Abstract:
The National Service Plan 2018 (NSP 2018) sets out the type and volume of health and social care services to be provided by the Health Service Executive (HSE) in 2018, having regard to the funding made available to us. The plan seeks to balance priorities across all of our services that will deliver on our Corporate Plan 2015-2017. Priorities of the Minister for Health and Government as set out in A Programme for a Partnership Government, 2016 are also reflected. The 2018 budget of €14.5 billion represents an overall increase of €608 million (m) (4.4%) which is a substantial and very welcome additional level of funding. There has been cumulative additional funding in recent years and this has supported growth in targeted service areas and developments and further funding has been made available in 2018 for new development and the expansion of some services.

Abstract:
This Framework has been co-designed in collaboration with representatives from all levels of service and has been informed by listening sessions carried out with staff and service users. The aim of this approach was to ensure that the Framework was informed by learning from the experience and perspective of persons affected by incidents from the point of occurrence and through the lifecycle of their subsequent management. Persons affected by incidents include service users, families and staff. The requirements of the National Standards for the Conduct of Reviews of Patient Safety Incidents, Part 4 of the Department of Justice and Equality’s Civil Liability (Amendment) Act 2017 which provides for Open Disclosure and the Safety, Health and Welfare at Work (Reporting of Accidents and Dangerous Occurrences) Regulations 2016 (S.I. Abstract:
HSE delivers on 2010 Service Plan and embraces significant challenges for 2011. The HSE Annual Report 2010, confirms that the HSE substantially delivered on its service plan commitments for 2010 in terms of the level of service provided, employment levels and funding. In 2010 the HSE had a budget of €14.2 billion while its budget for 2011 is€13.4bn. Reductions in the overall budget allocation required a relentless focus on achieving savings in non-service areas in order to protect access to frontline services. €127 million in savings were delivered through reducing the cost of procuring goods and services. Savings of €17.7million were achieved by reducing the costs of drugs and medicines.

There is universal recognition that work-related aggression and violence is a serious problem within healthcare which diminishes the quality of working life for staff, compromising organisational effectiveness and negatively impacts on the provision of services [1]. Within the Irish context the problem is both persistent and pervasive, affecting multiple disciplines and settings. While the magnitude of the problem within the Irish context is consistent with experiences internationally, it is nonetheless a concern with ‘malicious injury’ reported to be the third leading cause of occupational injury reported to the Health and Safety Authority, accounting for 14.9% of all reported occurrences and for 19% of all insurance carrier notifications between 1994-2000 [2]. Abstract:
Internationally, maternity care policy in developed countries has increasingly expanded from its original strong focus on safety for mother and baby to include issues of maternal choice and satisfaction. In particular, the complex concept of ‘informed choice’ for women is now to the fore. Safety in maternity care is an ambiguous concept and professional caregivers have to assess constantly what comprises either a ‘risk’ or a risk management/ avoidance strategy. Care during pregnancy and childbirth may be seen as a social process that affects both mother and baby in physical and psychological ways. As a result of falling fertility, women have fewer experiences of childbirth to assist them in understanding their care in labour and birth. Women may be choosing frequent use of epidural analgesia or planned caesarean section as ways to ‘control’ an interventionist birth process in under-resourced maternity units.1

A new Irish government came to power in March 2011 during one of the most severe economic crisis experi- enced by any OECD country since the 1930s. This gov- ernment promised the most radical proposals for health system reform in the history of the Irish state, including universal access to healthcare based on need not income, free GP care for all by 2015 and the introduc- tion of Universal Health Insurance after 2016. All these reforms were to be achieved amidst the most severe cuts to the health budget. While the public health bud- get quadrupled between 1997 and 2007, since 2007 the Health Service Executive (HSE) – the public health sys- tem has been cut by 17.5% and there are 12,000 fewer staff in the health system

Bullying in the workplace, regardless of who bullies who, is now well recognised as a form of harassment. Workplace bullying undermines organisational performance by resulting in poor morale, higher absenteeism, stress-related illnesses, reduced productivity and higher turnover of staff. Bullying also affects the physical and emotional health of its victims. As with all forms of harassment, bullying is totally unacceptable and the Board/Hospital will not tolerate any employee, regardless of their position, treating a fellow worker with anything less than their due dignity.

The public health services in Ireland are administered through eight regional health boards. Acute hospital services are provided by two types of hospitals: health board hospitals and voluntary hospitals. Health board hospitals are managed by the health boards. Voluntary hospitals are owned and operated by religious orders or incorporated by charter and work. under lay boards of governors. Both types of hospitals are funded by the state. The Table which follows gives total numbers for each hospital type and also gives bed complements and total numbers of discharges. Long stay units and psychiatric hospitals are not included in these figures. Data on private health care is not readily available.

In this case which has been at hearing for 65 days, the plaintiff, Mrs. Gladys Ryan, who resides in Dublin, challenges the constitutional validity of the Health (Fluoridation of Water Supplies) Act, 1960. This Act which I propose to call "the Act of 1960" was passed on 28th December 1960. Section 2 ot it provides that every health authority is to arrange for the fluoridation of water supplied to the public by sanitary authorities through pipes and that the Minister for Health may fix a date before which any specified health authority is to arrange for the fluoridation of water derived from a particular public water supply. Health Authority in the Act of 1960 means the Dublin Health Authority, the Waterford Health Authority, the Cork Health Authority, the Limerick Health Authority and every county council which does not appoint members to any of these four health authorities. I welcome the publication of The Health of Irish Students report which provides very useful information about young people in the college environment. The Report consists of two parts, the College lifestyle and Attitudinal National Survey (CLAN) and a Qualitative Evaluation of the College Alcohol Policy Initiative. Together, they provide a very concrete and practical basis for Colleges to move forward in the future in improving the welfare of their students. In 2001, the Health Promotion Unit of the Department of Health and Children, as part of its remit under the National Alcohol Policy to reduce alcohol related harm, assisted the National Working Group on Alcohol in Higher Education in producing the Framework for Developing a College Alcohol Policy.
