The title of this Academic Symposium comes from a paper read before Statistical and Social Inquiry Society of Ireland on Thursday, 14th January 1897, which refers to “the grievances of prejudiced patriots or the dreams of statisticians” (Synnott, 1897). The organisers of this Symposium felt that the phrase sums up the varied nature of the Journal of the Statistical and Social Society of Ireland which we celebrate today and the aspirations of the distinguished authors who have contributed to the Journal over the past 160 years. The Society’s new webpages are just about to go live. From these you may link directly into the Current Journal and to the Archive on the web – the complete collection of all papers published from 1848 to date. That includes over 1,300 papers. They are not particularly clean copies – with there being annotations, signatures, marks of all kinds, evidence of the attention of many readers over the years. Abstract:
The infinite hierarchy of differential-recurrence relations for the equilibrium transverse correlation functions appropriate to magnetic relaxation of single-domain ferromagnetic particles with uniaxial anisotropy subjected to a uniform external magnetic field H0 is derived by averaging Gilbert's equation. Exact expressions in terms of matrix continued fractions for the transverse complex magnetic susceptibility are obtained with the aid of linear-response theory by solving the infinite hierarchy. The principal features of the spectra are emphasized in figures showing the real and imaginary parts of the complex magnetic susceptibility. The accuracy and the range of the applicability of analytical results based on the effective eigenvalue method is established. It is shown that this method provides in general a good approximation to the exact solution with the exception of the range of low-to-intermediate barrier heights of the anisotropy potential where at small H0 there exists...

We propose a method to spatially confine or corral the movements of a micropendulum via the optical forces produced by two simultaneously excited optical modes of a photonic molecule comprising two microspherical cavities. We discuss how the cavity-enhanced optical force generated in the photonic molecule can create an optomechanical potential of about 10 eV deep and 30 pm wide, which can be used to trap the pendulum at any given equilibrium position by a simple choice of laser frequencies. This result presents opportunities for very precise all-optical self-alignment of microsystems.

The arguments in defence of poor attention to those with disabilities in terms of offering equal opportunities to transportation options tend to centre on the high cost of provision or improvement in facilities. The paper examines the current quality of service on a variety of modes and mode ancillaries such as stations and stops as determined by individuals with disabilities. This is followed by an examination of the measures required by the disabled to improve the quality of service. The evaluations are done with 4 types of disability groups and although the samples of individuals involved are small, the findings are incisive and clear. Abstract:
The Irish government has outlined plans for 10% of the national road fleet to be powered by electricity by 2020. The objective of this paper is to evaluate the potential reduction in road traffic related emissions due to commuting in the Greater Dublin Area under different electric vehicle market penetration scenarios. The results indicate that the introduction of electric vehicles offers the potential for reductions in all road traffic related emissions. However, the time required for electric vehicles to acquire a significant share of the fleet, suggests that they will have a limited impact on climate change and urban air quality for at least the next decade.

In Ireland, the most common method of disposal of dairy parlour washings is by land spreading. This treatment method has numerous problems, namely high labour requirements and the potential for eutrophication of surface and ground waters. Constructed wetlands are commonly used for treatment of secondary municipal wastewaters and they have been gaining popularity for treatment of agricultural wastewaters in Ireland. Intermittent sand filtration may offer an alternative to traditional treatment methods. As well as providing comparable treatment performance, they also have a smaller footprint, due to the substantially higher organic loading rates that may be applied to their surfaces. Fluorinated organic compounds have widespread applications, and their accumulation in the environment is a concern. Biofilm reactors are an effective technology for the treatment of contaminated wastewater, yet almost no research has been conducted on the effectiveness of biofilms for the biodegradation of fluorinated aliphatic compounds. In this paper we describe experiments undertaken to investigate the degradation of fluoroacetate using a membrane aerated biofilm reactor (MABR) by Pseudomonas fluorescens DSM8341. The concentration of fluoroacetate in the medium influenced biofilm structure, with less dense biofilm observed at lower fluoroacetate loading rates. As biofilm thickness increased, oxygen utilization decreased, probably as a consequence of increased resistance to oxygen transfer. Abstract:
This article reviews the literature published pertaining to Helicobacter pylori eradication over the last year. The general perception among clinicians and academics engaged in research on H. pylori has been that eradication rates for first-line therapies are falling, although some data published this year have cast doubt on this. The studies published this year have therefore focussed on developing alternative strategies for the first-line eradication of H. pylori. In this regard, clear evidence now exists that both levofloxacin and bismuth are viable options for first-line therapy. The sequential and “concomitant” regimes have also been studied in new settings and may have a role in future algorithms also. In addition, data have emerged that the probiotic Saccharomyces boulardii may be a useful adjunct to antibiotic therapy. Abstract:
P53 inactivation is often observed in Burkitt's lymphoma (BL) cells due to mutations in the p53 gene or overexpression of its negative regulator, murine double minute-2 (MDM2). This event is now considered an essential part of the oncogenic process. Epstein-Barr virus (EBV) is strongly associated with BL and is a cofactor in its development. We previously showed that nutlin-3, an antagonist of MDM2, activates the p53 pathway in BL cell lines harboring wild-type p53. However, nutlin-3 strongly induced apoptosis in EBV (-) or latency I EBV (+) cells, whereas latency III EBV (+) cells were much more resistant. We show here that this resistance to apoptosis is also observed in latency III EBV (+) lymphoblastoid cell lines. We also show that, in latency III EBV (+) cells, B-cell lymphona 2 (Bcl-2) is selectively overproduced and interacts with Bcl-2-associated X protein (Bax), preventing its activation. This article describes how a treebank of ungrammatical sentences can be created from a treebank of well-formed sentences. The treebank creation procedure involves the automatic introduction of frequently occurring grammatical errors into the sentences in an existing treebank, and the minimal transformation of the original analyses in the treebank so that they describe the newly created ill-formed sentences. Such a treebank can be used to test how well a parser is able to ignore grammatical errors in texts (as people do), and can be used to induce a grammar capable of analysing such sentences. This article demonstrates these two applications using the Penn Treebank. In a robustness evaluation experiment, two state-of-the-art statistical parsers are evaluated on an ungrammatical version of Sect. 23 of the Wall Street Journal (WSJ) portion of the Penn treebank. BACKGROUND: Regulatory T lymphocytes (Treg) infiltrate human glioblastoma (GBM); are involved in tumor progression and correlate with tumor grade. Transient elimination of Tregs using CD25 depleting antibodies (PC61) has been found to mediate GBM regression in preclinical models of brain tumors. Clinical trials that combine Treg depletion with tumor vaccination are underway to determine whether transient Treg depletion can enhance anti-tumor immune responses and improve long term survival in cancer patients. FINDINGS: Using a syngeneic intracrabial glioblastoma (GBM) mouse model we show that systemic depletion of Tregs 15 days after tumor implantation using PC61 resulted in a decrease in Tregs present in tumors, draining lymph nodes and spleen and improved long-term survival (50% of mice survived >150 days). No improvement in survival was observed when Tregs were depleted 24 days after tumor implantation, suggesting that tumor burden is an important factor for determining efficac...

Abstract:
The induction and maintenance of immune tolerance to transplanted tissues constitute an active process involving multiple mechanisms that work cooperatively to prevent graft rejection. These mechanisms are similar to inherent tolerance toward self antigens and have a requirement for active immunoregulation, largely T cell mediated, that promotes specific unresponsiveness to donor alloantigens. This review outlines our current understanding of the Treg subsets that contribute to allotolerance and the mechanisms by which these cells exert their effects as well as their potential for therapy.

Abstract:
Cancer is a major public health issue in Northern Ireland with one in three of the population developing some form of the disease by the time they reach 75 years. However in many ways cancer is a misunderstood disease with the common perception that it is unavoidable and almost always fatal. In this paper we give an overview of the cancer burden in Northern Ireland, focusing on the many aspects of cancer mortality including the distribution by cancer type, trends over time and variations by geographic area and socio-economic factors. Cancer mortality patterns are put into context alongside incidence levels and survival, and differences with the situation in the UK and Republic of Ireland are highlighted.

Abstract:
The 4d absorption spectra of I, I+, and I2+ have been observed in the 45–300-eV region using the dual laser-produced plasma technique. At lower energies each spectrum is dominated by intense 4d→5p transitions, which are identified with the aid of multiconfiguration Hartree-Fock calculations. The excited states decay by direct autoionization involving 5s or 5p electrons and rates for the different processes and resulting linewidths were calculated and compared, where possible, with experiment. In the case of neutral iodine 4d→6p transitions are also observed in the region close to the 2D5/2 threshold. The dominant feature in each spectrum, however, arises from 4d-f excitation, which evolves from a 4d-ɛf shape resonance in neutral iodine to a feature containing discrete 4d→nf transitions in I2+.

The most widely accepted economic argument in favour of Irish membership of an enlarged European Economic Community is that it will lead to a big increase in our earnings from the export of agricultural products. This, it is hoped, will come about for two reasons, the first is the higher prices paid to the farmer for agricultural products in the EEC compared with those currently received in this country, the second is the increased volume of agricultural exports which is anticipated due to the better opportunities for our farmers when they have direct access to a market of over 230 million consumers. We have measured the photoabsorption spectra of the Kr-like ions Rb+ and Sr2+ at photon energies corresponding to the excitation of 4s-np resonances using, the dual laser plasma photoabsorption technique. Dramatic changes in the line profiles, with increasing ionization and also proceeding along the Rydberg series of each ion, are observed and explained by the trends in 4s-transition amplitudes computed within a framework of configuration-interaction Pauli-Fock calculations. Total photoionization cross sections show very good agreement with relative absorption data extracted from the measured spectra.

Abstract:
In this paper we evaluate trends in levels of economic vulnerability in Ireland during the period 1994-2001. We also document changes in the consequences of such vulnerability for social exclusion and in the social demographic factors with which it is associated. Over time there was a sharp decline in economic vulnerability. Furthermore, the degree of differentiation between the vulnerable and non-vulnerable classes in relation to both economic exclusion and social exclusion, more broadly conceived, remained relatively constant. Ireland is characterised by levels of socioeconomic inequality that place it at the more unequal end of the European spectrum. However, the dramatic reductions in levels of vulnerability across the socio-economic spectrum demonstrate that the fruits of the economic boom have been distributed relatively widely.

Abstract:
This paper examines trends in Irish fertility rates over the past four decades in the context of fertility trends in developed countries generally. Irish fertility rates have stabilised at the upper edge of the European range in the 1990s. This seems surprising, since the level of direct and opportunity costs of children would seem to be no more favourable to childbearing in Ireland than elsewhere in Europe. However, while Irish fertility rates are still reasonably high by European standards they are not particularly high by the standards of the “new world” countries – fertility rates in the US and New Zealand have been higher than in Ireland for much of the 1990s. The present paper explores the historical background and significance of these similarities and differences. It interprets trends in fertility rates in Ireland by reference to changes in supply and demand constraints and in the shifting balance between the two since the 1960s.

The aim of the paper is to provide a summary description of the methods used in the preparation, monitoring and updating of the Department of Finance's macroeconomic forecasts, with particular emphasis on certain techniques employed which are still in an experimental stage. Dr Menton in his 1964 paper described the eclectic method then used for short-term forecasting in the Department. The first part of our paper is concerned with providing an up-dated description of the short-term economic forecasting process and the second part describes the experimental work to date, aimed at developing a systematic method of reviewing the annual forecasts month by month.

Thomas Hardy held the role of Justice of the Peace, or borough magistrate from 1884 to 1912. In an interview with The World in 1886 he stated that ‘he played the part of Justice Silence with great assiduity, though admitting that the duties of office keep him in touch with some of the sterner facts of existence that are apt to be lost sight of in the dream-world of books.’ Although this implies a distinction between his legal and authorial roles, Hardy’s interest in the law had a significant impact on his literary imagination.

Quantum Hall bilayer systems at filling fractions near ν=1/2+1/2 undergo a transition from a compressible phase with strong intralayer correlation to an incompressible phase with strong interlayer correlations as the layer separation d is reduced below some critical value. Deep in the intralayer phase (large separation) the system can be interpreted as a fluid of composite fermions (CFs), whereas deep in the interlayer phase (small separation) the system can be interpreted as a fluid of composite bosons (CBs). The focus of this paper is to understand the states that occur for intermediate layer separation by using trial variational wave functions. We consider two main classes of wave functions. In the first class, previously introduced in Möller et al. [Phys. Rev. Lett. 101, 176803 (2008)], we consider interlayer BCS pairing of two independent CF liquids. PKCε has been shown to play a key role in the effect of the Gram-negative bacterial product LPS; however, the target for PKCε in LPS signaling is unknown. LPS signaling is mediated by Toll-like receptor 4, which uses four adapter proteins, MyD88, MyD88 adapter-like (Mal), Toll/IL-1R domain-containing adapter inducing IFN-β (Trif), and Trif-related adapter molecule (TRAM). Here we show that TRAM is transiently phosphorylated by PKCε on serine-16 in an LPS-dependent manner. Activation of IFN regulatory factor 3 and induction of the chemokine RANTES, which are both TRAM-dependent, were attenuated in PKCε-deficient cells. TRAMS16A is inactive when overexpressed and is attenuated in its ability to reconstitute signaling in TRAM-deficient cells. We have therefore uncovered a key process in Toll-like receptor 4 signaling, identifying TRAM as the target for PKCε.

Abstract:
In eubacteria, trigger factor (TF) is the first chaperone to interact with newly synthesized polypeptides and assist their folding as they emerge from the ribosome. We report the first characterization of a TF from a psychrophilic organism. TF from Psychrobacter frigidicola (TFPf) was cloned, produced in Escherichia coli, and purified. Strikingly, cross-linking and fluorescence anisotropy analyses revealed it to exist in solution as a monomer, unlike the well-characterized, dimeric E. coli TF (TFEc). Moreover, TFPf did not exhibit the downturn in reactivation of unfolded GAPDH (glyceraldehyde-3-phosphate dehydrogenase) that is observed with its E. coli counterpart, even at high TF/GAPDH molar ratios and revealed dramatically reduced retardation of membrane translocation by a model recombinant protein compared to the E. coli chaperone.
