal holdings.
