Abstract:
The effectiveness of traditional management education programmes, particularly those emanating from university business schools, has been questioned (e.g. Willmott, 1994: Clarke, 1999). Central to these critiques is the recognition that the pedagogic models underpinning much of contemporary management education are frequently incongruent with the needs of learning managers and the continuous change environment in which they operate. This paper describes the developmental outcomes of 45 HR managers undertaking a specifically designed management education programme premised on an adult learning model (Knowles, 1990) and set in the context of continuous organizational change (Weick and Quinn, 1999). The learning experienced fostered the development of meta-abilities (Pedler, 1994; Butcher, 1997), expanded perspective taking and the evolution of double-loop learning approaches to real life organizational change. Abstract:
A tendency to seriousness is not usually a characteristic associated with the Irish but our national image may be in the process of being redefined as we treat the management of success with almost as much caution and worry as we did the management of the crises of the past. The economy has outperformed all the prognostications – the Economic and Social Research Institute (ESRI), damned at the time for being over optimistic in its medium-term review, was, as it turned out, far too cautious; the emigration problem has been reversed; standards of living are close to EU average; employment is booming; public finance surpluses are forecast for a number of years and business confidence remains high even if we are at the cusp of this extraordinary period. As we assess the implications of the new monetary and exchange rate straightjacket for our booming economy, it is right that serious reflection be given to the appropriate policy mix for economic management.

Software development is distinct from other types of engineering because the product is intangible, progress is not explicit and team members rely on the documentation of others to review progress. In his 1993 presidential address to the assembled faithful of the Academy of Management Don Hambrick posed the question, “What if the academy actually mattered” (1994:11). This rhetorical question set his esteemed colleagues, world leading management scholars, in the category of perhaps rigorous knowledge workers, but definitely not relevant to their community of practice. One might presume that when Hambrick, a giant of his era with a record of citations that is the envy of most scholars, and a field of work (upper echelons) that has been defined by his contribution for over 20 years, we would take note and act. <p>This paper presents some career patterns from a research undertaking which qualitatively sampled highly educated Western foreign residents in the South of France. In the data collection, their individual career stories were relayed to the researcher from in-depth exploratory interviews. The very personal and individual nature of these careers is underlined in the research findings. The aim of this paper is to share some of the broader findings from the study, which invoke discussion on the wider concerns for career management within the HRM discipline in the future.</p>

In order to compete within this struggling construction sector the traditional way of doing business must be re-engineered. One of the ways to achieve this is by introducing the Facilities Management (FM) process much earlier into the construction process, in order to maximize long term sustainability, and above all whole life construction costs. Around the same time as the emergence of agile methods as a formalized concept, the management accounting literature introduced the concept of Beyond Budgeting as a performance management model for a changing business environment. Both concepts share many similarities with both having a distinctly agile or adaptive perspective. The Beyond Budgeting model promises to enable companies to keep pace with changing environments, quickly create and adapt strategy and empower people throughout the organization to make effective changes. This paper develops the Beyond Budgeting model within the context of agile software development teams. The twelve Beyond Budgeting principles are briefly summarized and a research framework is presented which is applied using one case study. The IT-Capability Maturity Model [IT-CMF] is a high-level process capability maturity framework for managing the IT function within an organization. The framework identifies a number of critical IT processes, and describes an approach to designing maturity frameworks for each process. Unlike previous maturity model-based approaches, the IT-CMF is a novel approach to managing IT resources because it is based on a structured Design Science-based methodology driven by engaged scholarship and open innovation principles. In general, Design Science artifacts include constructs, models, methods, and instantiations. Drastic cuts in government budgets re-ignited the debate of centralisation versus decentralisation that was last debated after the oil crisis of 1973. Current Digital Rights Management (DRM) systems support only two-party systems, involving the package server and purchaser. However, for a scalable business model of transacting digital assets, a multi-party DRM system is often necessary which involves more than one distributors, who can promote and distribute the content in regions unknown to the package server. We propose a key management scheme for a DRM system that involves more than one distributors with the DRM client’s flexibility of choosing a distributor according to his own preference. For instance, a mobile DRM client may contact to a distribution server who is nearest to him by location or who offers promotions/discounts on the price or offers more commissions. Abstract:
This paper begins by considering the growing importance of Performance Measurement and Management Systems (PMMS) in the governance of complex public services and the theoretical and operational challenges this presents. Following on this analysis it explores the extent to which the ‘validity’ of performance measures may be a key factor in determining the effectiveness of PMMS and whether this suggests a need to shift how such validity is generated. It outlines how conjoint analysis might be used to develop more ‘systemically valid’ performance measures in complex public service environments. Finally, it describes a research programme to begin exploring the feasibility of such an approach.

The People Management and Innovation survey reports findings from 165 of the top performing organisations in Ireland. The picture that emerges from the analysis suggests a moderate to low take-up of a full-blown High Performance Work System model; a finding that is similar to other comparable international studies showing the low overall incidence of strategic bundles of HRM (Blasi and Kruse 2006; Kersely et al, 2006). Purpose This paper seeks to enhance the eminent work of Burns and Scapens (2000) by introducing broader conceptualisations on organisational routines and rules in to management accounting. Design/methodology/approach The paper sets out with the Burns and Scapens (2000) framework. The paper is primarily conceptual in nature and with the addition of some more recent literature on organisational routines serves to bolster the underpinnings of the Burns and Scapens (2000) framework. Drawing especially on the work of Feldman and Pentland (2003), the nature of management accounting routines in particular is explored in some detail. By association, rules are also explored. Contemporary Web consists of more than just information, it provides a large number of services, which often require identi¿cation of it¿s users. Since distributed or shared identi¿cation systems are not yet widely adopted many users have to maintain a large number of different credentials for different services. Furhermore current authorisation systems require strict centralisation of the authorisation procedure. Although the feature of enabling user¿s friends or good friends of a friends to access user resources would be beneficial for services and business on the Web, it is not usually offered by existing systems. In this article we present D-FOAF, a distributed identity management system that utilizes social networks. We show how information inherent in social networks can be utilised to provide community driven access rights delegation and distributed authorisation.

This paper outlines the alternative perspectives of "rationalism" and "improvisation" within information systems development, and describes the major shortcomings of each. It then discusses how these shortcomings manifested them- selves within an e-government case study where a "structured" requirements management method was employed. Although this method was very prescriptive and firmly rooted in the "rational" paradigm, it was observed that users often resorted to improvised behaviour, such as privately making decisions on how certain aspects of the method should or should not be implemented.

Meeting environmental requirements is recognised as one of the six 21st century business drivers for automatic control. The proportional integral (PI) and proportional integral derivative (PID) controllers are the most dominant form of automatic controllers in industrial use today. With these techniques, it is necessary to adjust the controller parameters according to the nature of the process. Thus, for effective control of a heating, cooling and air-conditioning (HVAC) application, for example, specific values need to be chosen for the P, I and D parameters, which will be different for the values required to control, for example, a distillation column. This tailoring of controller to process is known as controller tuning. This paper presents further results from a longitudinal research study that has been conducted with one organization, the Western Financial Services (WFS) Group, over a six-year period (Barry 2004). They operate in the financial services sector and rely heavily on information systems (IS) and information technology (IT). In the early years from 1986 to 1997 the firm ran its IS/IT function in a manner that responded to business events rather than implementing a co-ordinated, planned strategy. Despite the fact that the financial services it operated were supported by information systems, critical to the orderly operations of the firm, WFS have always been a ¿lean¿ and flexible organization, growing structures organically. Abstract:
In this paper we present a conceptual analysis of the literature and research surrounding voice in the non-union workplace. The paper begins with a definitional discussion of non-unionism ¿ what it is and what it is not, and then proceeds to unpick the concept of employee voice in the non-union workplace. The core of our analysis consists of a re-conceptualization of factors affecting non-union voice, and the potential outcomes as a result of external macro market pressures such as changing regulatory and market pressures for employee voice, and internal micro organisational dimensions such as management choice and strategy towards employee voice. From the analysis it is argued that more individualised and company-specific forms of employee voice are likely to increase. This poses new challenges for traditional collective representation and the institutional structures within which employee voice operates, which requires critical analysis and future empirical investigation

Abstract:
Most research on employee involvement (EI) has focused on large or ¿mainstream¿ organizations. By adopting those schemes which 'appear' to work well in larger organizations, smaller firms assume there will be enhanced employee commitment beyond formal contractual requirements. The main question in this paper is whether EI schemes designed by management will suffice under the 2004 Information and Consultation of Employees (ICE) Regulations. The paper focuses on SMEs which tend to favour informal and direct EI, and it remains unclear how these methods will be played out under the new regulatory environment. Evidence from four case studies is presented here and it suggests that the ICE Regulations impose new challenges for smaller firms given their tendency to provide information rather than consult with employees.
