Abstract:
From 1871-3, Ireland experienced one of the deadliest smallpox outbreaks in the nineteenth century with at least 3,248 fatalities during the peak, yet was overshadowed by the Famine, fever, and cholera in the historiography. This dissertation seeks to determine how the South Dublin Union responded to the threat of smallpox and the influence of the medical community in preventing and managing the disease. It looks at Dublin during the epidemic and the public health factors that made people susceptible to infection and how the Poor Law Commission and the Corporation of Dublin remedied the crisis. This research also looks at the contemporary understanding of smallpox and contagion and its impact on public health, disease prevention, and ward design. When disaster struck in 1871, the Irish Poor Law of 1838 and Medical Charities Act of 1851 became a mirage. Abstract:
This research examines the lived experience of 40 men from working class areas of Cork city as they attempt to desist from offending. As part of this study, addiction featured as a significant issue for all of the participants and dominated their desistance journey. This study aimed to understand how issues of masculinity, working class culture, poverty and trauma were relevant for men from the Cork area and their participation in crime. In addition, this research sought to understand the relationship between addiction and offending, and relatedly the relationship between desistance and recovery. This work uses the voices of the participants via life narrative interviews and the findings emerged via a Grounded Theory analysis that links the themes and concepts to the data.

Abstract:
The Charity Organisation Committee of this Society, in their report in 1876, drew attention to the London system of having a common poor fund for the metropolitan unions, and suggested the desirability of extending this system to the Dublin unions. A reform which was commenced under Lord Palmerston's administration, and carried into effect under Lord Derby's administration, and extended by Mr. Goschen under Mr. Gladstone's administration, by the Metropolitan Poor Amendment Act, 1870, is one deserving consideration; and I propose to inquire if the principle on which it proceeded can be applied to the Dublin unions with advantage to the community.

Abstract:
The relatively widespread use of poverty measures is analysed and their properties compared with other definitions of welfare. Using a synthetic data set but one which shares some properties of the Irish income distribution of 1987, a number of changes in incomes are simulated and their impact upon a variety of poverty and welfare measures is analysed. It is argued that abbreviated welfare measures may summarise better what it is that concerns economists about poverty than do conventional poverty measures.

Abstract:
This book is a shortened and amended version of a thesis entitled Horne Assistance - an examination of an Irish social service which was submitted to the National University of Ireland for the degree Master of Social Science. The study on which the thesis was based was sponsored by the Institute of Public Administration and supervised at University College Dublin. 'The requirements of a thesis dictated to a great extent the size and shape of the study. A brief description of the research methodology used is given in Appendix 1. This account differs from the thesis mainly in its exclusion of lengthy sections on poverty research in Britain and in Ireland, the historical development of Home Assistance and public assistance in other countries.

This is the fourth report in the series of social portraits of the lifecycle of groups as set out in the National Action Plan for Social Inclusion, 2007 – 2016. In this report we aim to make key facts and figures about several particularly vulnerable groups in Ireland in an accessible way. These groups are: •people living in areas of urban and rural disadvantage; •migrants and ethnic minorities; • the Traveller community; and • the homeless. This information is particularly relevant to policy, including the National Action Plan for Social Inclusion (NAPinclusion). Some of the NAPinclusion’s aims are to: •build viable and sustainable communities; and • to improve the lives of those people living in areas or situations of poverty. These groups face a particularly high risk of poverty and exclusion and it is difficult to gather the information to draw accurate social portraits of them. I propose to examine the truth of the two conflicting theories, by which some economists maintain that every pound sent away, in the shape of absentee rent, is a complete loss or annihilation of that portion of the income or capital of the country; and by which others assert that so far as her wealth and prosperity are concerned, it is a matter of indifference whether a few or the whole of her wealthy inhabitants desert her shores, and reside abroad. People who are socially excluded experience vastly poorer health outcomes compared to the general population. Inclusion Health seeks to directly address this health inequity. Despite the increased requirement for health care and the increased prevalence of complex health and social needs in socially excluded people, Inclusion Health features very little in health education curricula.This letter has been written by a group of clinicians, academics, clinical education specialists and students with a common interest in Inclusion Health. In the absence of established guidance on how best to incorporate the broad topic of inclusion health in undergraduate education, we have developed a two-pronged approach within Physiotherapy. Abstract:
The Agency was established by the Government in September 1986 under the Combat Poverty Agency Act Under this Act the Agency has a statutory duty to advise and make recommendations to the Government on all aspects of economic and social planning in relation to poverty and the State. The Act gives the Agency four main functions which involve the Agency in advising Government on economic and social policy in relation to poverty, supporting and encouraging antipoverty projects, developing research into the nature and extent of poverty, and educating the public about poverty. The Agency considers it important that it acts as a catalyst in stimulating and mobilising all sectors of Irish society to play their part in addressing poverty.

Abstract:
This Review presents a narrative outlining what happened over recent decades to bring Ireland to where it is today, where exactly Ireland finds itself now, where Ireland should go into the future and what it needs to do to get there. It goes on to address key policy areas, present a detailed analysis and propose policy initiatives that are required to develop an Ireland that is sustainable, equitable and a desirable place in which to live. This Review does not accept many of the assumptions and analysis that underpin much of the commentary in public and policy-making arenas in recent times. The scale and severity of the crises in which Ireland finds itself raise obvious questions regarding how they occurred. This Review provides a commentary on the background to these events. It addresses questions about recovery from these crises and more importantly how we can shape a future Ireland that cares for the well-being of all its people and protects the environment.

The community-based Early Childhood Development (ECD) model recognises ECD as a community development effort. Knowing the subjective nature of social issues, the study used the Asset Based Community Development (ABCD) Model as the framework for analysis, not least because it defines development contextually, and covers three major concerns of community development; structure, power and shared meaning. A key outcome of this study was that it modified and extended the use of ABCD model from a tool for community development work to an evaluation tool. Broadly, this pointed to the need to change the way education programmes are evaluated. The study also provided evidence for scaling up of the ECD model in vulnerable communities, especially in the global south where governments are unable to provide the service. The purpose of this research project has been to examine the Irish institutional and policy framework for combating child poverty and social exclusion from a European Union (EU) perspective and from the perspective of local disadvantaged communities, with a view to identifying the strengths and weaknesses of the Irish approach. The European perspective was developed through a detailed examination of the lessons learned on tackling child poverty and social exclusion from the European Union’s Social Inclusion Process between 2000 and 2009. The perspective of local disadvantaged communities was developed through a series of case studies in disadvantaged communities in Ireland that involved people either experiencing poverty themselves or working with those who do.

To assess the impact of tax-benefit policy changes on income distribution over time, we suggest a methodology based on counterfactual simulations. We start by decomposing changes in inequality/poverty indices into three contributions: reforms of the tax-benefit structure (rules, rates, etc.), changes in nominal levels of market incomes and tax-benefit parameters (benefit amounts, tax bands, etc.), and all other changes in the underlying population (market income inequality, demographic composition, employment level, etc.). Then, the decomposition helps to extract an absolute measure of the impact of tax-benefit changes on inequality when evaluated against a distributionally-neutral benchmark, i.e. a situation where tax-benefit parameters are adjusted in line with income growth. We apply this measure to assess recent policy changes in twelve European countries. Introduction: This paper explores the spatial burden in healthcare accessibility of low-income families in rural Northeast Brazil. The Northeast region accounts alone for more than half (63%) of the population living in extreme poverty in Brazil and the majority of these people (57%) live in rural areas. To overcome the scarcity of geospatial data in such context, this study proposes an innovative proxy for tracking the location of the rural low-income households. Methods: A dataset composed of the location of almost half a million cisterns provided by the Federal Government to low-income households of this region is evaluated in terms of accuracy and Euclidean distance to healthcare centres (Primary care, Emergency Care and Hospitals) by means of statistical and GIS tools. Results: Evidence shows that such dataset, beyond having an inaccuracy of less than 105?m, is also substantially representative.
