The Monitoring Committee was established by the Government in 1984 and is charged with monitoring the implementation of Government Policy and the provision of state services to Travelling People. Representatives of Government Departments, Travelling people themselves and people with long experience of working with Travellers on a voluntary basis serve on the Committee, with an independent Chairman. The Committee meets on a regular monthly basis works hard and takes its role seriously in endeavouring to ensure that Travelling People get basic justice and fair treatment from all the services provided by Government for the well being of the community.

In 1983 the Travelling people Review Body reported to the Government. A Task Force of Ministers of State examined the report and this resulted in the issue of a Government policy statement in July 1984. The Monitoring Commi ttee was established in September 1984 to monitor the implementation of Government policy and the delivery of services generally to travellers.

Abstract:
Government policy in relation to the accommodation of Travellers is very clear. Successive Irish Governments have sought to ensure that (a) Travellers are enabled to live in accommodation of their own choice, be it group housing, standard housing or serviced halting sites (b) sufficient financial resources are made available to housing authorities to allow them to provide for the accommodation needs of Travellers on halting sites and (c) legislative provision appropriate to deal with the halting site requirement of Travelling people is enacted and updated as required. The commitment of Government to addressing and resolving the accommodation needs of Travellers has been a vital determinant of progress in this area.

I have pleasure in submitting the report of the Advisory Committee to Government on the monitoring and medical treatment of the survivors and victims of future disasters. The Committee, recognising the existing major emergency plans and the provisions made in them for the management of major disasters, both organisational and medical, concentrated on the psychological and post-traumatic stress problems associated with such disasters. However, the Committee has made some general recommendations which it considered would further improve the existing arrangements in relation to major emergency planning. The Whole of Government (WG) approach is increasingly seen as an imperative for delivering coherent and integrated policies, joined up and seamless services, and integrated program management in government. Although no generic WG framework currently exists, there are reported cases of WG initiatives by different governments. Grounded in existing theories, frameworks and cases related to inter-organizational collaboration, collaborative Electronic Government (EGOV) and joined-up government, this article describes how to build a collaborative IT Strategy Management (ITSM) environment based on the WG approach. The article first develops a WG model to identify the enabling elements for the WG approach. Next, it identifies the necessary conditions for creating a collaborative ITSM environment in government, applies the WG model to synthesize a set of generic requirements for implementing the WG approach, and presents a WG ITSM toolset to support the implementation. Abstract:
The financial crisis from 2008 has had a profound impact on Irish local government. Councils were faced with a disastrous combination of factors - declining funding from central government, difficulties in collecting commercial rates as businesses struggled, and a drastic fall in revenue from development levies. Staffing levels in the local government sector were reduced by over 20 per cent, significantly more than the losses suffered by central government ministries and departments. Yet the financial crisis also offered an opportunity for reform and a fundamental reappraisal of subnational government in Ireland. A reform strategy produced in 2012 paved the way for the Local Government Reform Act, 2014. As a result of this legislation, the number of local authorities was reduced from 114 to 31 with the complete abolition of all town councils. The number of council seats also fell from 1,627 to 949. Abstract:
This paper examines the interrelationship between e-government, transparency, and reputation in Spanish local government. It postulates the existence of a three-way relationship, namely, that the degree of transparency in a local authority influences the reputation of that authority and that both transparency and reputation are influenced by the level of e-government service provided. The research is based on a study of 78 Spanish municipalities. The results are presented as a model.

Abstract:
This paper analyses government support for networking and regional cluster growth in the food sector. It is, to the best of our knowledge, the first paper to provide a literature review of studies on regional food clusters, focusing on key features that characterise successful regional food clusters. The review compares key characteristics of such clusters with characteristics of clusters from other industrial sectors. The insights from these studies on clustering success and the role of government are contrasted with empirical evidence on government support for clustering in the Canadian food sector, specifically in the province of Alberta. The empirical evidence is based on two small industry surveys, one conducted in March 2005, and the second in August 2009. Considering this empirical evidence, we have little support for an emerging food (innovation) cluster in Alberta, and little evidence for effective government support toward food cluster development in Alberta.

Because of this local government has been described as having a Cinderalla framework. 2 In the organisation division legislation deals with areas, names, the corporate body, the council, members, meetings, committees. The influence of government action on the course of the economy is nowadays very wide and often decisive. For this reason it is desirable that methods, other than those of the traditional government accounting, be used to analyse the effect of government action on the rest of the economy and to provide data additional to those available in the traditional accounts, as a basis for the crucial decisions which have to be made. No single set of accounts is adequate for this purpose. The national accounts of the country provide an integrated framework which embraces the whole economy and it, therefore, appears to be a worth-while task to organise and present in detail the accounts for recent years of the Government sector within such a framework.

The wide and complicated question of local government and taxation, probably occupies more public attention at the present time than any other question of home politics. It is my purpose this evening to consider only that portion of the subject which relates to the-government and taxation of municipalities. The government of counties, though equally deserving of attention, and perhaps more urgently requiring the interference of the Legislature, could not be satisfactorily treated of in the same paper with the government of towns, within the limits of time assigned to essayists by the rules of this Society; and moreover my acquaintance with county affairs is not such as to warrant me in attempting to deal with so important a subject.

The reform proposals issued by the Minister for the Environment on March 7th last envisage an expansion in the role and scope of local government which is very wide-ranging. It includes: ? sub-county structures to cover the entire country, ? a new regional structure between central government and the counties, ? new local authorities in Dublin, ? a devolution of functions from central to local government. There are no proposals to eliminate any of the existing layers of administration - the urban district councils would be replaced by the new sub-county structures, while the existing and rather haphazard collection of sub-national bodies, such as Shannon Development and Udaras na Gaeltachta, would continue to operate. The majority of citizens currently enjoy just two tiers of government, national and one local authority. Despite its clear potential and attractiveness as a solution to a broad range of societal problems, E-Government has not been adopted to levels predicted in early 2000 literature. Whilst case studies of punctual development of E-Government initiatives abound, few countries have progressed to high levels of maturity in the systematic use of ICT in the relationship between government and citizens. At the same time, the current period brings challenges in terms of access to public services and costs of delivering these services which make the large scale use of ICT by governments more attractive than ever, if not even a necessity. Abstract:
Traditionally the local government system had engaged citizens only in limited passive participation. It was no coincidence that the local development structures put in place to counteract the inadequacies in the local government system introduced different and innovative, opportunities for citizen participation. The scope for engagement in the processes of local government and governance has been significantly extended through a number of pilot initiatives as detailed in the preceding sections and especially through the partnership bodies. Most recently the establishment of County/City Development Boards has been an attempt to integrate local government and local development structures and to enhance participatory democracy. This paper looks at citizen participation in the local development/local government process and, through a series of case studies, puts formward a 10 point charter for citizen participation.

This research investigates one of the first e-Government services launched as part of Ireland’s Information Society programme, the Irish Land Registry’s implementation of their award winning Electronic Access (EAS) project. In-depth enquiries into how public sector organisations manage IT-enabled transformations have remained relatively limited and this case contributes to this emerging body of literature. The analysis highlights that the implementation of e-Government initiatives beyond basic service levels necessitates business process change in order to reap rewards. This study fulfils an identified need for research in Business Process Change (BPC) in the implementation of e-Government initiatives. This article investigates the applicability of Western models of business-government relations to the postcommunist context. Given the absence of a business-government relationship over the forty years of communism, it seems perfectly plausible that postcommunist countries should produce a historically unprecedented form of business-government relations and a new type of capitalist democracy. On the other hand, these countries have for several years been unequivocally regarded as capitalist democracies so it also seems possible that a literature developed for Western capitalist democracies should be useful in the postcommunist context. This article argues that, in spite of their assertions to the contrary, postcommunist studies propose no new concepts or variables for the study of business-government relations. Although I am only a new recruit to the ranks of this Society I have noticed that your proceedings are, as a rule, more concerned with the first rather than the second object of your title. I propose this evening to make some attempt to redress the balance in a paper which deals with an important social problem without reference to statistics. It may, I think, be said without exaggeration that national government is, in the last analysis, based on a sound system of local government. In this field we in Ireland have, since the establishment of the Irish State, made several fruitful experiments, and further developments may be expected as we mature politically. I propose in this paper to discuss the scope and effect of these changes and their future development.

The local government systems of England and Northern Ireland are alike in essentials, and their structure and financial basis both date from the last decades of the nineteenth century. In those days, as now, local authorities operated within the limits of powers conferred by Parliament, but in doing so they were answerable primarily to their own locality. This degree of local responsibility rested mainly on the elective basis of the authorities?a major contribution of the nineteenth century reforms?and on the existence of the rating system, which gave them an independent power of taxation. During the sixteenth century hundreds of treatises, position papers and memoranda were composed on the political state of Ireland and how best to ‘reform’, ‘conquer’ or otherwise incorporate that island into the wider Tudor kingdom. These ‘reform’ treatises attempted to identify and analyse the prevailing political, social, cultural and economic problems found in the Irish polity before positing how government policy could be altered to ameliorate these same problems. Written by a broad array of New English, Old English and Gaelic Irish authors, often serving within Irish officialdom, the military, or the Church of Ireland, these papers were generally circulated amongst senior ministers and political figures throughout the Tudor dominions. The policy relationship between local and national government has tended to be delineated into two frameworks. The first defines a relationship which is centralised at the national level. The second is one which identifies local government as autonomous. Current accepted thinking suggests that Ireland is a very centralised policy arena in which there is limited scope for initiative at local government level. This thesis questions whether this is actually the case. In doing so the research incorporates a comprehensive literature and document review including internal policy papers at local and national level. This thesis examines the executions policy undertaken by the pro-treatyite Provisional/Free State Government during the Irish Civil War (1922–23). Following the Irish War of Independence (1919–21) and subsequent Anglo-Irish Treaty Ireland‘s previously united nationalist movement fractured into opposing factions. The ensuing Civil War, fought between the Government and the anti-treatyite militants, known as the Irregulars, played an integral role in the development of the modern Irish State. Remarkably, this conflict has been marginalised in Irish revolutionary historiography. Similarly, the significance of the Government‘s official executions policy during the conflict has been further neglected and consigned to a footnote in existing works on the Civil War. As this data becomes available, and as information and communication technology capabilities are in place to manage and exploit huge amount of data, open government data is seen as becoming more and more valuable in several contexts. Information Systems (IS) research on open data has been primarily focused on its contribution to e-government inquiries, government transparency, and open government. Recently, open data has been explored as a catalyst for service innovation as a consequence of claims around the potential of such initiatives in terms of additional value that can be injected into the worldwide economy. Abstract:
This final report represents the culmination of an extensive review by Fitzpatrick Associates of the implementation of the Government’s Integrated and Preventative Homeless Strategies in Ireland. The review was commissioned by the Department of the Environment, Heritage and Local Government in January 2005 following the issuing of a Request for Tenders in October 2004. In response, Fitzpatrick Associates produced a comprehensive proposal outlining our proposed approach to conducting the exercise, and this was then selected as the preferred bid after a competitive tendering process. A Steering Group was established in order to oversee the undertaking of the Review, involving representatives from the Department of the Environment, Heritage and Local Government, the Department of Health and Children, the Homeless Agency, and the community and voluntary sector. Abstract:
In September, 1867, at the request of the Council of the National Association for the Promotion of Social Science, I read a paper at the Belfast Congress in answer to the question, " Should the Local Government Acts be extended to Ireland ?" which was printed in the Transactions of the year; and at the same meeting a valuable paper was read by Mr. Anderson on Irish Municipal Government, calling attention to the defective provisions of the Towns Improvement (Ireland) Act, 1854; stating that the Act and its incorporations now embrace more than 900 sections, and recommending consolidation; and suggesting that these towns should be exempt from county cess, and bound to keep their streets in order at their own expense. Two years' volumes of statute law have been issued since I read my paper, and I propose now to call your attention to such acts as bear on the question already proposed.

Abstract:
This paper surveys the recent theoretical literature on the linkage between government spending and the real economy. Two broad frameworks are explored. Nee-Keynesian models deal with economies characterised by wage or price rigidities, and unemployment. Neo-classical models assume a frictionless economy with perfect wage and price flexibility. In contrast to traditional textbook analysis of fiscal policy however, both models stress the intertemporal dimension of policy, and the rOle of private sector expectations concerning the future path of policy. The two frameworks are used to analyse the response of macroeconomic aggregates to cuts in government spending that may be either temporary or permanent. In most, but not all cases, the results suggest that cuts in government spending will be associated with at least temporary reductions in output.
