Abstract:
The topic of my talk today is what I term the entrepreneurial society or the emergence of the entrepreneurial society, which suggests that something has changed. The Director and I were speaking on the way here about the fall of the Berlin Wall which was nearly twenty years ago, in November 1989, shortly before we first met. A lot of euphoria followed not only because Germany was reuniting but because Europe was reuniting, and there was also the end of the Cold War. In this euphoria people expected an economic surge to follow, freed from the burden of supporting the Cold War military, but also the related social and political burden. However, we know the 1990s that followed were actually pretty tough ? perhaps not for those of you here in Ireland ? but all across the rest of Europe.

Abstract:
Contemporary capitalism in Ireland took off in the late 1950s and affirmed itself as an inward investment-focused model of development. With enterprise development at the core of the policy (as a way of developing the economy and society and ending emigration), all other policy domains - financial, governance, industrial relations, welfare and education - became subservient to the industrialization-by-invitation' strategy. This article examines and characterizes the Irish model of development, using the lens of the varieties of capitalism literature (VoC) as a starting point. The article also examines whether a stage theory of capitalism perspective can capture changes which the VoC perspective might obscure. The collapse of the Irish banking system since 2008 and the subsequent recession raises major challenges for Ireland's variety of capitalism and may represent a critical juncture.

Abstract:
This paper looks at the range of policy tools selected by the Irish State to fund and develop Early Childhood Education and Care (ECEC). The choice is influenced by cultural norms and ideological predisposition with Ireland demonstrating a pro-market bias and relying on a range of interdependencies and third parties for delivery of services. The tools selected by the Irish State are typically those associated with States that promote a liberal agenda, sometimes referred to as the Anglo/American model (Salamon 2002). However, a closer review of the tools characteristics in Ireland reveal a tendency to adopt a conservative corporatist (Dean 2001) stance that can discourage women’s participation in the workforce.

Abstract:
Diversity is seen as a basic norm of higher education policy because it best meets educational and labour market. This presentation examines the concept of diversity as it applies to institutional mission and differentiation, and to research. It argues that in response to rankings and the global financial crisis, policymakers are tending to make a simple correlation between rankings, elite higher education and global competitiveness. There is increasing emphasis on selective excellence and focusing on the 'economic value of research outputs'. However, pursuit of ‘world class’ is skewing policy and institutional priorities.

Abstract:
In this paper we present and assess an analytical framework for examining the different 'meanings, purposes and practices' of employee voice. The data were collected from eighteen organizations in England, Scotland and Ireland. Managers defined voice very much in terms of the perceived contribution to efficiency and tended to downplay notions of rights; however, the linkages between voice and performance outcomes remain problematic. Overall, employee voice is best understood as a complex and uneven set of meanings and purposes with a dialectic shaped by external regulation, on the one hand, and internal management choice, on the other. The evidence suggests that the degree to which voice practices are embedded in an organization is much more important than reporting the extent of any particular individual or collective schemes for employee voice.

Abstract:
Despite a lack of transparency and a failure to report value for money in the public domain, PPP has continued as a public procurement policy in Ireland. Its use commenced during the so-called Celtic Tiger years when other forms of public procurement may have been possible. There has been limited publication of the reasons for the decision to procure through PPP, thereby making public scrutiny and assessment of the sustainability of this policy difficult. Major reforms to the policy were introduced in 2012, and now in 2018 this research reviews these policy reforms to assess the sustainability of this policy. Adopting a critical realist position and, by attempting to understand the forces at work in the introduction and operation of PPP in Ireland, whether observable of themselves or by their effects, this study evaluates the policy and makes recommendations to improve on the status quo. Abstract:
Workplace conflict is part and parcel of economic life. If disputes at work are not properly addressed, they can get out of hand with potentially far reaching adverse consequences for employers and employees. A well-designed system of workplace governance can ease this problem by creating procedures that settle disputes speedily and fairly. This paper argues that the dispute resolution system in the Republic of Ireland must adopt the principles of flexible workplace governance if it is to remain effective at solving disputes in the context of a rapidly changing economy and labour market. To diffuse the principles of flexible workplace governance, the institutions associated with dispute resolution in Ireland must address a number of challenges. After 2008, many commentators anticipated that the effects of the global economic crisis would bring about a sea-change in the terms of political debate about the role of the state in economic and social policy. Neo-liberal ideas that financial markets were self-regulating and that minimal state intervention was both necessary and sufficient to facilitate growth had, it seemed, been put to the toughest test possible, and found sorely wanting. How could a whole cluster of ideas and policy priorities prove resilient to the effects of the crisis that, to their proponents, should not have happened?

In modern societies like Ireland, every citizen needs to have appropriate access to a current account, a debit card or credit in order to lead a normal life. However, Ireland has the lowest level of access to a current account in Western Europe, some of its population relies on moneylenders to access credit, and an increasing number of borrowers are facing overindebtedness. Therefore, financial inclusion is a key social policy issue for a cohesive Ireland. However, it is an extremely complex one as it requires reconciling the interests of low and moderate income people and banks. This paper, Understanding and Combating Financial Exclusion and Overindebtedness in Ireland: a European Perspective, looks at how Ireland could promote financial inclusion. Il n'existe aujourd'hui guère de déclaration - ni officielle, ni citoyenne - concernant l'actuelle Conférence Intergouvernementale de l'Union européenne qui ne réclame pas une Europe plus proche des citoyens. Pourtant, au-delà de ces discours nobles pour une "Europe des Citoyens", on constate un manque criant de propositions concrètes qui ne se limitent pas à des petites modifications institutionnelles. En effet, la question d'une citoyenneté européenne dépasse largement le cadre juridique du problème. Elle met en jeu le fondement politique et social de la construction européenne. Ainsi, la citoyenneté européenne restera une fiction du droit communautaire, tant qu'elle ne trouvera pas ses racines dans un contrat social adopté par les citoyennes et citoyens des États européens. Abstract:
An Irish visa is a form of pre-entry clearance to travel to a point of entry to the State only. Whether or not the visa carries any legitimate expectation of entering the State has been debated in the courts. Ireland and the UK lie outside the Schengen zone and the issuing of both short and long-term visas is a national competence. Within the Schengen zone, the regulation of short-term visas falls within the competence of the EU, while long-term visa policy is set by the Member State. The Schengen short-stay regime concerns visas, issued by a Member State, which allow Third Country Nationals to enter that Member State, or several Member States, for stays not exceeding three months per six-month period. The Irish system is essentially discretionary, whereby the Minister for Justice and Equality1 decides whether or not to grant applications for visas; exceptions relate to beneficiaries of EU Treaty free movement rights.

Best Newcomer Article The design of policy tools reveals underlying biases that are not easily identified in policy documents. A review of two early childhood education and care subsidies in Ireland aimed at different target populations exposes differential treatment of children, parents and service providers. It also demonstrates how in a split system ‘early education’ is prioritised over ‘childcare’. The designs serve to reinforce stereotypes that enable the powerful and advantaged to accrue benefits while those perceived to be less deserving are burdened through the maldistribution of resources.

Is it always a good thing when a university rises up the rankings and breaks into the top 100? Do rankings raise standards by encouraging competition or do they undermine the broader mission to provide education? Should rankings be used to help decide educational policy and the allocation of scare financial resources? Should policy aim to develop world-class universities or to make the system world-class? University rankings have dominated headlines and the attention of political and university leaders wherever or whenever they are published or mentioned. Politicians regularly refer to them as a measure of their nation’s economic strengths and aspirations, universities use them to help set or define targets. Abstract:
The responses to this survey on young people?s use of and views on public libraries in Ireland demonstrate that public libraries provide a wide range of services to young adults, but these are unevenly distributed throughout the country and, indeed, within library authorities. Innovative and attractive services have been provided and more are planned. Many services, however, are limited by lack of space, paucity of training for library staff, the absence of any dedicated young adults? librarians and a low level of knowledge of, and interest in, libraries on the part of teenagers, as well as competition with their other activities.
