Abstract:
This paper addresses the question of whether Non-Cash benefits significantly affect the estimated poverty rates. It carefully considers how the benefits could be measured and concluded that there is relatively little change in overall poverty levels when non-cash benefits are valued and included in the estimation procedure. However, since the benefits are strongly targeted towards the elderly rather than towards other groups of welfare recipients, their inclusion does matter in determining the relative poverty status of different groups.

Abstract:
Many papers examine general level preferences for redistribution. However, few papers examine preferences for specific forms of redistribution. This paper examines the decomposition of demand for three major categories of social welfare expenditure in Ireland: unemployment payments, old age pensions and child benefit. The determinants of preferences are found to be fairly consistent with a self-interested economics perspective with respect to the utilisation and financing of these three specific schemes. In addition, the split sampling procedure used in the nationwide survey indicated that the provision of information on the schemes’ costs did not have a significant effect on preferences.

Abstract:
The impact of increased affluence on life satisfaction is a matter of some controversy. This paper examines the impact of the recent economic boom in Ireland upon the level and distribution of various domains of well-being. There is evidence of a substantial increase in life satisfaction in the domain of finance and of an improvement in mental wellbeing. There is a reduction in inequality and polarisation for virtually all domains of life satisfaction. A social welfare function which is increasing and concave in individual well-being would show an improvement in social welfare over the period.

Abstract:
This paper examines the change in welfare in Ireland over the 1987- 1994 period by investigating whether Lorenz and Generalised Lorenz dominance can be observed for household expenditure data. It also calculates bootstrapped standard error measures for Lorenz and Generalised Lorenz curves and finds that the Generalised Lorenz curve for 1994 lies everywhere above that for 1987 thus indicating dominance. It also investigates whether welfare rose using more specific social welfare measures based on average expenditure and the Gini coefficient and finds a statistically significant rise in social welfare.
