Abstract:
This paper considers Ireland and Northern Ireland?s relative international competitive performance across four policy input domains: education and skills; research, development & innovation; infrastructure and the business environment. The evidence demonstrates that Ireland was relatively more competitive and on a positive trajectory from 2011-16, while Northern Ireland continued to lag Ireland and most of its European neighbours in most domains. Both countries? competitiveness performances are benchmarked against various EU/OECD countries, some of whose policies may be relevant to policy design for addressing these performance weaknesses on the island of Ireland.ion=

Abstract:
Looking at the post-War years, this paper considers how investment in education developed using different models and following different trajectories in Ireland and Northern Ireland. The result has been a very different impact on economic growth: increasing human capital made a major contribution to growth in Ireland since 1960, while in Northern Ireland the failure to make adequate investment in education is reflected in a continuing poor economic performance.

This paper outlines some of the key dimensions of European industrial investment in Ireland over the last thirty years or so, with particular reference to: the distribution of incoming firms between source countries; the sectoral and size characteristics of European firms operating in Ireland; and the internal spatial distribution of these firms. For comparative purposes, the corresponding data for firms emanating from the USA (the largest source of foreign investment in Ireland) are presented throughout.

The National Women's Coundl of Ireland, Comhairle Naisiunta na m Ban, a nongovernmental organisation, is the national representative organisation for women and women's groups In Ireland. The National Women's Council of Ireland was founded in 1973 as the Council for the Status of Women. Its foundation was preceded by the formation of an ad hoc network of women's organisations which had successfully lobbied for the establishment of a national Commission on the Status of Women in 1970. The Commission, appointed by Government, reviewed the position of women in Ireland and made recommendations on action needed to achieve women's rights. Following the publication of the Commission's report in 1972, the Council for the Status of Women was set up, by the members of the ad hoc network, to monitor the implementation of the report, and to act as a coordinating body for women's organisations in Ireland. The term ?external assets? as applied to holdings by Irish people abroad would be misleading if it conveyed the impression of a diversity of holdings in different currencies. In fact, over 97% of these external assets are in sterling. The primary explanation for this is, of course, that Ireland's earnings abroad are virtually all sterling earnings. About 90% of Irish exports are consigned to the United Kingdom and most of Ireland's invisible income?from tourism, pensions, remittances, etc, as well as investments?comes from the United Kingdom.

Abstract:
Though the milk bottle and the milkman are familiar sights it is doubtful if the general public ever give much thought to the complex organisation which ensures the daily delivery of milk to some 338,000 households in Northern Ireland. And this is only one aspect though a very important one of the milk industry in Northern Ireland. What is the milk industry? Its basis is the production of milk on some 22,000 farms which means that one out of every 64 in the population is a milk producer (cows' milk of course!). A first call on the milk produced is the market for liquid milk for human consumption. The balance is utilised in the manufacture of dairy products in factories of varying size and complexity. In this paper I have attempted to outline the growth of the industry, to describe its present state, to show the part played by the Milk Marketing Board for Northern Ireland and to point to some of the problems which face the industry. This paper is about the "mobility" of land as a factor of production in Northern Ireland agriculture. Farm land mobility in the title means all forms of change of control of the use of land within the farm sector in Northern Ireland. The land is agricultural land in the Province, particularly that area returned by farmers as "crops and grass" in the Agricultural Census Adjustments in farming refers to re-allocation of the factors of production between farm business units. This is often called "structural" change in the agricultural economic literature.

The main object of this paper is to build up estimates of personal wealth in Northern Ireland, in order to chart the material progress of its inhabitants during the past forty years. To this end, wherever possible, comparisons will be drawn with similar estimates for the Irish Republic and for Great Britain. A further, although subsidiary, object will be to give a brief account of how these personal wealth statistics have been compiled. Such calculations are of necessity highly complex and technical, and will therefore be described here only to the extent necessary to bring out the chief problems involved, as well as the limitations of the figures in the present state of our knowledge. In order to dispose of these problems of estimation before coming on to the main task of presenting and interpreting the results, the section which immediately follows will comprise a critical description of the "death duties" method of calculating personal wealth. Then, the speaker outlined a movement that was trying to adjust itself to vital political changes that had taken place in the life of the country in the previous few years. Ireland's net external liability position expanded in dramatic fashion during 2008-2010, despite relatively small net financial flows during this period. Understanding the source and persistence of this negative shock is critically important in assessing the future path for the Irish economy. However, data analysis is made difficult by the confounding impact of Ireland?s major role as an international financial centre, such that the ?core? international balance sheet remains obscure. However, there is considerable indirect evidence to believe that a substantial component of this decline is genuine and relates to the internationally-leveraged structure of the financial portfolios of domestic Irish residents.

Abstract:
Multinational companies from the United States of America are important sources of foreign investment in Ireland. The role of these companies in the Irish economy has been previously documented and is reviewed briefly. The main contribution of this paper is to present for the first time data on the fiscal impact of US companies in Ireland. The results show that US companies are significant sources of tax revenue. Over the last decade US companies have consistently paid around one third of the annual corporation tax revenue collected in Ireland. US companies also make large payments of value added tax, excise duty and income tax ? the latter is due to the approximately one hundred thousand people employed in Ireland by US companies and indicates the substantial nature of US investment in this country. The sectoral composition of tax revenue from US companies and employment patterns over time are also examined.

Abstract:
Cancer is a major public health issue in Northern Ireland with one in three of the population developing some form of the disease by the time they reach 75 years. However in many ways cancer is a misunderstood disease with the common perception that it is unavoidable and almost always fatal. In this paper we give an overview of the cancer burden in Northern Ireland, focusing on the many aspects of cancer mortality including the distribution by cancer type, trends over time and variations by geographic area and socio-economic factors. Cancer mortality patterns are put into context alongside incidence levels and survival, and differences with the situation in the UK and Republic of Ireland are highlighted.

Abstract:
Small businesses play a vital role in the economy of Northern Ireland. In manufacturing industry 1,252 out of a total of 1,542 establishments employ fewer than 100 people. The Bolton Committee commissioned a great deal of valuable research into the problems of small businesses in Great Britain, but these researches did not extend to Northern Ireland. In order to make a start in filling in some of the gaps the authors designed a pilot survey to collect and analyse information on some of the operations of a number of small manufacturing businesses, to find out what the owners and managers regarded as their chief difficulties and problems. The main problem areas about which information was sought were management, finance, marketing, labour relations, training, and the use of advisory services.

It will be found convenient in the following report, to adopt the division naturally suggested by the subject proposed for my examination; and accordingly I shall treat in their order, first, of the present system of selling and mortgaging land in Ireland; secondly, of the leading features of the modes of sale and mortgage in the United States ; and thirdly, the various regulations for the same objects in the principal states of Europe. From a consideration of these I shall proceed to intimate the alterations necessary for the amendment of the prominent defects of our system, and making it more cheap, certain, and expeditious. Abstract:
A census of population and housing, even in a country as small as Northern Ireland, is a major undertaking and much time, effort and resources are devoted to it. At a national level it is the largest single statistical exercise carried out by government - indeed at one stage during the 1991 census around 150,000 people were employed on it in the United Kingdom as a whole. Data collected in a census have many uses - foremost perhaps being the provision of an accurate population count at local level. In addition, the rich detail of census data provides essential information to plan and deliver services to the population as a whole and various subgroups within it, including those most in need.

Abstract:
In recent years the public sector has become more important in the Northern Ireland economy. Not only has the scale of public services grown appreciably, as it has also in Great Britain, but against the background of continuing violence and political instability, public sector finance has been used in an increased role both to meet the direct costs of violence and also to try to sustain an economy which, however vulnerable it was before the onset of the disturbances, has been greatly handicapped in many ways by the direct and indirect effects of the troubles. Indeed one of the important debates arising from the past decade is whether or not the form and scale of government action to support the regional economy was wholly beneficial and also whether indeed public sector resources could have been better used to offset the many faceted economic problems of the area.

In terms of the overall objective of the paper, the primary focus for analysis relates to the way in which the growth of public expenditure in Northern Ireland has changed since the 1970s. Simpson (1980) documented this period and highlighted that public expenditure grew at a dramatic rate, due to a combination of factors: expanding the level of public services; counteracting local economic problems, particularly job losses within the manufacturing sector and addressing the problems of the so-called `troubles?. However, what of the 1980s and 1990s? Has this period marked a change in the pattern of public expenditure growth in Northern Ireland? Has there been a return to a level of public expenditure more in keeping with the rest of the UK? It is to these issues that this paper seeks to address. - [Introduction p.2]

Abstract:
This paper is an abridged version of a thesis presented for the degree of M.Econ.Sc, in the National University of Ireland. In its statistical design the paper consists principally of a comparison of the figures which Dr. J. P. Beddy prepared for the Twenty-Six Counties for his paper " A Comparison of the Principal Economic Features of Eire and Denmark " (read in November, 1943), with figures for the Six Counties. A number of interesting and little known facts emerge from a study of the economic conditions obtaining in each area, the main results of which have been summarised in this paper. For obvious reasons, the abnormal conditions of war-time have been ignored and attention has, for the most part, been directed to the period 1924 - 1938/39.

To attempt a comprehensive and analytical survey of the operation of the Hospital Service in N Ireland is a task beyond the scope of this paper. Nevertheless the publication of the report of the Guillebaud committee of enquiry into the cost of the National Health Service in Britain following the earlier publication of the Tanner committee's report on the Health Services in N Ireland has raised many questions of importance, some of which need public discussion in such a society as this.
