The Irish water charges movement: theorising “the social movement in general”
(2017)
Cox, Laurence
Abstract:
This paper uses participant narratives and Marxist social movement theory to analyse resistance to water charges as the driving force of Irish anti-austerity struggles – or “the social movement in general”. It locates this movement within the history of working-class community-based self-organisation in Ireland. Contemporary resistance to metering and refusal to pay are not “spontaneous”, but articulate long-standing local rationalities. The current situation has seen the crisis of other forms of working-class articulation: union dependence on a Labour Party which enthusiastically embraced austerity in government; the co-optation of community service provision within “social partnership”, under attack from the state since the mid-2000s; and the collapse of far left initiatives for shared parliamentary representation and resistance to household charges. New forms of popular agency are thus developing; community-based direct action has enabled a historic alliance between multiple form...

The Art and craft of policymaking
(2011)
Schottli, Jivanta
Abstract:
Thanks to non-alignment, decolonisation and India’s iconic freedom struggle, Jawaharlal Nehru is a globally familiar and celebrated name. However, in addition to his historical significance, there is a need to know more about him as a political actor given his indelible impact on India’s institutional and psychological make-up. Till today, Nehru’s legacy continues to shape the contours of Indian politics. The book traces the political origins of the Panchasheela Agreement with China, the Hindu Code Bills and the founding of the Planning Commission. These three key policies, closely associated with Nehru, all took place during the 1950s, a crucial phase in India’s modern history when the country’s political institutions were being tested on various fronts. Each policy provides a window into the compulsions of Indian domestic politics at the time, the parameters of parliamentary debate, the imprint of Nehru’s ideas and worldview. Controversy has surrounded each of the three and they ...

Revisiting Contextual Recommendation from an Information Retrieval Standpoint

Revisiting Contextual Recommendation from an Information Retrieval Standpoint
(2021)
Chakraborty, Anirban
Abstract:
The challenge of providing personalized and contextually appropriate recommendations to a user is faced in a range of use-cases, e.g. recommendations for movies, places to visit, articles to read etc. In this thesis, we focus on one such application, namely that of suggesting 'points of interest' (POIs) to a user given her current context(s), by leveraging relevant information from her past preferences. An automated contextual recommendation algorithm is likely to work well if it can extract information from the preference history of a user (exploitation) and effectively combine it with information from the user's current context (exploration) to predict a POI's 'appropriateness' in the current context. To balance this trade-off between exploitation and exploration, we propose a generic unsupervised framework involving a factored relevance model (FRLM), comprising two distinct components, one corresponding to the historical information from past context...

The English Dominican province from its beginnings to the reformation: an introduction
(2021)
Giraud, Eleanor J.; Linde, Cornelia
Abstract:
The full text of this chapter will not be available in ULIR until the embargo expires on the 25/02/2022
This chapter provides a survey of the history of scholarly engagement with the English Dominican Province in the Middle Ages and gives a brief overview of recent research on the Dominican Order as a whole. It first provides an overview of the creation of the English Province (and subsequently Irish and Scottish Provinces), up to the brief restitution of the Order under Mary I after it had been disbanded under Henry VIII. This is followed by an overview of existing scholarship on the Province, and the chapter closes by discussing the rationale underlying the different sections of the book, and provide brief introductions of the individual chapters.

NTCIR12-Lifelog: a test collection to support collaborative benchmarking

Abstract:
Test collections have a long history of supporting repeatable and comparable evaluation in Information Retrieval. In this paper we describe NTCIR12-Lifelog, a first lifelog test collection to support comparative benchmarking of lifelog retrieval systems. We provide an overview summary of the test collection and motivate use-cases of its application. This test collection is being employed at NTCIR-12 to evaluate approaches to Lifelog data search and organisation.

Remote estimation with noisy measurements subject to packet loss and quantization noise
(2014)
Dey, Subhrakanti; Chiuso, Alessandro; Schenato, Luca
Abstract:
In this paper, we consider the problem of designing coding and decoding schemes to estimate the state of a scalar stable stochastic linear system subject to noisy measurements and in the presence of a wireless communication channel between the sensor and the estimator. In particular, we consider a communication channel which is prone to packet loss and includes quantization noise due to its limited capacity. We study two scenarios: the first with channel feedback and the second with no channel feedback. More specifically, in the first scenario the transmitter is aware of the quantization noise and the packet loss history of the channel, while in the second scenario the transmitter is aware of the quantization noise only. We show that in the first scenario, the optimal strategy among all possible linear encoders corresponds to the transmission of the Kalman filter innovation, similar to the differential pulse-code modulation (DPCM) technique used in digital communications. In the sec...

School markets and educational inequality in the Republic of Ireland
(2020)
Cahill, Kevin
Abstract:
Summary: Educational inequality is a persistent feature on the landscape of Irish educational history, and it remains a significant issue in the early part of the 21st century. There have been significant efforts at school reform in recent decades to intervene in a system that continues to provide significantly different outcomes based on socioeconomic position and background. These differentiated outcomes continue to be exacerbated by structural inequalities in the lives of people as well as by an increasing focus on neoliberal market principles in education. Interschool competition, particularly at the postprimary level, has fueled an ever-increasing marketplace where schools vie for desirable middle-class students through media-published school league tables. Indeed, this competitive landscape is partly constructed by an intense and high stakes race for third level places in Ireland. Nevertheless, significant policy measures have also been aimed at leveling the playing field and ...
