Best practice principles for risk assessment and safety planning for nurses working in mental health services
(2015)
Higgins, A.; Morrissey, J.; Doyle, L.; Bailey, J.; Gill, A.
Abstract:
Risk assessment and safety planning is one of the ‘highest profile tasks of mental health practitioners’ (Woods 2013: 807) and a central component of mental health nursing in Ireland today. The manner in which risk is assessed and safety assured in mental health services are issues of concern to all stakeholders, including people who use services, family members, practitioners, general public and policy makers. The need for services to be driven by a quality and safety agenda is reflected within A Vision for Change (DoH&C 2006). A whole-systems approach towards safety management and quality control is detailed in Quality Framework, Mental Health Services in Ireland (MHC 2007), while statutory regulations around risk management procedures are laid out in Article 32 of the Mental Health Act 2001 (Approved Centres) Regulations (2006). Risk assessment and safety management in mental health services has been more recently addressed by a guidance document contending that safety is a s...

Abstract:
The Mental Health Act 2001 replaces the Mental Treatment Acts 1945-61 which provided the statutory framework for the detention of people with mental illness and the administration of psychiatric services for over 50 years. The 2001 Act was introduced on a phased basis to allow for the necessary preparatory work to be undertaken. In March 2002 sections 1 to 5, 7, and 31 to 55 were commenced with effect from the 5 April 2002 (Establishment Day). This allowed for the establishment of the Mental Health Commission and the Inspector of Mental Health Services to replace the Inspector of Mental Hospitals. A study of intimely sudden deaths and people who took their lives while in the care of Donegal mental health services; A summary
(2016)
National Suicide Research Foundation (NSRF)
Abstract:
This report was commissioned by the Donegal Mental Health Service (DMHS) and funded by the National Office for Suicide Prevention (NOSP). As part of a unique, on-going programme of research being undertaken by the National Suicide Research Foundation (NSRF), it examined sudden unexpected deaths and those who took their own lives while in the care of the Donegal Mental Health Service between October 2011 and May 2015. The research was approved by the Clinical Director of Psychiatric Services who sought to gain insight into the increasing number of sudden unexpected deaths of its users while in the care of the mental health service, including people who took their lives. The research was approved by the Letterkenny Hospital Ethics Committee The objectives of this research are in line with key strategic goals and actions of the new National Strategy to Reduce Suicide in Ireland, Connecting for Life, 2015-2020. • Developing a uniform procedure to respond to suicidal behaviour across me...

Roscommon Mental Health Services: a report of a service review commissioned by the Health Service Executive
(2017)
Mullen, Brendan; Quigley, Nial; Bradley, Don
Abstract:
This report was commissioned by the Health Services Executive (HSE) with the purpose of undertaking a service review of Roscommon Mental Health Services (Roscommon MHS). Within a short period it became evident that the initial timeframe proposed to conduct this review was insufficient and the Review Team (the Team) requested and received extra time to complete this. The Team’s members collectively have over one hundred years’ experience in mental health services in senior managerial positions and in the provision of direct patient care. The Team was impressed by the majority of staff it met or interviewed and was struck by their commitment to see services improve for service users in Roscommon. The overriding concern of the majority of those interviewed – staff, service users and carers –was that patients and families in Roscommon were not receiving 21st century mental health services as there appeared to be an inadequate emphasis on the quality and safety of care delivery. The Team...

Second annual child & adolescent mental health service report 2009 - 2010
(2011)
Health Service Executive (HSE)
Abstract:
Mental health is a prerequisite for normal growth and development. Most children and adolescents have good mental health, but studies have shown that 1 in 10 children and adolescents suffer from mental health disorders severe enough to cause impairment. Mental health disorders in children and young people can damage self-esteem and relationships with their peers, undermine school performance, and reduce quality of life, not only for the child or young person, but also for their parents or carers and families. The majority of illness burden in childhood, and more so in adolescence, is caused by mental health disorders. Mental health disorders in childhood are the most powerful predictor of mental health disorders in adulthood. The development of comprehensive Child and Adolescent Mental Health Services (CAMHS) for young people up to the age of 18 years is described in the Department of Health and Children A Vision for Change (2006) policy document. CAMHS had been organised until then...

Advancing Recovery in Ireland: A guidance paper on implementing organisational and cultural change in mental health services in Ireland
(2016)
Health Service Executive (HSE); Advancing Recovery in Ireland (ARI)
Abstract:
Recovery is important to everyone. Individuals presenting at our mental health services seek support both for managing ongoing distress but also with building a future that is better – a future that involves ‘recovery’, both personal and clinical. The acknowledgement of this, along with recognising the immense expertise with which service users present (and those who support them), has driven the momentum towards developing “recovery-oriented mental health services”. Advancing Recovery in Ireland is the HSE national initiative aimed at bringing about the organisational and cultural change necessary to support our mental health services in becoming more “Recovery-oriented”. This recognises the reality that true partnership between those who provide our services, those who use them, and those who provide support, invariably provides better outcomes than care driven by one party alone. Utilising the best international models of organisational change the initiative has applied Kotter’s ...

Abstract:
The SCORE (Systemic Clinical Outcome and Routine Evaluation) is a 40-item questionnaire for completion by family members 12 years and older to assess outcome in systemic therapy. Twenty-eight and 15-item short versions of the SCORE have previously been validated with samples containing some families attending adult mental health services and some attending child and adolescent services; or samples containing families exclusively from child and adolescent services. This study aimed to investigate psychometric properties of two short versions of the SCORE with a sample drawn exclusively from adult mental health services. Data were collected from 199 service users attending inpatient and outpatient adult mental health services in the south east of Ireland. Both instruments had good internal consistency reliability. They also showed construct and criterion validity, correlating with measures of global functioning, service need, and childhood trauma. The 28 and 15 item versions of the SC...

Abstract:
Infant Mental Health (IMH) is an interdisciplinary field and embraces the importance of promoting positive mental health development within a relational framework with the child’s caregiver(s). IMH practice is best understood along a continuum which includes promotion, prevention, intervention and treatment integrated across services and disciplines. IMH principles incorporate developmental, clinical and preventative perspectives that inform the practice of service providers of different disciplines whose original training may have emphasised a different knowledge base and different skills. Some lack knowledge about infant development and behaviour in the early years, but have a strong clinical understanding. Others are well prepared to meet the developmental needs of very young children but may be new to infant mental health principles and practices. For most, working within a relational framework is new and requires specialised education and training relevant to each individual di...

Abstract:

<p>Little is known about the experiences of people with severe mental health difficulties in smoking cessation interventions. This study aimed to review the implementation of a smoking cessation programme across 16 community mental health day services. The aim was to establish the experience from both service user and facilitator perspectives and refine implementation for future groups. In-depth interviews were conducted with 20 service users and four focus groups held with 17 facilitators. Thematic analysis was used to analyse the data for emergent themes in relation to key enablers and barriers to implementation. Data from service users and facilitators revealed that implementation was enabled by an open and engaged recruitment approach; the resourcefulness of facilitators; programme materials and group-based format; combining the c...

Eastern Health Board
Abstract:
Clear procedures should exist in each area regarding referral to each component of the mental health services. Such procedures should be available to general practitioners in the area. In all instances, referrals through primary care services are considered best practice. In circumstances where this does not take place, prompt contact with the patient's general practitioner is advisable as soon as possible.

Fourth annual Child & Adolescent Mental Health Service report 2011-2012
(2012)
Health Service Executive (HSE); Child and Adolescent Mental Health Services (CAMHS)
The majority of illness burden in childhood and more so in adolescence, is caused by mental health disorders. Mental health disorders in childhood are the most powerful predictor of mental health disorders in adulthood.

Abstract:
Background: Patient satisfaction is one of the barometers that reflect how well a health care system is working. Health care staff awareness about the needs and wants of their patients significantly affect the patients’ satisfaction. Patient satisfaction is defined as ‘a health care recipient’s reaction to salient aspects of the context, process and result of their service experience’ (Pascoe 1983). Over the past decade, research has emerged in the health care field to demonstrate the patient satisfaction is an important strategic asset for hospital quality improvement. The management of Dublin South-East believes that assessing the patient satisfaction will yield the beneficial information and that can be utilized to improve the quality of patient care.
