Abstract:
Since the 1980s, regional development policy in advanced economies has emphasised the promotion of endogenous development potentials within regions, with local/regional government playing a leading role in the creation of effective governance structures for mobilising these potentials. A key feature of this approach is the adoption of the city-region" as the organising unit for pursuing local/regional development. Ireland has not followed this lead, continuing to rely on external investment as the main engine of economic growth and failing to devolve highly centralised functions which could give local/regional government a more effective developmental role. This article argues that the 2012 Action Programme for Effective Local Government proposes a regional structure which is meaningless in terms of city-region development and fails to address the governance weaknesses which inhibit development at the regional and local levels. Abstract:
This dissertation examines the nature and development of labour relations in Ireland from the turbulent birth of the Irish Free State in 1922 to the enactment of the Industrial Relations Act and the establishment of the Labour Court in 1946. It focuses on the evolving relations between the labour movement (for the purpose of this study this comprises both the Labour Party and trade unionism) and the government of the day. Four broad thematic questions inform this study. First, to what extent did the government and the trade unions engage effectively with one another? The dissertation explains how a Civil War mentality dominated the Cumann na nGaedheal government’s approach to labour relations during the first decade of independence when trade union protest could be deemed a threat to the security of the state. The fundamental aim of this thesis is to examine the effect of New Public Management (NPM) on the traditional roles of elected representatives, management and community activists in Irish local government. This will be achieved through a case study analysis of one local authority, Cork County Council. NPM promises greater democracy in decision-making. Therefore, one can hypothesise that the roles of the three key groupings identified will become more influenced by principles of participatory decision-making. Thus, a number of related questions will be addressed by this work, such as, have the local elected representatives been empowered by NPM? Has a managerial revolution taken place? Has local democracy been enhanced by more effective community participation? It will be seen in chapter 2 that these questions have not been adequately addressed to date in NPM literature. In the last paragraph of his most recent work (Chubb 1975) the doyen of Irish political scientists modifies only slightly a judgement originally advanced in 1964. At that time, prompted by Professor Brian Chapman's sharp observation of British government published the previous year, Professor Basil Chubb and David Thornley (1964) cast a cold eye over the operation of democratic processes in Ireland. Irish Government Observed offered one of the earliest critical surveys of the recruitment, role and performance of the Dail deputy, the insufficiencies of Oireachtas procedures and facilities, the inadequacies of the bureaucracy and political parties in presenting real policy choices. It says much both for Chubb's perspicacity and for the inertia of Irish political life that, over a decade later, so, many of the criticisms remain valid.

Abstract:
The purpose of this paper is to relate problems of asymmetric information to government grant giving. The innovation in the paper is to extend the asymmetricity to both principal (donor/government) and agent (recipient) unlike conventional models which analyse informational asymmetries emanating solely from the agent. The first model (adverse selection) in the paper has more than one type of principal, as in the common agency problem. In the second model (moral hazard) we extend difficulties of monitoring the agent's effort to the principal as well, hence we have double moral hazard.

The result of all this machinery and divided responsibility is, as we have seen, that the work is not done. Just as the Indian mutiny showed the folly of the double government of India, the Belfast case shows the folly of the double government of Ireland. If this was put an end to, by the Irish Office being erected into an independent department, the Lord Lieutenant would be enabled to have the corporation accounts which are sent to him each year audited under his direction in Dublin Castle, in immediate connection with the Irish Law Officers, who could advise on points of doubt and take proceedings promptly and efficiently if required, instead of waiting till the evil had grown to such height as it did by ten years of neglect in Belfast.

Abstract:
My purpose here is not to argue one way or the other as regards the controversy about the proper role, structure or finance of local authorities in Ireland. I propose to do no more than to parade some of the contributions which economics can make to an analysis of these issues. Much of what I have to say may seem rather remote from the nuts and bolts of reform, but I believe that we have only two sensible options for local Government: scrap it or completely reconstruct it. Some fairly basic analysis may therefore be of value. From an economic viewpoint, the design of polities should at a minimum consider the following: macroeconomic implications; efficiency in resource allocation; implications for the distribution of welfare; and efficiency in public choice. I shall use this taxonomy, although in a flexible way which reflects the non-separability of these categories.

The first means taking a backward look to try to arrive at some quantitative and qualitative idea of the present state of that system as compared with some European norms. The second is to attempt a forward look, given the likely implications of the fact that, in the Taoiseach's words in the latest Programme for Economic and Social Progress, "we have fundamentally changed our approach to managing our affairs".

Most of this research has focused on the impact on citizens in a bid to measure improvements in the quality and speed of the services provided. However, there is still a lack of understanding of internal users' reactions to new information systems and, in particular, new e-government practices. This research was conducted to provide a solution for the Saudi government to ensure the sustainability of the Saudi public healthcare sector. This research started by investigating the major causes of the sharp increases in the Ministry of Health budgets, then explored the possible funding options existing in other economies to find the most suitable options that meet the Saudi context. This chapter of Foreign Policy in the Republic of Ireland examines the nature of executive-legislative relations and, more broadly, the policy-making process in the conduct of Irish foreign policy. Amongst other phenomena it analyzes the institutional actors that assert most influence within the foreign policy-making sphere; the nature and intensity of the interaction between the government and Oireachtas in external affairs, the level of engagement of members of the Oireachtas with foreign affairs, including EU affairs; and the opportunity structures for parliamentary scrutiny and oversight of executive action. This thesis looks at the evolution of the interaction between the Ulster Unionist Party and the US government during the peace process that led to the signing of the Good Friday Agreement and its implementation. It uses mediation in ethnic conflict resolution as a theoretical framework as it defines the role that the US played in the peace process, presenting itself as an honest broker. This thesis contributes, firstly, to the gap in the literature on the unionist perception of the US involvement and provides new insight into the peace process. Secondly, it contributes to the wider debate in international mediation using Ulster Unionists-US relationship as a case study, in order to define to what extent leverage guarantees a long-term success. The present overall administrative structure of health services generally is set out in the chart at Appendix A. The legal basis for all health services is provided by the Acts passed by the Legislature. (Further controls over health matter are provided by (i) the annual Dail debate on Health Estimates (ii) Dail Questions and (iii ) the Public Accounts Committee) . Abstract:
The concept of a minimum spanning tree (MST) is used to study patterns of comovements for a set of twenty government bond market indices for developed North American, European, and Asian countries. We show how the MST and its related hierarchical tree evolve over time and describe the dynamic development of market linkages. Over the sample period, 1993?2008, linkages between markets have decreased somewhat. However, a subset of European Union (EU) bond markets does show increasing levels of comovements. The evolution of distinct groups within the Eurozone is also examined. The implications of our findings for portfolio diversification benefits are outlined.

This paper presents a review of the current state of macroeconomic theory concerning the impact of Government spending on economic activity. The models presented reflect the current approach in theoretical analysis of economic activity, incorporating such features as: A general, rather than partial, equilibrium approach to model building; Agents' behaviour is modelled as the result of the solution of an optimisation problem - maximising utility or profits. This contrasts with earlier approaches in which, in many cases, the postulated behaviour of agents was not derived as a solution to an optimisation problem (e.g., the Keynesian consumption function); The models are set in an intertemporal framework rather than the static approach previously employed; Expectations are assumed to be rational instead of the assumption of static or adaptive expectations previously employed; The impact of market clearing or non-clearing is explicitly accounted for.

The assembling of representatives of the self-governing Dominions and of India for the Second Imperial Conference, which is now taking place in London, has suggested to me the propriety of inviting the attention of this Society to the foundations and development of the constitutions of the self-governing Communities of the Empire and their relations, both fiscal and constitutional, with the Imperial Government. I approach this inspiring subject with much diffidence, because I am conscious that some of the questions which present themselves require for their discussion a familiarity with constitutional law and principles and a knowledge of Colonial history, which I do not possess. Abstract:
At the last meeting of Council of this Society, Mr. Jonathan Pim, made a suggestion that the recently published series of essays obtained by the Cobden Club on Local Government and Local Taxation in England, Scotland, Ireland, and other countries, presented a great body of information, as to which it would be valuable to institute comparisons between the institutions and laws in force in Ireland, and in other countries. In accordance with that suggestion, I have selected from the very able and comprehensive essay of Mr. MacNeel Caird, on Scotland, the following four points for comparing the results he has stated as to Scotland, with the corresponding questions as to Ireland : (1) Road Authorities in Scotland and Ireland ; (2) Scotch and Irish Local Courts; (3) Union Rating; (4) The Scotch Law for securing improvements in Town Holdings.
