Abstract:
This paper provides an institutional analysis of Ireland’s principal labour market agency and explores the politics of policymaking in active labour market policy. It considers the capacity of the Irish state to effect change, the pattern of governance that developed within this policy area, the associated ideological and political struggles and the broad consequences of these for social and economic policy. It argues that the Irish model of active labour market policy has combined an ambitious interventionist strategy to mobilise and up-skill labour with fiscal anorexia. FAS helped to resolve this contradiction by becoming the ‘Swiss army knife’ of the Irish state: a highly flexible, multi-functional instrument used to address myriad policy problems. Its capacity to deliver policy with low fixed and low net costs contributed to its success. Abstract:
This paper is concerned with the legitimacy and accountability of decision-making in the European Union (EU). In the first half of the paper we argue that a straightforward and effective way to improve the legitimacy and accountability of EU decision making is to introduce popular elections for the office of European Commission President (ECP). These elections would engage European citizens directly and transparently in the affairs of the Union as it moved towards the twenty-first century, by involving them in a major election for high EU office. Other solutions either do not go far enough in terms of giving European citizens a say or are obscure, cumbersome and/ or contrary to the EU method of doing business. In the second half of the paper the authors drive towards specific proposals for the popular election of the ECP. Three key elements of these proposals are: the nomination process; the election system; and protecting the interests of smaller member states.

<p>The issue of Social tourism (the title of which is a much contested term) has been on the European agenda for a number of years. In Ireland, while there is a multitude of Social tourism provision there is little or no recognition for it at an official level, with the largest share of provision being at the voluntary / NGO level. At the same time, across Europe a variety of official structures promote 'tourism for all'.</p> <p>This paper reflects on the various approaches that could be taken to promote Social Tourism and have it recognised as an agenda item for Irish policy makers, and concludes that in the current economic climate, a business case needs to be made.</p>

Abstract:
Upper-echelons theory has provided a rich stream of research and correlations between the demographics of strategic leaders and firm outcomes are well documented. Despite repeated calls for more micro oriented research and research that explores not just if, but also how demographics shape outcomes, a lacuna remains. This paper takes on the challenge of defining and measuring the role that both demographics and psychometrics play in shaping, within the black-box processes. The paper is a rare example of research that directly measures the psychological properties of managers (through robust instruments rather than proxies). The paper then examines the role that both demographic and psychological properties play in shaping the perceived discretion of managers. The results provide evidence that demographics may indeed be very noisy proxies.

Self-regulation refers to the regulation of the self by the self, and requires a change to bring thinking and behaviour into accord with some consciously desired goal (Forgas, Baumeister & Tice, 2009). The primary objective of this research was to advance theorising and research in this field. The model of self-regulatory processes developed in the present research builds on past research and theory across the spectrum of psychological research on self-regulation, and integrates cognitive, motivational and emotional aspects, as they manifest in distal and proximal ways, and across the phases of the action process. In the past few years, with many organisations providing web services for business and communication purposes, large volumes of XML transactions take place on a daily basis. In many cases, organisations maintain these transactions in their native XML format due to its flexibility for xchanging data between heterogeneous systems. This XML data provides an important resource for decision support systems. As a consequence, XML technology has slowly been included within decision support systems of data warehouse systems. The problem encountered is that existing native XML database systems suffer from poor performance in terms of managing data volume and response time for complex analytical queries. Purpose This paper seeks to enhance the eminent work of Burns and Scapens (2000) by introducing broader conceptualisations on organisational routines and rules in to management accounting. Design/methodology/approach The paper sets out with the Burns and Scapens (2000) framework. The paper is primarily conceptual in nature and with the addition of some more recent literature on organisational routines serves to bolster the underpinnings of the Burns and Scapens (2000) framework. Drawing especially on the work of Feldman and Pentland (2003), the nature of management accounting routines in particular is explored in some detail. By association, rules are also explored. Abstract:
Under the EU/IMF Programme for Financial Support for Ireland, the government undertook to consider the potential for disposing of State assets. In the 2011 Programme for Government a target of up to €2 billion was set for the sale of non‐strategic State assets, but only after adequate regulatory structures to protect consumers were in place. The State owns important parts of the economy – including the ports, airports, electricity generators, and transmission systems (gas and electricity). It also owns a household waste collector, a tour operator, a horticulture business, and a stud farm. The sale of State assets is nothing new – €8.3 billion has already been raised through the sale of State assets in steel, sugar refining, banks, telecommunication and airlines. Largely as a result, the share of the commercial state sector in total employment fell from 8 per cent of total employment in 1980 to 2 per cent in 2008.

Health care managers and researchers that are attracted by the idea of applying simulation in their field, desire to view methodologies and results of different simulation projects, yet may be overstrained by the large volume of the diverse literature. Thus, this paper, structured as a quick reference guide, presents a comprehensive review of process simulation applications in healthcare areas, which summarises projects applied in health care facilities like hospitals, emergency departments, intensive care units, surgical procedures, outpatient clinics, and facilities allocated in the health care supply chain. Service Based Systems (SBSs) are composed of loosely coupled services. Different stakeholders in these systems, e.g. service providers, service consumers, and business decision makers, have different types of concerns which may be dissimilar or inconsistent. Service level agreements (SLAs) play a major role in ensuring the quality of SBSs. They stipulate the availability, reliability, and quality levels required for an effective interaction between service providers and consumers. It is not unusual for practitioners reviewing a Delaware corporation's stock records to find omissions or procedural defects raising questions as to the valid authorization of some of the outstanding stock. Abstract:
Processes are the main constituents of public services and as such demand correct and complete execution. Increasingly however, governments feel the pressuring need to deliver public services more quickly and personalized to the needs of local communities or citizens. This not only jeopardizes their quality but also requires them to form teams that combine deep technical and programming knowledge with business experts..It is the aim of this research project to deliver a framework that allows non IT-experts to customize prefabricated and generic processes by parameterizing them. This customization revolves around reference guidelines that accommodate multiple-viewpoints in a consistent manner.

Processes are the primary constituents of public services and as such demand the completeness to achieve the goal of services. Ensuring the completeness of processes is a challenging task because, in recent days, they entail multiple views stemming from distinctive fields. It requires forming teams that combine deep technical and programming knowledge with business experts. These teams of experts are enormously expensive. Besides, increasingly, the public service organizations realize the need to deliver public services more quickly and personalized to the requirements of local communities or citizens. The service organizations may achieve rapid delivery of services either by hiring a team of experts or by using a solution that underpins the local (human) resources that are non IT-experts to customize the reusable processes that encapsulate services. When Professor Joe Lee wrote his magisterial history of twentieth century Ireland in the late 1980s one of the most important issues he addressed was the apparent economic failure of the Republic of Ireland. The main reasons advanced for this failure included slow and erratic patterns of economic growth, low productivity in key economic sectors, high and persistent levels of unemployment, exceptionally high emigration rates and a preponderance of enduring social problems. That this remained the case after more than a decade of EU membership seemed to call into question the wisdom of the Irish decision in 1973 to join the then European Community (EEC). Two decades later Ireland’s membership of the EU was thrown into serious question by the Irish electorate’s rejection in June 2008 of the Lisbon Treaty. Abstract:
The quality of the software development process directly affects the quality of the software product. To be successful, software development organisations must respond to changes in technology and business circumstances, and therefore software process improvement (SPI) is required. SPI activity relates to any modification that is performed to the software process in order to improve an aspect of the process. Although multiple process assessments could be employed to examine SPI activity, they present an inefficient tool for such an examination. This paper presents an overview of a new survey-based resource that utilises the process reference model in ISO/IEC 12207 in order to expressly and directly determine the level of SPI activity in a software development organisation. This survey instrument can be used by practitioners, auditors and researchers who are interested in determining the extent of SPI activity in an organisation.

The Armenian Ministry of Diaspora, in collaboration with the National Competitiveness Foundation of Armenia and USAID, is currently working to conceptualize, develop and implement a diaspora strategy for Armenia. We were invited to Armenia to meet with various actors involved in diaspora initiatives and to present an overview of how other countries engage their diaspora, with a particular focus on business and professional networks, to the Board of the National Competitiveness Foundation of Armenia and to suggest potential paths forward. We visited Armenia from November 11th to 15th 2009, presenting to the Board on November 14th. Purpose: This paper outlines the initial conceptual development of a research project currently being undertaken by the author with IBM. The paper looks to address how service-orientated organizations can assess their overall ‘innovative capability’ against four main criteria: their external operating environment, management practice, organizational culture, and technology. Abstract:
Organizations that innovate will continue to achieve success and innovation around products and services is certainly of value, but high-order innovation can provide more substantial, economic long-term benefits – especially if it is shared across a sector, or a group of collaborators. This leads to the next question – how ready are Irish organizations to engage in open innovative practices? One thing is for certain; Ireland is starting out from a very strong base position. The question is can we stop viewing other organizations as competitors, and more as collaborators? This is the challenge facing Irish industry.

Abstract:
In relation to product-driven research and development, the subject of innovation within service sector industries appears to have been somewhat neglected [1]. To date, the emerging economies have tended to build their economic success upon their ability to manufacture product and secure commodities at a greatly reduced cost. As these economies develop, they too are investing in the service sector. As we speak, both India and China are producing graduates, technological infrastructures, and service capability: these large developing economies will not stand still and allow the developed economies to monopolise the high-value-add end of the service exchange – the knowledge creation and transfer process [2][3]. Service innovation, through the application of service science, offers service providers and manufacturers a means of securing knowledge leadership.
