Abstract:
The main object of this paper is to build up estimates of personal wealth in Northern Ireland, in order to chart the material progress of its inhabitants during the past forty years. To this end, wherever possible, comparisons will be drawn with similar estimates for the Irish Republic and for Great Britain. A further, although subsidiary, object will be to give a brief account of how these personal wealth statistics have been compiled. Such calculations are of necessity highly complex and technical, and will therefore be described here only to the extent necessary to bring out the chief problems involved, as well as the limitations of the figures in the present state of our knowledge. In order to dispose of these problems of estimation before coming on to the main task of presenting and interpreting the results, the section which immediately follows will comprise a critical description of the "death duties" method of calculating personal wealth. Twenty-eight years ago, this Society listened to a paper on Irish trade unionism. Then, the speaker outlined a movement that was trying to adjust itself to vital political changes that had taken place in the life of the country in the previous few years. Tonight, though we narrow our range to Northern Ireland, we will be examining a movement which is once again going through a period of fundamental adjustment. It will be my task to outline the movement to you; to show how it carries on its work; and to consider some of the problems which concern the unions in this region.

Abstract:
In recent years the public sector has become more important in the Northern Ireland economy. Not only has the scale of public services grown appreciably, as it has also in Great Britain, but against the background of continuing violence and political instability, public sector finance has been used in an increased role both to meet the direct costs of violence and also to try to sustain an economy which, however vulnerable it was before the onset of the disturbances, has been greatly handicapped in many ways by the direct and indirect effects of the troubles. Indeed one of the important debates arising from the past decade is whether or not the form and scale of government action to support the regional economy was wholly beneficial and also whether indeed public sector resources could have been better used to offset the many faceted economic problems of the area.

Abstract:
The Northern Ireland population is ageing as a result of long-term falls in fertility rates and long-term improvements in mortality rates. This will create changes in the make-up of the Northern Ireland population. Most notably it is projected that the ageing of the Northern Ireland population over the next five decades will be the fastest in the United Kingdom. In the 1937 Census the older population (those aged 65 and over) was recorded at just under 116,000 (nine per cent of the population). This compares with 2009 with almost 255,000 older people (14 per cent of the population). Population ageing is likely to be faster over the next 30 years, with older people projected to reach half a million by 2041 (24 per cent of the population). Over the last century mortality rates have declined, people are therefore living longer and dying of different diseases today than in the past. Abstract:
The notion that Northern Ireland's economic problems reflect, to a substantial degree, an adverse mix of industry ? with too great an emphasis on declining or slow growing sectors ? is now a commonplace, if partial, explanation of persistently high unemployment and low income levels. It is possible to recognise such features in the Northern Ireland economy since at least the 1920s although it was not until 'the Isles and Cuthbert Report' that a detailed articulation was presented of the relevance of industrial structure in explaining economic circumstances. The view that structural problems were one of the root causes of Northern Ireland's economic ills was firmly endorsed by the Wilson Report of 1965. There are, perhaps, three main issues that are posed in attempting, by analysis, to gauge the significance of the structural dimension: (i) What is the "quality" of the industrial structure? (ii) Has structure changed in a favourable or adverse fashion? ...

Abstract:
Despite the fact that the Census Act (Northern Ireland) 1969 places a legal obligation on everyone in the Country to take part in the Census, not everyone does. This gives rise to under-enumeration, which is not unique to the Census in Northern Ireland. In Northern Ireland it is Census policy, in line with arrangements throughout the rest of the UK, that Census estimates should cover the entire population. Accordingly, Census Office is required to address any under-enumeration in the Census by imputing any details that have been missed. This paper outlines how NISRA utilised an administrative Primary Care health activity indicator to supply real demographic information (rather than modelled information) for some of the households who failed to respond to the Census. Abstract:
Cancer is a major public health issue in Northern Ireland with one in three of the population developing some form of the disease by the time they reach 75 years. However in many ways cancer is a misunderstood disease with the common perception that it is unavoidable and almost always fatal. In this paper we give an overview of the cancer burden in Northern Ireland, focusing on the many aspects of cancer mortality including the distribution by cancer type, trends over time and variations by geographic area and socio-economic factors. Cancer mortality patterns are put into context alongside incidence levels and survival, and differences with the situation in the UK and Republic of Ireland are highlighted.

Abstract:
Small businesses play a vital role in the economy of Northern Ireland. In manufacturing industry 1,252 out of a total of 1,542 establishments employ fewer than 100 people. The Bolton Committee commissioned a great deal of valuable research into the problems of small businesses in Great Britain, but these researches did not extend to Northern Ireland. In order to make a start in filling in some of the gaps the authors designed a pilot survey to collect and analyse information on some of the operations of a number of small manufacturing businesses, to find out what the owners and managers regarded as their chief difficulties and problems. The main problem areas about which information was sought were management, finance, marketing, labour relations, training, and the use of advisory services.

Abstract:
A census of population and housing, even in a country as small as Northern Ireland, is a major undertaking and much time, effort and resources are devoted to it. At a national level it is the largest single statistical exercise carried out by government - indeed at one stage during the 1991 census around 150,000 people were employed on it in the United Kingdom as a whole. Data collected in a census have many uses - foremost perhaps being the provision of an accurate population count at local level. In addition, the rich detail of census data provides essential information to plan and deliver services to the population as a whole and various subgroups within it, including those most in need.

In terms of the overall objective of the paper, the primary focus for analysis relates to the way in which the growth of public expenditure in Northern Ireland has changed since the 1970s. Simpson (1980) documented this period and highlighted that public expenditure grew at a dramatic rate, due to a combination of factors: expanding the level of public services; counteracting local economic problems, particularly job losses within the manufacturing sector and addressing the problems of the so-called `troubles?. However, what of the 1980s and 1990s? Has this period marked a change in the pattern of public expenditure growth in Northern Ireland? Has there been a return to a level of public expenditure more in keeping with the rest of the UK? It is to these issues that this paper seeks to address. - [Introduction p.2]

Abstract:
It was stated in 1960 that forestry policy in Northern Ireland is governed by three major factors: ?Firstly, there is the compelling need, which two world wars have so painfully demonstrated, to reverse the centuries-old process of deforestation and create homegrown timber resources equal at least to emergency requirements. Secondly, there is the need, no less compelling, to provide productive work in areas of serious unemployment, the existence of which not only impoverishes the areas themselves but, by causing a drift to the towns and overseas, accentuates the social problems of the whole country. Afforestation projects in these areas (which are predominantly marginal land) offer an ideal solution by providing a source not only of immediate employment but of future national wealth. Thirdly, though private planting can contribute usefully to the solution of both these problems, under present economic conditions any such contribution can inevitably do no more than touch their fringe...

It is sometimes contended that the growth of Northern Ireland's economy has been hampered, at least partially, by two related tendencies. The following analysis is not concerned with the question of what products should be produced in Northern Ireland, or what techniques of production should be used?rather it attempts to evaluate the existing policy of capital subsidisation in terms of its "potential" effect on the demand for labour in the Northern Ireland engineering industry. Abstract:
In March, 1933, Dr. T. J. Kiernan published in the Economic Journal a paper on ?The National Income of the Irish Free State in 1926,? following it in June by a paper to this Society on National Expenditure. Since that time the Society has many times renewed its interest in the accounts of national income?most notably in the formidable Symposium on National Income and Social Accounts, opened by Dr. M. D. McCarthy in January, 1952. In April, 1951, Mr Norman Cuthbert read a paper on ?Total Civilian Income in Northern Ireland,? which was the first occasion on which the problems of computing components of national income for Northern Ireland had been systematically tackled. In the discussion on Mr. Cuthbert's paper, Dr. Geary and Professor Joseph Johnston both warned their hearers not to attempt to make comparisons between the Six and the Twenty-Six Counties. It is with some trepidation, therefore, that we now proceed to make such comparisons.

The question to be asked about the impact of EEC membership for Northern Ireland is: how has a small peripheral regional economy, with an already difficult economic problem and having the lowest income level nationally and being a relatively disadvantaged area within the EEC, adapted to membership of a more competitive and advanced economic entity? The fundamental problem is to distinguish specific EEC effects from all other factors that have caused economic change. Among the latter are continuing civil unrest, international recession, inflation, changes in the value of sterling and national economic and financial stringency. These make any objective aggregate estimates difficult methodologically and very unreliable because of the complexity of the relationships involved. Data relating to drug prevalence on a lifetime (ever used), last year (recent) and last month (current) basis for Ireland, Northern Ireland and the island of Ireland are presented in this bulletin. Abstract:
Spatial relative deprivation measures have been developed in Northern Ireland since the 1970s. Most recently, the Northern Ireland Multiple Deprivation Measures 2017 was released last year. Whilst the suite was an update of the 2010 Measure, several new and innovative indicators were incorporated for the first time. The work also included a broad programme of public engagement to educate users at all levels on the use of deprivation measures, and several online tools to explore the wealth of information.

<p>The information provided here gives a sense of the value of comparing population studies between the Republic and Northern Ireland, albeit incomplete comparisons in this case since the studies were conducted independently. We share enough that is both common and unique in our attitudes, health profiles and health systems to enable fruitful comparisons for both sides. Future opportunities for comparison should be more explicitly incorporated into the planning stages of such studies. Abstract:
The second Census of the Six Counties of Northern Ireland was taken on February 28th, 1937. The preliminary figures of that Census have now been published, and it will be of some interest to discover how far they disclose trends of population change which have been noted in the Census taken for the Free State area in 1936. Such an enquiry may be of greater interest since even the elementary statistics of the Six Counties are little known.

Abstract:
This paper attempts to compare the patterns of public expenditure, in Northern Ireland and the Republic, emphasising especially development expenditures. Although all public expenditures contribute to economic development, at least in the long-run, the paper concentrates on the investment spending of the public authorities in the two areas.
