Abstract:
Purpose - The purpose of this paper is to advance a conceptual analytical framework to help explain employment regulation as a dynamic process shaped by institutions and actors. The paper builds on and advances regulatory space theory.Design/methodology/approach - The paper analyses the literature on regulatory theory and engages with its theoretical development.Findings - The paper advances the case for a broader and more inclusive regulatory approach to better capture the complex reality of employment regulation. Further, the paper engages in debates about the complexity of employment regulation by adopting a multi-level perspective.Research limitations/implications - The research proposes an analytical framework and invites future empirical investigation.Originality/value - The paper contends that existing literature affords too much attention to a (false) regulation vs deregulation dichotomy, with insufficient analysis of other "spaces" in which labour policy and regul...

Abstract:
In March 1997, the Minister for Health established the Commission on Nursing to examine and report on the role of nurses in the health service. The terms of reference of the Commission were extended in September 1997 to include the role and function of An Bord Altranais. The outgoi ng Board met with the Commission and made written submissions on the Role of Nurses in the Health Services and the Future Role of An Bord Altranais as the statutory regulatory body for nurses in Ireland. The incoming Board takes up office as the Commission is moving towards the completion of its report and we look forward to meeting with the Commission at an early date. Developments arising from the Commission's recommendations in relation to professional regulation will undoubtedly involve An Bord Altranais and we look forward to working with all interested parties in implementing the recommendations. Abstract:
I am very pleased to present the 1989 Annual Report of An Bord Altranais. The Report outlines for you details of steady progress being made on a number of fronts. Primarily, the accounts illustrate a reduction in the overall deficit of the Board of approximately IR£300,000. The Board has undertaken stringent financial control procedures which are demonstrating some success in reducing our debts. The increase in fees in 1989 coupled with maintaining strict financial management have helped us achieve our 1989 financial target. IR£700,000 remains outstanding and it is the policy of the Board to continue our programme of containing expenditure to 1989 levels as part of a planned programme of abolishing the debts of the Board over a five/six year period. The audited accounts illustrate for you the details of the action taken in the first year of this programme. We are very pleased with the comments made by the Auditor in his Report. Abstract:
Jhe Annual Report for 1994 outlines the main activities of An Bord Altranais during the year under the headings of Education and Training, Fitness to Practice and Registration. It is my pleasure to present the report for a year in which significant progress was made by the statutory regulatory body in its areas of responsibility. June 1994 saw the publication of the major document entitled The Future of Nurse Education and Training in Ireland, the report of the review group which had been working since 1990. The launch of this blueprint for the future of nurse education and training was very well received by the nursing profession, the Minister for Health, agencies in the health sector and the wider public. The main recommendations are given in full in this report. Ita O'Dwyer.

It is a pleasure to present the Annual Report of An Bord Altranais for 1995 showing the main activities of the Board in the areas of Education and Training, Fitness to Practice and Registration. 1 am happy to see that the high standard of service to the profession has continued during the year and that every effort is being made to constantly improve the efficiency and effectiveness of service delivery to the nursing profession and to the public. In the area of Education and Training it was another eventful year which saw the expansion of the Registration/Diploma Programme to Schools of Nursing located in Beaumont Hospital, Dublin, Portiuncula Hospital, Ballinasloe and the Regional Hospital, Limerick. The Registration! Diploma programme in University College Hospital, Galway was also expanded to include Psychiatric Nursing. During the year the Schools of Midwifery at the Coombe Women's Hospital and the National Maternity Hospital established links with University College Dublin...
