Abstract:
This paper addresses the issue of whether voters indicate a preference for a government rather than, or in addition to a preference for a party, when they cast a ballot under the system of the Single Transferable Vote (STV). It thus contributes to the existing literature on strategic coalition voting by examining whether coalition preferences matter where electors are given the option to rank the parties in order of preference. The question then becomes: does this ranking reflect or signal a coalition preference? Using survey data from two Irish elections, this paper finds that whereas first preferences are closely aligned with coalition choices, Irish voters do not systematically use second preferences to express a view on their preferred coalition formation.

Abstract:
This paper briefly examines the current local government structures in Ireland and, in particular, the role and experience of the newly established structures in Fingal County Council and Dublin Corporation. The example of the existing community participation mechanisms on the Strategic Policy Committees and the City and County Development Boards of both local authorities will be examined. Finally, it puts forward proposals for community and citizen participation on the Local Area Committees.

Abstract:
The ROSIE study played an important role in developing and informing drugs policy in Ireland. The study was commissioned to establish the current impact of methadone treatment on the health of individuals and on offending behaviour. The fact that over 8,700 people are now included in the methadone programme represents a signifi cant achievement and illustrates the focus that the Government is putting on tackling the problem of drugs misuse. The outcome of this research shows that treatment does work. There were signifi cant reductions in drug use after one year in treatment and those in treatment also reported that their involvement in crime had reduced very signifi cantly. A number of those in treatment have also undergone training and some have gained employment

Abstract: This book examines shifts in the conceptualisation and government of childhood in the West from the early modern period to the present. The book deals with three key time-periods, examining changes in conceptions of childhood and child-rearing between the sixteenth and late eighteenth century; between the late eighteenth century and the mid/late twentieth century and the period from the late twentieth century to the present. The overarching framework is drawn from the Foucauldian governmentality literature and from the work of Chris Jenks on the Dionysian/Apollonian images of childhood. Building on Jenks’ work a third image of childhood– the Athenian child - is used to represent a mode of exercising power over children predicated on children’s capacity for agency and reflexivity. <p>Purpose – Through an evaluation of the information technology (IT) adoption and diffusion models and the free and/or open source policy of the South African Government, the underlying assumption is that the developmental divide between those with and those without access to technology is purely technical. This paper aims to illustrate that if Free and/or Open Source Software is to be used as a building block to bridge the “digital divide” a more social and environmental perspective, which embraces the philosophy behind the software, needs to complement the technical perspective. Abstract:
This paper outlines the alternative perspectives of "rationalism" and "improvisation" within information systems development, and describes the major shortcomings of each. It then discusses how these shortcomings manifested them- selves within an e-government case study where a "structured" requirements management method was employed. Although this method was very prescriptive and firmly rooted in the "rational" paradigm, it was observed that users often resorted to improvised behaviour, such as privately making decisions on how certain aspects of the method should or should not be implemented.

Amongst the various internal challenges facing states, armed conflict presents one of the most serious policy issues. The representation of such conflicts is closely intertwined with the policy measures taken to address them. The legitimization and delegitimization of certain kinds of actors or demands is not however fixed; these often change over time, creating space for alternative policy options. India, in the unique position of being one of the few countries with the existence of simultaneous but different internal conflicts, offers a ready canvas for studying the discursive representations of conflict and conflict resolution. In this thesis, state discourses on the conflicts in Punjab, Kashmir and Naxalism are analysed in order to draw a comparative framework of India’s internal security strategy which, in the absence of a cohesive declared policy, highlights certain common patterns. The issue of play is being addressed by Government to meet commitments made in the UN Convention on the Rights of the, Child (1989), the National Children's Strategy (2000) andthe Programme for Govemment (2002). Underlying that commitment is an acknowledgement that children's play has not been given the priority or attention it deserves. The objective of this national play policy is to plan for an increase in public play facilities and improve the quality of life of children living in Ireland by providing them with more play opportunities. The policy will also address issues such as funding standards and quality. Abstract:
The Minister for Local Government in January, 1972 introduced a special grant for the provision of additional rooms or alterations to be carried out in houses to meet the special needs of physically disabled people. This grant was paid on a non-statutory basis until the Housing (Miscellaneous Provisions) Act, 1979 validated the position. The Housing Regulations (1980), made under the Act of 1979, inter alia, enabled Local Authorities to give a grant to a person for the provision of additional room or chalet or for the carrying out of other structural works, which in the of the authority: re reasonably necessary for the purpose of rendering a house more suitable for the accommodation of a member of a household who is either - (a) physically handicapped and the works are necessary for his proper accommodation, or (b) suffering from severe mental handicap or severe mental illness, for which he is undergoing treatment, and the works are necessary for his proper treatment and accommodation.

Abstract:
Examining the careers of democratic heads of state and government from 1960–2010, we find that one in every seven turns to the private sector after office. Distinguishing between the factors that attract leaders to business and those that render leaders attractive, we find that the global CEO compensation rates, cultural norms, having served in office in Anglo-Saxon countries as well as their personal background matter. We also find that certain economic outcomes and policies in office such as economic growth and reduction in state spending are often associated with post-tenure business careers. We do not find evidence, however, that leaders are able to implement policies with future careers in mind, which would in turn raise concerns over accountability.

This thesis outlines a history of juvenile justice in Ireland. However, it does not amount to a straightforward narrative history, rather, it draws inspiration from the later writings of Michel Foucault, specifically his essay ?Governmentality? (1991a). Here Foucault highlights the transition that takes place in the eighteenth century from the ?art of government? to ?political science?. This science involves all the institutions, forms of knowledge, techniques and tactics that constitute the ?mentality? to govern. After Foucault, a rich vein of literature utilising the concept of ?governmentality? emerged and this thesis draws from and engages with this literature, especially that developed by Mitchell Dean and Nikolas Rose.

Traditionally, historians have viewed this period as being dominated by Ormond and that its only interest lies in its being the aftermath of the Cromwellian Settlement and prelude to the 1688 Revolution. This thesis re-evaluates both of these features. Firstly, Ormond's pre-eminence is reassessed, and it is shown that after 1671, at least, Ranelagh and the various English treasury ministers were the dominant force in Irish matters. Secondly, and more importantly, it is shown that these years marked a unique period of Irish history. The foundations for this reinterpretation are based upon viewing the government of Ireland through a financial perspective. Up until 1667-68, the crown's Irish policy was principally concerned with securing Ireland for the monarchy, but, as the king freed himself from the tutelage of his Clarendonian advisers, the crown began to pursue the goal of political independence. This paper outlines recommendations for designing dispute resolution processes where territorial self-government has been used as a conflict management tool. Based on an analyse of the success of Constitutional Courts, or equivalent bodies, in resolving such disputes in existing cases it outlines how such Courts can be structured to maximize their ability to settle disputes between relating to the TSG arrangements. It also outlines how an additional political arbitration committee might be useful.

Objective: To investigate the uptake of and attitudes towards a voluntary government-led energy (calorie) menu labelling initiative in Ireland among a representative sample of food-service businesses and to inform further actions that may need to be undertaken to facilitate successful implementation. Design: A mixed-methods approach, incorporating a national telephone survey, structured observation visits and semi-structured interviews. Setting: Twenty-six counties in the Republic of Ireland. Subjects: A random selection of food-service businesses (n 604) participated in the telephone survey. Businesses which indicated that they did display calories were selected to participate in structured observation visits (n 42), along with a random sample (n 38) of businesses that did not display calories. The aim of this study is to provide an analysis of the reaction of Irish Catholics to government policy from the accession of James I in 1603 to the arrival of Thomas Wentworth in 1633. During this period the Dublin administration pursued aggressive reforms that aimed to alter the Irish polity in the aftermath of war. A succession of lords deputy and lord justices sought to 'civilise' the kingdom from its former 'barbarity', seeking to secure the country in the interests of New English Protestants. The overarching aim of this reform was to integrate Ireland more fully to practices in England.

This report is written to meet the following objective: conduct research and provide analysis and recommendations on issue of archiving and preserving CGDI’s geospatial data assets, including solutions for perpetual access. The report is based primarily on research of available documents and literature, supplemented by consultations with a primary stakeholder, Library and Archives Canada (LAC). The report is structured in nine chapters, including this introduction. The second chapter provides a synopsis and analysis of some of the more significant legislative requirements for the archiving and preservation of Canada’s geospatial data. The third chapter reports on the consultation with Library and Archives Canada concerning their guidelines and best practices that might be used across government. Abstract:
We examine optimal industrial and trade polices in a series of dynamic oligopoly games in which a home and a foreign firm compete in R&D and output. Alternative assumptions about the timing of moves and the ability of agents to commit inter temporally are considered. We show that the home export subsidy. R&D subsidy and welfare are higher when government commitment is credible than in the dynamically consistent equilibrium without commitment. Commitment thus yields welfare gains (though they are small) but so does unanticipated reneging, whereas reneging which is anticipated by firms yields the lowest welfare of all.

Research on citizen satisfaction with respect to public policies has significant public and political value. Politicians are generally seeking effective public policies that favourably impacts citizens’ satisfaction. Citizen satisfaction index is a plausible mechanism for public policy makers to monitor and evaluate the public policies. While surveys on citizen satisfaction are common among agile and progressive public administration and governments, automating the computation of citizen's’ satisfaction is challenging. Given that surveys and evaluations related to citizen satisfaction are retrospective, remedial actions when necessary are always somewhat late. We describe in this poster a predictive analytics framework for citizen satisfaction with respect to public policy based on the previous citizen sentiments past related policies.

Abstract:
Can voters in multi-party systems predict which coalition will form the government with any degree of accuracy? To date, studies which explore voter expectations of coalition formation have emphasized individual-level attributes, such as education, but the complexity of the environment at the time the coalitions are forming should also be consequential in enabling (or handicapping) voters in forming expectations. We examine the relative effects of individual level attributes(e.g.education, cognitive mobilization) versus contextual factors (e.g.information availability) in 19 German state elections and 3 German general elections between 2009 and 2017. Thirty years ago, more or less, we attained our independence as a nation and proceeded to set up our own government with high hopes for our island territory both within and beyond the dividing frontier which cuts across it. We were free to form our own institutions, to build up our liberties in our own way, to fix limits to the intervention of the State in our daily lives, to establish the methods and the procedure of our government, to give ourselves our own Constitution. It is true that we were utterly untrained and inexperienced in the ways of national self-government and that our acquaintance with local self-government was very short and very chequered.
