Abstract:
Advocates of public-private partnerships (PPPs) argue that they can deliver public infrastructure more efficiently than traditional procurement through timelier completion and superior value for money. Despite these claims comparative analysis of the performance of both procurement methods has received scant attention in the PPP literature to date. This paper addresses this issue by providing an in-depth,case-based comparison of PPP versus traditional procurement in the schools sector in Ireland. Through detailed semi-structured interviews with key stakeholders and an examination of the available documentation, we assess whether the key objectives ofusing PPP have been achieved. Overall, we find no evidence that PPP leads to faster delivery of infrastructure when the overall procurement process from contract notice to delivery is accounted for. In addition, we find only limited evidence to suggest that PPP results in better value for money.

Abstract:
Securing value for money is a key objective of public sector clients undertaking construction projects and has underpinned recent initiatives to improve performance within the sector. The Capital Works Management Framework launched by Department of Finance aims to establish an ‘integrated methodology and a consistent approach to the planning, management and delivery of public capital works projects with the objectives of greater cost certainty, better value for money and more efficient project delivery.’ (National Public Procurement Policy Unit, 2007) This study focuses on value for money and appraises the effectiveness of the Public Works Contract for Building Works Designed by the Employer to achieve this objective. The argument indicates that the Public Works Contract contains numerous measures which support the achievement of the Department of Finance’s aims. <p><strong>Objective:</strong> Ireland has medical workforce challenges and a growing demand for services. One strategy is to include Physician Associates (PAs) in healthcare settings. A pilot study was undertaken with PAs recruited from North America and the United Kingdom to work in a large Dublin teaching hospital.</p> <p><strong>Methods:</strong> Four PAs were deployed on surgical services. Abstract:
Despite a lack of transparency and a failure to report value for money in the public domain, PPP has continued as a public procurement policy in Ireland. Its use commenced during the so-called Celtic Tiger years when other forms of public procurement may have been possible. There has been limited publication of the reasons for the decision to procure through PPP, thereby making public scrutiny and assessment of the sustainability of this policy difficult. Major reforms to the policy were introduced in 2012, and now in 2018 this research reviews these policy reforms to assess the sustainability of this policy. Adopting a critical realist position and, by attempting to understand the forces at work in the introduction and operation of PPP in Ireland, whether observable of themselves or by their effects, this study evaluates the policy and makes recommendations to improve on the status quo.
