International Comparisons: the Good, the Bad and the Ugly
(2010)
Hazelkorn, Ellen
Abstract:
The presentation addresses the question of why international comparisons, e.g. rankings and benchmarking, have become so important for higher education. It looks at the thinking behind making comparisons, what kind of evidence we need to make valid comparisons and explore the basic questions of indicators, data, whether the process is fit-for-purpose, and the pitfalls in using comparative data.

Quality based rankings of Irish economists 1990-2000
(2003)
Coupe, Tom; Walsh, Patrick Paul
Abstract:
We use three different quality based rankings of the publishing record of Irish based economists in academic journals during the period 1990-2000 and 1995-2000. While individual rankings are sensitive to the range of journals sampled, the nature of the weights used in the ranking of the journals and the time span, a similar set of top economists are produced by the alternative rankings.

Rankings in Institutional Strategies and Processes: Impact or Illusion
(2014)
Hazelkorn, Ellen; Loukkola, Tia; Zhang, Thérèse
Abstract:
Higher education is undergoing rapid change in response to developments occurring at national and international level. Today, universities’ performance worldwide is increasingly being measured using rankings which have been developed by governmental and/or commercial agencies, at both national and international level. The Rankings in Institutional Strategies and Processes (RISP) project is the first pan-European study of the impact and influence of rankings on European higher education institutions. The project has sought to build understanding of how rankings impact and influence the development of institutional strategies and processes and its results are presented in the publication.

Shapley Values for Assessing Research Production and Impact of Schools and Scholars

Shapley Values for Assessing Research Production and Impact of Schools and Scholars
(2011)
TOL, RICHARD S. J.
Abstract:
Performance measures of individual scholars tend to ignore the context. I introduce contextualised metrics: cardinal and ordinal pseudo-Shapley values that measure a scholar??s contribution to (perhaps power over) her own school and her market value to other schools should she change job. I illustrate the proposed measures with business scholars and business schools in Ireland. Although conceptually superior, the power indicators imply a ranking of scholars within a school that is identical to the corresponding conventional performance measures. The market value indicators imply an identical ranking within schools and a very similar ranking between schools. The ordinal indices further contextualise performance measures and thus deviate further from the corresponding conventional indicators. As the ordinal measures are discontinuous by construction, a natural classification of scholars emerges. Averaged over schools, the market values offer little extra information over the correspon...

The Bolivarian University of Venezuela: A radical alternative in the global field of higher education?
(2015)
Ivancheva, Mariya P.
Abstract:
This article discusses paradoxes in the emergent global field of higher education as refl ected in an alternative model of the university – the Bolivarian University of Venezuela (UBV) and the related higher education policy, Misión Sucre. With its credo in the applied social sciences, its commitment to popular pedagogy and its dependence on extensive fieldwork with communities, UBV offers an alternative model of science and research at the service of society. Drawing on my ongoing research on this university (since 2008), I present the difficulties which the homogenising standards of a global field of higher education pose to a rapidly developing mass public university in a semi-peripheral country. I focus on the difficulty of developing evaluation procedures for UBV as this exposes contradictions which are both unique to this new university model and common for a world system of higher education.
