Dublin County air quality and noise report
Department of Health (DoH); Air Quality and Noise Control Unit
Air pollution and noise monitoring services were provided by the Air Pollution and Noise Control Unit to Dublin Co. Council until it was replaced by the Councils of Fingal, South Dublin and Dun Laoghaire-Rathdown in 1994. In the interests of the efficient use of resources available it was decided to retain the Unit in order to provide continuity and an· integrated and comprehensive service to each of the new local authorities. The main functions of the Unit are - AIR QUALITY • Monitor air quality; • Process monitoring results for transmission to the appropriate authorities, including the Environmental Protection Agency; • Investigate complaints from the public; • Enforce relevant legislation, including the Air Pollution Act, 1987, and Regulations made thereunder; • Examine Planning Applications for potential Air Pollution impacts, • Monitor and supervise compliance by the fuel industry of the Air Pollution Act, 1987 (Marketing, Sale and Distribution of Fuels) Regulations, 1990, which is commonly known as the "Coal Ban", and • Respond to queries from the public regarding Air quality issues. NOISE • Monitor background noise levels, e.g. in advance of road and other developments; • Investigate complaints of noise from construction, industrial, domestic, traffic and recreational sources; • Examine Planning Applications for potential Noise impact, • Enforce relevant legislation including Part VI of the Environmental Protection Agency Act, 1992, and • Respond to queries from the public regarding noise issues.
