Abstract:
The question respecting the raising of the supplies for a war expenditure, by what means they can be most efficiently obtained, and with the least inconvenience to the community, has been of late years allowed to fall in some degree into abeyance; owing, perhaps, to the small probability there seemed of there being any occasion for bringing it to a practical decision. It appears, however, that it is not likely to enjoy this exemption from discussion much longer. On the contrary, there seems now to be little doubt that the financial problem of a war expenditure will soon assume a character of formidable and pressing importance; and under these circumstances, a brief notice of this question, and of some of the arguments and statistics applying to it, may perhaps possess some interest for this society.

Abstract:
The European Regional Development Fund (ERDF), the European Social Fund (ESF), and the guidance element of the European Guidance and Guarantee Fund (EAGGF) associated with the Common Agricultural Policy (CAP) constitute the Structural Funds of the European Community. Each of these Funds was begun separately and was designed to meet particular needs. For example, the Regional Fund was originally designed to mitigate the effect on regions of the Community of existing inequalities by region, adverse effects resulting from the operation of the Rome Treaty, and a natural tendency to centralisation and the effects this has on the periphery, while the Guidance section of the European Guidance and Guarantee Fund was focused on structural improvement in farming. The Act establishing the Single Market (the Single European Act) required that these funds be reorganised to become more effective. Abstract:
Government population projections are typically underpinned by a set of assumptions based on what has happened in the past, informed by expert opinion on what the future holds. The assumptions made are inevitably subject to uncertainty e.g. trends may change unexpectedly. This seminar considers sources of uncertainty in recent population projections for Northern Ireland and the Republic of Ireland, both national and sub-national. Past experience with population projections is examined to illustrate the effects of changing trends and economic circumstances. The seminar then looks at sources of uncertainty in the most recent 2006-based projections. The concluding remarks discuss the management of uncertainty.

Abstract:
HealthStat is a tool for measuring the performance of the Irish public health service. It consists of a data collection process, the production of performance statistics in graphical dashboard format and a monthly accountability forum that invites a rotating selection of service delivery units. HealthStat ran in pilot phase throughout 2008. Performance dashboards for 29 general and regional hospitals were first published in the public domain on 23rd March 2009. HealthStat will extend to all remaining hospitals and to community health and social care services during 2009. This paper describes, from a health information perspective, the background to HealthStat, the challenges faced and the way ahead.

Abstract:
This paper examines the health and well-being of the Irish population in the late 20th century, the period popularly referred to as the Celtic Tiger. This period saw unprecedented increases in economic activity in Ireland. Using statistical data from administrative and survey sources, I examine whether this period of growth improved well-being and welfare in Ireland. The paper draws from theories of the development of societies such as those of Fogel and Easterlin, as well as theories from behavioural economics and econometric techniques to examine this question. In particular, I examine the extent to which Ireland fits into a pattern of declining correlation between GDP and well-being at later stages of development, a phenomenon known as the Easterlin Paradox. I also examine the extent to which individual well-being is predicted by income as compared to other aspects of welfare such as health and employment status.

Abstract:
This paper uses a gravity model approach in order to analyse the geographical patterns of Irish exports. The gravity model in international trade has been demonstrated to be an extremely robust empirical method. The gravity model is first applied to aggregate Irish exports from 1980 to 2007. Distance is found to have a strong negative effect on exports. On the other hand, exports are positively related to sharing a common language and when communications infrastructure is well developed. The gravity model is shown to fit the data extremely well. We then use firm-level data on indigenous Irish exporters to divide the effects of trade costs into how they influence the number of firms exporting to each market and the average exports per firm. Finally, the firm data is divided into four broad sectors to examine if there is any sectoral variation in the standard results.

This paper uses data from the 2007 National Employment Survey to analyse the public-private sector wage gap in Ireland. The purpose of the paper is to highlight the issues around attempting to establish a definitive measurement of the public-private sector wage differential. A number of different approaches are used to estimate the public-private wage gap, and the limitations of these various methods are highlighted. A range of plausible estimates of this wage gap are presented for 2007. In particular, this report investigates the effect of weighting on the estimates as well as exploring the impact that the inclusion of size of enterprise has on the results. These results show that, in general, there is a premium associated with working in the public sector when average estimates are calculated. When assessing the likely net impact of regulation, many jurisdictions test for specific effects on areas of concern, such as small businesses or the environment, as well as for more generalised costs and benefits. This paper considers how best to design a negative-clearance test for the competition effects of regulations. One such test, the well-documented UK ?competition filter?, has serious shortcomings. Important classes of potentially damaging measures will not trigger the UK filter, and we illustrate this by applying the filter to four controversial measures that are currently, or were recently, on the statute books in Ireland. Structural and other features of the UK filter that lead to these outcomes are identified. We then outline an alternative test structure that should reduce such ?false negatives? while remaining practical to apply.

For over fifty years Ireland has pursued an industrial policy that has had at its core the generation of sustainable manufacturing jobs spread across all regions of the country. From the late 1980s the emphasis on sustainability has increasingly been reflected in the promotion of new and expanding projects in high-tech sectors, while from the late 1990s the regional dimension of policy has been reflected in attempts to create strong manufacturing centres in the regions rather than the regional spread of projects. This paper examines the progress made between 1985 and 2002 in achieving greater sectoral specialisation and spatial dispersion in Irish manufacturing. The analysis focuses separately on multinational enterprises (MNEs) and local enterprises (LEs), and distinguishes two time periods ? 1985- 1993 and 1993-2002. Abstract:
The Central Statistics Office has developed a fairly general computer programme for making population projections. This paper is intended to give details of how the programme works and of the type of assumptions which form the computer input. The factors which enter into the calculations are rates of mortality, net emigration or immigration, fertility and marriage and assumptions are made concerning the levels of these factors as they affect each age group over various periods in the future. The paper also contains some of the results obtained on assumptions which appear reasonable on the basis of present trends.

At the peak of the recent property boom, housing equity withdrawal, or ?top-up" loans, accounted for around one-third of residential mortgage loans issued. This collateral-based lending was typically issued at a significant discount to other forms of personal lending, often at tracker rates. Following the collapse of the Irish housing market, the value of ?top-up" loans issued in 2011 was down 96 percent from 2006 - the peak year for this form of lending. This paper draws out some of the trends in housing equity withdrawal over the last decade, both in terms of the extent of lending that occurred and the reasons for borrowers taking out such loans. From a domestic demand perspective, the concern would be the extent to which this form of borrowing fed into domestic consumption and the longer-terms implications for Irish economic growth. There has never been a special inquiry into the population of Northern Ireland such as that of the Royal Commission on Population (1946) in Great Britain. In fact, apart from three questions on fertility in the 1911 census which covered the whole of Ireland and for which the only published fertility tables relevant to Northern Ireland were in respect of Belfast County Borough, the 1961 census schedule was the first one to contain fertility questions. The fertility report from this census will probably be published some time in 1964 For the purpose of this paper, it has been necessary to calculate a measure of fertility which would give an indication of the trend of fertility over the years in different areas within the Province.

The main object of this paper is to build up estimates of personal wealth in Northern Ireland, in order to chart the material progress of its inhabitants during the past forty years. To this end, wherever possible, comparisons will be drawn with similar estimates for the Irish Republic and for Great Britain. A further, although subsidiary, object will be to give a brief account of how these personal wealth statistics have been compiled. Such calculations are of necessity highly complex and technical, and will therefore be described here only to the extent necessary to bring out the chief problems involved, as well as the limitations of the figures in the present state of our knowledge. This paper outlines the use of a Geographic Information System (GIS), in the form of map overlays, to assist in the identification of socio-economic and physical environmental factors affecting extraction of peat by machine from blanket bog in Northern Ireland. The spatially coincident distributions revealed, were further investigated by other means, to establish any casual relationships. PC Arc/Info, a proprietary GIS package installed on an IBM PS/2 Model 80 and the UNIRAS mapping system were used by the team, which comprised two geographers (RT and MC), an economist/computer programmer (DB) and a research assistant familiar with Arc/Info (PD). Readers of newspapers who favour the law intelligence with a cursory glance, will occasionally see the report of an application to the Court of Queen's Bench for a writ of habeas corpus to bring before a coroner's inquest a person already in custody for a supposed crime in connexion with the death, into the cause of which the coroner is investigating. Such applications reveal a struggle which has been going on now for some years between two different methods of conducting the preliminary investigation into crime. On the part of the coroner, it may be said, indeed, to be a struggle for existence. It is contended, on the one hand, that two independent investigations into the same matter are unnecessary, and that when once a person has been arrested for the crime, and the magistrates have committed him for trial, the object of the coroner's inquest ceases. A review of some of the subjects in the Report of the Royal Commission on Prisons in Ireland has appeared to me a subject well worthy of consideration before this Society, dealing as it does with social problems of vast importance. It has struck me as very remarkable that such an important report has received such a limited share of public attention, since its appearance eight months ago. Except for brief comments in the daily press, and a few short articles in the medical journals dealing solely with the medical aspect of the question, there has been no notice whatever taken of what is an exceedingly able report, dealing with many points in an exhaustive manner, and recommending wholesale reforms.
