Abstract:
Based on Relational Exchange Theory (RET), this paper explores the dual role in offshore sourcing as experienced by an Irish software development company. As part of a large US based company, the Irish site acts as a “bridge” in their offshoring practices. While the US site offshores work to Ireland, the Irish site offshores work further to India. Hence, the Irish site has experience of being both customer and vendor in an IS offshoring relationship. The study reveals elements for a successful offshoring relationship and presents lessons learnt from the dual “bridge” role that emerged in our study. Furthermore, it is questioned whether this bridge role will be a viable model also in future offshoring arrangements. While temporal location will always work in Ireland’s favour and be an advantage, location alone will not be enough to keep position in future offshoring arrangements. Instead, depth of expertise and experience will be even more important for future competiveness.

Abstract:
May 2004 marks the 200-year anniversary of the publication of the House of Commons report of "The Committee on the Circulating Paper, the Specie, and the Current Coin of Ireland" . The report of this committee the 1804 Report has rightly been hailed by economic historians as "... a milestone in the history of monetary theory" . The significance of this report has, however, been overshadowed by the Bullion Report of 1810. It addressed essentially similar issues, and indeed cites with approval significant tracts of the Irish Report and was produced by a committee which contained some of the most influential members of the Irish Currency Committee of 1804 . The Bullion report probably assumed iconic status for the modern equivalent of bullionists, namely, monetarists, by the pivotal involvement of the great economist David Ricardo in its deliberations.

Abstract:
This paper develops a simple model of the gap between socially and privately optimal bank lending when a bank has an overhang of impaired loans, and analyzes government policies designed to close this gap. The impaired loans have risky cash fows but observable market values. A number of basic concepts are explicated including the risky lending gap, the capital component and asset risk component of the risky lending gap, capital injections versus asset purchases as policy tools, decomposition of the e¤ects of asset purchases into loan substitution and risk absorption e¤ects, the supply schedule of risky lending, the no-lending trap, and a risk-capital metric for comparing the various policy choices. The model is calibrated to match the cur- rent Irish banking environment and some tentative policy implications are suggested.

In 2003, Trinity College Library acquired the papers of the Smythe family of Barbavilla, Collinstown, Co Westmeath (MS 11198). The collection traces the family's long connection with Westmeath, from their acquisition of extensive lands in the county in the late 17th century and the construction of their residence, Barbavilla House ca 1730. It also provides an overview of the family's business transactions and the maintenance of the estate over the proceeding generations, through to 1929. A key feature of the collection, and of significant value to scholars of landlordism and agrarian conflict in 19th century Ireland, is the material relating to William Barlow Smythe (1809-1889), who ran the estate from 1830. His papers reflect his early hostility to the Repeal movement, his later conflict with the local Catholic clergy and his relations with tenants prior to and during the Land War, culminating in the eviction of tenants on the Barbavilla estate in March 1882 and a subsequ...

The Morning train; November Wedding and Other Poems; The Wind Dog; While these three collections could hardly be said to constitute a representative sample, they do prompt the thought that perhaps we are seeing the emergence of a new convention in the arrangement of poetry collections. Each of these books offers a gathering of short lyric length pieces, together with at least one longer poem or sequence. Paul Muldoon has repeatedly followed this practice of concluding with a long poem, and in his recent collections the long poem has become more and more predominant. None of the authors of these three books goes to that length, but each shows evidence of the need to step beyond the confines of the short lyric.

Abstract:
The size and importance of the market services sector within the Irish economy has increased dramatically since the mid 1990s and the sector now accounts for a significant share of overall exports. The rise in output and employment in market services coincided with the reduction in the corporation tax rate applicable to the sector from 40 per cent in 1994 to 121⁄2 per cent in 2003. This low corporation tax regime was introduced for the manufacturing sector in the late 1950s. However, the exceptional growth in that sector peaked in the 1990s and thus the precise impact of the low tax rate for the manufacturing sector is not obvious. The extension of this low tax regime to the business and financial services sector after 1994 constitutes a natural experiment which allows us to consider the before and after periods and to derive an estimate of the macroeconomic impact of this tax change.

Abstract:
This article describes the Mellon Retrospective Cataloguing Project in Trinity College Library Dublin. It gives a description of the Printed Catalogue (holdings up to 1872) and the Accessions Catalogue (1873-1963) and provides an insight into the work of the project over its four year lifetime (2005-2009). The methodology used to co-ordinate the project is outlined as is the sourcing of electronic records for titles contained in both catalogues. It also shows how advances in a dynamic library environment can affect a project during the various stages of its lifecycle. It suggests options for future conversion projects as well as offering advice to institutions undertaking a comparable task.

Abstract:
Ascariasis is an important infection in humans (Ascaris lumbricoides) and pigs (Ascaris suum) and individuals appear to be predisposed to either heavy or light worm burdens. These extremes of susceptibility and resistance are represented in a mouse model by 2 strains of mice, CBA mice showing high resistance to infection and C57BL/6 which are highly susceptible, as reflected in worm burdens in the lungs 6-7 days after infection. In an attempt to identify the point at which the difference between these 2 strains is first manifested, we quantified worm burdens at key stages during infection leading up to the pulmonary stage of development. Thus mice were inoculated with fully embryonated A. suum eggs and larval burdens were enumerated in the large intestine and rectum, liver and lungs of the 2 strains at 6 h post-inoculation (p.i.) and on each of days 1-8 p.i. inclusively. Although there is a modest body of literature on the absorption of inhaled pharmaceuticals by normal lungs and some limited information from diseased lungs, there is still a surprising lack of mechanistic knowledge about the details of the processes involved. Where are molecules absorbed, what mechanisms are involved, how well are different lung regions penetrated, what are the determinants of metabolism and dissolution, and how best can one retard the clearance of molecules deposited in the lung or induce intracellular uptake by lung cells? Some general principles are evident: (1) small hydrophobic molecules are absorbed very fast (within tens of seconds) usually with little metabolism; (2) small hydrophilic molecules are absorbed fast (within tens of minutes), again with minimal metabolism; (3) very low water solubility of the drug can retard absorption; (4) peptides are rapidly absorbed but are significantly metabolized unless chemically protected against peptidases; (5) larger p...

Abstract:
As the first gene to have achieved genome-wide significance for psychosis, ZNF804A has predictably been a subject of intense research activity. We review the evidence to date for the association between schizophrenia and the original risk variant rs1344706 identified as well as additional common and rare variants at this locus. We describe the still scant literature on the biological function of ZNF804A and discuss the efforts being made to characterize and refine the associated phenotype using imaging and neuropsychological approaches. We conclude that ZNF804A is robustly, if modestly, associated with schizophrenia risk, with much work still remaining to elucidate its role in schizophrenia biology.

Abstract:
Modafinil is a psychostimulant drug used widely for the treatment of narcolepsy, which also has additional positive effects on cognition. Here, we investigate the effects of modafinil on behavioral performance and synaptic plasticity in rats. Improved acquisition of water maze task was observed for animals that underwent chronic treatment with modafinil. We found that the distance travelled and escape latency were reduced after the first day in chronically-treated rats, compared to controls. Importantly, the swim velocity was similar for both groups, excluding pharmacological effects on motor skills. We also found that modafinil increases synaptic plasticity in the dentate gyrus of urethane-anaesthetized rats; modafinil induced a robust augmentation of the population spike, evident after application of 2 bursts of 200Hz, high-frequency stimulation. <p>In a recent survey conducted by the Evening Herald (28/05/2011) Irish pubs were rated in the top five reasons why tourist visit Ireland they stated also that the smoking ban has improved their overall experience pub experience. Tourists love the craic, the people and the culture of our pubs reminding us that we should be immensely proud of them. These glowing compliments got me thinking about Irish pubs and the role they continue to play as historic examples of Irish heritage; in essence I believe that sometimes the Irish pub is generally overlooked as a tourist attraction in their own right. Tourism figures compiled by our national agencies have always focused on major attractions (Blarney Stone, Guinness Storehouse) and occupancy levels for hotels and guesthouses but I have never seem any statistics measuring the annual tourist figures and quota’s for pub visits. Abstract:
Accurate identification of the potentially salvageable ischaemic penumbra is critical in identifying stroke patients who will benefit from thrombolysis and in designing future clinical trials of potential neuroprotectants. The perfusion/diffusion mismatch technique, currently used to detect penumbra is an indirect measure, lacking precision. The ability to accurately quantify TSC in vivo could allow developing of a direct bio-marker for tissue viability in stroke [1]. However, quantitative 23Na-Magnetic Resonance Microscopy (qNa-MRM) of the rat brain is challenging due to the low SNR measured in the MRM images, which results from the 23Na nucleus’s low in vivo concentration, low gyromagnetic ratio, fast transversal signal decay, and the required small voxel size (< 4 μl).

Abstract:
The receptor for advanced glycation end products (RAGE) is a member of the immunoglobulin superfamily of cell surface molecules. As a pattern-recognition receptor capable of binding a diverse range of ligands, it is typically expressed at low levels under normal physiological conditions in the majority of tissues. In contrast, the lung exhibits high basal level expression of RAGE localised primarily in alveolar type I (ATI) cells, suggesting a potentially important role for the receptor in maintaining lung homeostasis. Indeed, disruption of RAGE levels has been implicated in the pathogenesis of a variety of pulmonary disorders including cancer and fibrosis. Furthermore, its soluble isoforms, sRAGE, which act as decoy receptors, have been shown to be a useful marker of ATI cell injury. Whilst RAGE undoubtedly plays an important role in the biology of the lung, it remains unclear as to the exact nature of this contribution under both physiological and pathological conditions.

The 'Spanish' Influenza pandemic killed 40 to 100 million people during 1918 and 1919, and probably infected about one fifth of the world's population. It disrupted society and economies, debilitated all the armed forces involved in WWI, forced international health authorities to set up influenza monitoring systems and left a lasting legacy of health problem for survivors. On the island of Ireland, the virus killed a conservative 20,051 people, and infected perhaps 800,000 people. Its introduction and dispersal was facilitated by the return of soldiers from the area of the war. But it has been generally ignored by Irish historiography, as historians have been more concerned with political and military issues. This research project looks at what happened in Dublin and the rest of Leinster during the pandemic. <p>The Dublin Institute of Technology (DIT) was statutorily established as an autonomous institution on 1 January 1993, under the Dublin Instute of Technology Act (1992). It was constituted from the six higher education colleges of the City of Dublin Vocational Education Committee. This book describes the evolution and accomplishments of the Institute from its beginnings 113 years ago, and includes its rapid academic developments over the past thirty years. The DIT is now a multi-level higher education institution with the largest enrolment of all the higher education institutions in the state - about 22,000 (10,500 full-time students, 4,000 apprentices and some 7,500 other part-time students).</p>

This paper examines the issue of legitimacy in international public law and its application to the World Trade Organization’s (WTO) agreement on trade-related aspects of intellectual property rights (TRIPs). Since the signing of TRIPs in Marrakesh in April 1994 at the conclusion of the Uruguay Round of trade talks, a formidable compliance-implementation gap has curtailed the possibility of implementing an efficacious intellectual property rights regime on a global basis, a scenario which indicates that the deployment of extensive relational and structural power in trade negotiations does not axiomatically produce the desired transformative outcome within the domestic legislative framework of Member states. Abstract:
This paper asserts that most undergraduates leave Irish universities short-changed, never having been exposed to the riches of research. A re-conceptualisation of the research university is proposed, one founded on a culture of inquiry, interdisciplinarity and innovation. Scholarship is expanded to include engagement with communities, utilising the academys unique multidisciplinary environment. It is argued that creativity and exploration should be essential elements in every undergraduate experience. A specific programme is used to exemplify how a responsible, civic and sustainable innovation culture can guide research and self-discovery, helping students understand how developing their own ventures can create value in society.
