Abstract:
The Health Service Employers Agency (HSEA) was established on 15th July 1996 under Statutory Instrument 5.1. 213/1996, pursuant to the provisions of the Health (Corporate Bodies) Act, 1961. The Agency is a representative body for all publicly-funded health service employers. Its membership includes the health boards, public voluntary hospitals, mental handicap agencies and such other corporate bodies in the health sector as are admitted to membership. The aims and objectives of the Agency are as follows: • To devise employment practices which are cost effective and responsive to client/patient needs; • To align pay negotiations to improvements in service delivery; • To pursue an innovative and radical approach to modernisation and change; • To provide a comprehensive employer advisory role on human resource issues; • To support and assist health service employers in developing policies designed to improve human resource management.

The purpose of this memorandum is to describe the health services and to list for each service the matters which. from representations received in the Department and from earlier debate would appeal arise for consideration by the Committee having, regard to its terms of reference. The memorandum will also describe in brief the developments in the financing of the health services since 1947. Before giving a detailed description of the. present services and their financing; it is considered desirable to describe briefly the genesis and growth of the services and to state the philosophy underlying them. This is done in Part 2 of the memorandum which also: lists the major services and states the groups eligible for each.

Abstract:
The Government is committed to the introduction of a single-tier health service, supported by universal health insurance, where access is based on need, not ability to pay. Under universal health insurance (UHI), everyone will be insured for a standard package of primary and hospital care services, including mental health services. Insurance will be provided under a multi-payer insurer model with no distinction between ‘public’ and ‘private’ patients. It is understood that, while primary and hospital care will be funded mainly via the UHI system (with purchasing largely devolved to insurers), specialised care services, public health services and social care services, including long-term care, will be funded by general taxation. While funded separately, these services will be delivered in an integrated manner around the needs of the person. I commissioned a review of acute hospital services in August 2000, and asked the review group to make recommendations on the future profile of hospital services, taking account of issues of accessibility, safety, clinical standards and quality of services. The review was set up against a background of many years of under-funding of health services, which has undermined and weakened their capacity to deliver the quality of service demanded of a modern hospital system. My objective was to develop an agenda for a major, and long overdue, modernisation of the acute hospital system. The Executive has recognised the need to boost health and social care expenditure and has invested an additional £523 million in healthcare since the establishment of the Assembly. These guidelines, on a health service,approach to timed out-patient appointments, have been produced in response to a-specific commitment in the National Health Strategy - Quality and Fairness -A Health System Jar You that "the operation of out-patient departments will be improved". (Action 85). The guidelines can be used by all health service providers to ensure that the principle of "people - centredness" which is at the heart of the strategy becomes an increasingly important feature of how we plan and deliver services. These guidelines are the third in a series covering a range of actions set out in the Strategy. This report presents the findings from the National Quality Review of Symptomatic Breast Disease Services that has been undertaken by the Health Information and Quality Authority (the Authority). To examine the present system of financing the Social Welfare and Health services, and its capacity to meet the requirements of those services in the light, of probable future trends and developments and .in particular of the present and prospective budgetary constraints. To recommend such changes and improvements in the system as are considered necessary both in the light of the examination and having regard to the Government decision of 25th October 1974 approving in principle the suggestion for a phased reduction in the Exchequer contribution to social insurance. To prepare a broad outline of any legislation which may be necessary to give effect to those recommendations.

Abstract:
The Health Systems in Transition (HiT) profiles are country-based reports that provide a detailed description of a health system and of policy initiatives in progress or under development. HiTs examine different approaches to the organization, financing and delivery of health services and the role of the main actors in health systems; describe the institutional framework, process, content and implementation of health and health care policies; and highlight challenges and areas that require more in-depth analysis. The Irish health system can be characterized as having been in a process of constant review and implementation of staged initiatives since the late 1990s. This process has culminated in major structural changes, made possible due to the economic growth that Ireland has enjoyed recently. Abstract:
The People Strategy sets out our ambition for people management across the health services. It is grounded in an ethos of valuing the collective capabilities, knowledge, skills, life experiences and motivation of our workforce - our human capital. The Strategy was developed through many engagement sessions with staff and stakeholders from all parts of the health system. Included in this process were engagement workshops where the analysis of the issues, potential solutions and approaches were developed. The Strategy was also informed by relevant contextual and theoretical references and research1. The evidence clearly indicates how HR policies interconnect with line management practices to create employee satisfaction, motivation and commitment leading to high performance. The research also indicated that we could reduce mortality, decrease morbidity and improve the quality of life of our patients and service users through better quality people management.

Abstract:
This Plan is the fulfilment of commitments made in the Health Strategy 'Shaping a Healthier Future'. The National Document, A Planfor Women's Health 1997-1999, produced by the Depru tment of Health was the result of a unique process of consultation which had taken place with women over the previous eighteen months about their health needs and their priorities for improvements in the health services. The purpose of the Women's Health Advisory Committee is "to advise the Board on the implementation of the recommendations to improve health services for women that emerged during the consultative process". The aim of the Women's Health Plan is to maximise the health and social gain of women residing in the Mid-Western Health Board area.

Mobility is important in promoting change, exchanging ideas and allowing people to develop their potential. A placement and mobility policy should take account of the requirements of the job, the investment in training and development, career development and crucially, the business needs of the Department. Mobility is one of the essential, albeit difficult, elements of any strategic HR function and will be one of the key deliverables of our HR Policy. It is particularly relevant in the context of the restructured Department and the likely impact across the civil service of the decentralisation programme. Abstract:
Having recognised the value of the service user research in West Galway - Pathways Report 2002, it was decided that a similar research project would have a valuable input to the developing service in East Galway Mental Health Service. Thus the East Galway Pathways Research Project came about. This project was service user led- and service user focused. The project was also facilitated by service users who had achieved a level of expertise in research methodology following their experience in West Galway. Their time, care and attention to detail must be commended. Important considerations 'have been identified in relation to service user education relating to their diagnosis, their treatment plan and medication. They identify the need for a high standard of accommodation in the hospital and community setting with access to accredited training programmes and employment opportunities.
