Abstract:
One of the key difficulties with urban environmental noise mapping is disseminating results from noise studies in a manner that is easily understood by the general public. Indeed, it is one of the requirements of the Environmental Noise Directive (END) that information from noise studies is disseminated to the general public so that awareness of environmental noise issues is increased. This paper presents preliminary work undertaken to integrate results from environmental noise studies into a virtual sound environment. The model uses appropriate sound mixing techniques to integrate background sound from prediction software while direct sound is integrated from appropriate sound samples. In the virtual environment sound is output using audio rendering and clustering techniques which take account of the position of the individual in the virtual environment. <p>As we begin a new Millennium, a subtle and positive shift is occurring in all segments of society: an increased emphasis on the future – what it might look like, what challenges and opportunities it might present, and in what ways we might be able to respond most positively. It is emerging at a time of national reflection for organisations and individuals alike – and perhaps none too soon as changes in our social fabric, resource base, business and political environments, and perhaps most importantly, the pace and extent of changes in science and technology, launch us into exciting but uncertain territory in the 21st century. Scenario Planning has been widely used by decision-makers in business, industry and government as a technique to learn about the future before it happens. Abstract:
The image of a neo-classical, grand Dublin, "the second city of the empire" which is familiar to many, owes much to the foresight and guidance provided by Dublin's Commissioners for the Making of Wide and Convenient Streets and Ways. But behind and alongside the grandeur and the splendour of Georgian Dublin there was another reality, a population of deprived, under educated, poor and unemployed living in slums in back alleys, mews courts and lanes and especially concentrated in the western half of the city (Warburton et al, 1818). But in the 19th century following the Act of Union of 1801, and especially in the aftermath of the Napoleonic wars, there was a sharp fall in agricultural prices and the consequent economic decline of much of the country was to affect both Dublin's gentry and its poor - a poor population swollen by an influx from "the poverty stricken countryside as Dublin literally became another pool of Bethesda", (Larkin, 1998).

Abstract:
Aerial Light Detection and Ranging (LiDAR) offers the potential to auto-generate detailed, three-dimensional (3D) models of the built environment in urban settings. Auto-generation is needed as manual generation is not economically feasible for large areas, and yet such models would offer distinct advantages for a wide range of applications from improved noise and pollution prediction to disaster mitigation modeling. Current technology and the dense geometry of urban environments are two major constraints in LiDAR scanning. This paper outlines the difficulties related to effective vertical surface data capture in an urban environment for the purpose of 3D visualization. Further, the traditional point data captured with LiDAR scans is unsuitable for visualization. Therefore, surface reconstruction algorithms must be applied to the data. This paper investigates the land transformation process and growth pattern emerging in the functional Greater Dublin Area (GDA). The process is considered in the light of the growth pattern of the GDA, which is analysed based upon economic and social statistical evidence. The emergence of discontinuous patterns of development and rapidly expanding functional urban areas has been observed in many developing city regions. Two contrasting trends have emerged with an urban regeneration driven return of development to the central areas of economically strong cities and a concurrent significant dispersal of housing and employment activities development in a sprawl type manner. It is recognised that such patterns have significant implications for the long-term urban development of regions such as Dublin.
