Abstract:
<p>This chapter presents an outline of the context, provision and future prospects for Media Education in Ireland with particular reference to the junior secondary cycle. The research, carried out by as part of the Euromedia Project, was co-ordinated by the School of Media, Dublin Institute of Technology and was carried out between January and June 2001. To date, little if any formal research has been carried on provisions for media education in Ireland. O’Halloran (1992) and Lynskey (1990) both identified the need and proposed methodologies for media education in Irish primary and secondary curricula respectively and O’Neill (2000) describes the historical context for media education in Ireland. However, no formal evaluation has yet been made of media education developments that followed during the 1990s and this chapter, it is hoped, will contribute to the long-awaited assessment of the place of media education in Irish schools.</p>

These discussions are taking place against the backdrop that knowledge production and the contribution of higher education to the economy and the prestige and standing of nations is rapidly transforming the once benign higher education system into a competitive market place. Moreover, many governments believe the existing system of funding and/or organisation is no longer sustainable. Should research funding be spread equitably across many institutions or should only a few concentrate on research and the rest focus on teaching and training? It is clear that education has an important effect on wages paid in the labour market However it not clear whether this is due to the role that education plays in raising the productivity of workers (the human capital explanation) or whether education simply reflects the ability of the worker (through a signalling role). In this paper we describe and implement, using a variety of UK datasets, a number of tests from the existing literature for discriminating between the two explanations. We find little support for signalling ideas in these tests. However, we have severe reservations about these results because our doubts about the power of these tests and the appropriateness of the data. We propose an alternative test, based on the response of some individuals to a change in education incentives offered to other individuals caused by the changes in the minimum school leaving age in the seventies. Innovative micro-teaching to enhance student teaching/learning is increasingly using the concept of Action Research. In action research the particular focus is on the subject of the research also being a learner from the research outcome. The Kemmis Model (Cyclical Model of Action Research) introduced the notion that ‘all teachers are learners’ and ‘all learners can be teachers’. Action research emphasises the notion of self observation and self reflection. However observation and self reflection are challenging methods that value the personal nature of learning. A higher education puts a woman in control of herself and that lasts a lifetime. According to DeMott (1990), the resource most widely used as a tool for upward mobility is education. However, for many women, the opportunity to pursue a second or third level education does not present itself at age appropriate times. There are many issues related to the educational choices women make in late adolescence and throughout their lifespan. This paper endeavours to investigate and make proposals based on findings which could contribute to the understanding of the psychosocial backdrop to the choices women make regarding education both in late adolescence and in midlife. This paper will report demographic information, women’s reasons for discontinuing formal education and women’s reasons for returning to education. Abstract:
We apply a new estimator to the measurement of the economic returns to education. We control for endogenous education, unobserved ability and measurement error using only the natural heteroscedasticty of wages and education attainment. Our prefered estimate, 6.07%, is closer to the OLS estimate but smaller (and more precise) than the estimates typically reported by studies that use IV. Our results indicate that the biases generated by unobserved ability and measurement error tend to cancel each other out as suggested by Griliches (1977). We also present Monte Carlo evidence to show that the finite sample bias our estimator is small.

Abstract:
This paper uses pooled cross-section data on recent school leavers in Ireland to model the determinants of labour market status and wages for young adults. Firstly we use a multinomial logit model to analyze whether individuals exit school to employment, unemployment or higher education. Family background is an important predictor for participation in higher education reflecting the degree of rationing in the system. The level of educational attainment influences the probability of entering higher education or employment. The estimates for earnings functions show large differences across gender with males being rewarded significantly higher. The returns to training are positive though biased upwards by sample selection particularly for females.

Abstract:
Irish third-level graduates benefit significantly from their education in the form of higher earnings. This private "rate of return" is higher in Ireland than in most other OECD countries. This implies a strong case in equity terms for tuition fees. The abolition of fees in 1994 did not increase equality of access to higher education as intended, but other labour market changes in the late 1990s affected the outcome - notably the increased earnings prospects for second-level school leavers. Also, the low achievement of some socio-economic groups at primary and secondary levels is a factor which makes third-level "free" education an ineffective policy in social terms. The return of tuition fees is advocated, together with improved student support schemes: in particular student grants should be subject to a much more gradually tapered means test. Abstract:
Low birth weight has considerable short and long-term consequences and leads to high costs to the individual and society even in a developed economy. Low birth weight is partially a consequence of choices made by the mother pre- and during pregnancy. Thus policies affecting these choices could have large returns. Using British data, maternal education is found to be positively correlated with birth weight. We identify a causal effect of education using the 1947 reform of the minimum school leaving age. Change in compulsory school leaving age has been previously used as an instrument, but has been criticised for mostly picking up time trends. Here, we demonstrate that the policy effects differ by social background and hence provide identification across cohorts but also within cohort. We find modest but heterogenous positive effects of maternal education on birth weight with an increase from the baseline weight ranging from 2% to 6%.

The White Paper begins with a Ministerial Foreword where it is stated that the expenditure on education is equivalent to £9 per week per head of the working population. If teachers' salaries move in line with the level of National Income, and if third-level education expands, then the level of real spending and probably its share in National Income will rise in the future. That is unless significant changes are made in its method of finance. In fact, the recent salary rise awarded to teachers is likely to mean a significant increase in real expenditure in 1981. It is clearly important that such substantial resources should be used carefully.

This research is focused on teacher education students in initial, concurrent teacher education programmes at the University of Limerick (UL). This longitudinal study tracks two cohorts of student teachers from Year Two to Year Four of their undergraduate programme and analyses their experiences during their initial teacher education (ITE). This thesis begins by examining the need for research on second-level teacher education, outlining evidenced gaps in the existing body of research in the Irish context and highlighting areas that merit further consideration with reference to current policy. The study then presents key data on teaching as a career in Ireland and considers recent developments, which recognise the needs of student and beginning teachers. This is followed by an analysis of the growth of concurrent programmes both nationally and internationally and a synopsis of traditional models of ITE in Ireland. The role of Patrick Cannon as a developmentalist critic of the educational status quo at the beginning of the 1960s is highlighted by Tom Garvin in Preventing the Future. Here the organisation the Headmaster of Sandymount High School led, the Federation of Lay Catholic Secondary Schools, is depicted as coming in from the bureaucratic cold as Jack Lynch brought a more activist, reformist ministerial presence into the Department of Education. But although the reforming trend continued under Lynch's successor, Patrick Hillery, Cannon and his organisation quickly found themselves operating in a very hostile environment. In 1962 the Department broke off relations with the Federation over its decision to adopt a new title while Hillery publicly accused it of blackening Ireland's name overseas in a report that applied the same economics of education approach that the Department itself was embracing in collaboration with the OECD. This chapter explores the insights gained by a group of teachers from their lived experience as eLearners participating in a blended module on Designing eLearning. An understanding of the student perspective on online learning was obtained but we were also able to reflect on our participation in the module on the basis of our other roles; as teachers and potential eTutors and as course designers. As a result, important considerations were identified for the design and facilitation of online courses. This paper reports data from a larger study into the ways in which Physical Education Teacher Education (PETE) students engaged in professional learning during teaching practice (TP) in Ireland. The study comprised one umbrella case study of Greendale University, schools and PETE students that consisted of five individual cases: tetrads of PETE student teacher, cooperating teacher (CT), University tutor (UT) and School Principal (SP). Each tetrad was defined as a unique community of practice located within the wider structures of school, education and university policies on teacher education. Data were collected over one academic year using qualitative research methods and grounded theory as a systematic data analysis tool. Findings indicate that in each of the five cases, support for PETE student learning was, to some degree, dysfunctional.
