Abstract:

The original article is available at hrbopenresearch.org

Objectives: To analyse the policy process that led to changes to the Finance Acts in 2001 and 2002 that gave tax-reliefs to build private hospitals in Ireland.

Methods: Qualitative research methods of documentary analysis and in-depth semi-structured interviews with elites involved in the policy processes, were used and examined through a conceptual framework devised for this research.

Results: This research found a highly politicised and personalised policy making process where policy entrepreneurs, namely private sector interests, had significant impact on the policy process. Effective private sector lobbying encouraged the Minister of Finance to introduce the tax-reliefs for building private ho...

Drug use in Ireland and Northern Ireland 2010/11 Drug Prevalence Survey: Polydrug Use Results: Bulletin 5
(2014)
Department of Health (Ireland)
Abstract:
This bulletin presents key findings regarding polydrug use (the use of more than one substance within a specific time period) in Ireland. These are based on the drug prevalence survey of households in Ireland and Northern Ireland. A representative sample of adults aged between 15 and 64 years was sampled during late 2010 and early 2011. The bulletin presents prevalence rates for combinations of both legal and illegal drug use for the Republic of Ireland and also examines gender and age differences and the relationship between the use of a particular substance and the use of another substance. The survey was carried out according to standards set by the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA). View the report here.

The information provided here gives a sense of the value of comparing population studies between the Republic and Northern Ireland, albeit incomplete comparisons in this case since the studies were conducted independently. We share enough that is both common and unique in our attitudes, health profiles and health systems to enable fruitful comparisons for both sides. Future opportunities for comparison should be more explicitly incorporated into the planning stages of such studies. We hope that this report will provide a catalyst for joint survey planning, such that information forthcoming can inform and benefit policy and practice in th...

Abstract:

This project was funded by a grant from the Irish Research Council, Health Service Executive and Crisis Pregnancy Programme.

There has been significant investment in sexual health research in Ireland over the last decade. Researchers at the Royal College of Surgeons in Ireland (RCSI) have been involved in the three national, cross-sectional, general sexual health surveys, involving 13,000 adults, that have been conducted in Ireland since 2003*. The first was The Irish Contraception and Crisis Pregnancy (ICCP) Study 2003 (ICCP-2003)1, which was designed to establish nationally-representative data on current attitudes, knowledge and experience of contraception, crisis pregnancy and related services in Ireland. This was followed, in 2006, by The Irish Study of Sexual Health and Relationships (ISSHR)2, which was designed to build a representative and reliable picture of sex and sexual behaviour in Ireland, including levels of sexual knowledge.
This report presents the main findings on self-reported medically attended injuries in Irish adults from the 2007 Survey of Lifestyle, Attitudes and Nutrition (SLÁN 2007) in Ireland, commissioned by the Department of Health and Children. The report is part of a series presenting in-depth findings from the SLÁN 2007 Main Report (Morgan et al, 2008). The SLÁN 2007 survey involved face-to-face interviews in the homes of 10,364 randomly selected adults, aged 18 years and over, with sub-studies on body size and a detailed physical examination. There was a 62% response rate to the survey. The sample is representative of the general population...

Abstract:

Research carried out on behalf of the Healthy Ageing Research Programme (HARP). Published by The Institute of Public Health in Ireland.

This project involves a cross-sectional study of community- dwelling older people aged 65 + years in the Republic of Ireland and Northern Ireland. Significant differences exist in policy, structures, coverage and funding between the two healthcare systems. These differences – a ‘one island – two systems’ situation – provide a unique opportunity to learn by comparing the health, social status and service experiences of two groups of older people on one island with two differing health and social services. Little comparative research has been conducted on the island to date. The aim of this report is to compare health and social status and related service provision in the Republic and Northern Ireland from the perspective of community-dwelling older people needing and/or using these services. Part of this comparison inc...

Genital Chlamydia trachomatis (CT) infection is the most common curable, bacterial sexually transmitted infection (STI) worldwide [1, 2]. The number of cases notified in Ireland increased from 3,353 in 2005 to 5,781 in 2009 [3]. Notifications have increased since 2004 when legislation requiring laboratory notification came into effect. Chlamydia is usually a ‘silent’ asymptomatic infection, spread without the knowledge of those transmitting and contracting it: most cases remain undetected and thus untreated. It is a major public health problem because it causes pelvic inflammatory disease (PID) in up to 30% of infected women who are not treated, which can lead to ectopic pregnancy and tubal factor infertility...

Nurse Migration to Ireland: An Overview. Nurse Migration Project Policy Brief 1
(2008)

Abstract:
Ireland, historically a net exporter of nurses to countries such as the UK and the USA, began in the 1990s to encounter nursing shortages. As a result, employers initiated international recruitment campaigns to facilitate the migration of qualified nurses to Ireland [1]. Despite being a newcomer to overseas nurse recruitment, the rate of recruitment to Ireland in recent years has been rapid and remarkable. Overseas trained nurses, mainly from outside of the EU, are now an essential component of the Irish nursing workforce. However, there is little information available about them to inform workforce planning and policy making. Questions include: Where are they from? What skills did they bring to Ireland [2]? Where are they now working? Are their skills being well utilised? And – of crucial importance – do they intend to stay in Ireland? If they intend to move on, what are the reasons and what would encourage migrant nurses, who have undergone recruitment and adaptation programmes, t...

Economic Evaluation

The aim of the economic evaluation was to examine the cost effectiveness of the two screening models tested in the Chlamydia Screening in Ireland Pilot (CSIP) study: (a) Clinical Setting screening, and (b) ’Pee-in-a-pot’ periodic screening in third level institution/college settings. The methodological approach comprised of a dynamic transmission model paired with an economic model. In both analyses, screening was compared to a control strategy of no organised screening, that is existing care in Ireland.

A public health system or provider perspective was adopted with respect to costs. The analysis considered the cost of scr...

Pharmacy education is provided for in Ireland by three Higher Education Institutions; The Royal College of Surgeons in Ireland (RCSI), University of Dublin, Trinity College (TCD), and University College Cork (UCC). TCD was the sole provider of the undergraduate programme from 1977 until 2002 when the School of Pharmacy RCSI opened. The Schools educate approximately 150 students per annum. Applications to study pharmacy are far in excess of the places available as demand is high, and the profession is therefore fortunate to attract students of high calibre.

There have been a number of recent developments which have transformed the landscape of pharmacye ducation and training in Ireland. Motor neuron disease in Ireland : epidemiology, risk factors and prognostic indicators
(2011)
O'Toole, Orna
Abstract:

This thesis describes a series of studies examining aspects of the epidemiology of motor neuron disease (MND). The Republic of Ireland has a unique database of all patients diagnosed with MND which allows detailed study of MND epidemiology over time. Approximately 200-240 patients in Ireland have MND at any one time and 80 patients are diagnosed on a yearly basis. Data on over 1000 patients has been collected since 1993. The Irish population is an ideal study group for analysis as we are a small island population, the patients are well characterised from a clinical perspective and the gene pool has remained relatively homogenous. In addition the number of specialists dealing with MND patients in Ireland is extremely small allowing near 100% capture of the population. Up until recently no data has been available for comparison on the MND population in Northern Ireland (NI) which comes under the jurisdiction of the UK NHS.

The first part of this study aimed...

Abstract:
The Institute of Public health in Ireland (IPH) produces population prevalence estimates and forecasts for a number of chronic conditions among adults. IPH has now applied the methodology to examine health conditions among young children across the island of Ireland. This report uses information collected from parents in the Millennium Cohort Study (MCS) along with population data collected in the 2011 Northern Ireland Census to estimate the prevalence of any longstanding condition, asthma, eczema, sight problems and hearing problems among seven-year-olds in Northern Ireland in 2011. The analysis identifies risk factors associated with each condition and provides estimates of the prevalence of these conditions for each of the 11 Local Government Districts.A report on health conditions among three-year-olds in the Republic of Ireland has previously been published by the IPH.See the Chronic Conditions Hub ...

Department of Health (Northern Ireland)
Abstract:
Independent Inquiry into Child Sexual Exploitation (CSE), led by Kathleen Marshall In September 2013, a Ministerial Summit was held on the theme of child sexual exploitation (CSE) in Northern Ireland. The Police Service of Northern Ireland (PSNI) referred to Operation Owl, an investigation of allegations of CSE in Northern Ireland, which had resulted in a number of adults being interviewed and some being arrested. Two weeks later, the then Minister for Health, Social Services and Public Safety, Edwin Poots, announced three actions to address this issue: an ongoing PSNI investigation focusing on 22 children and young people; a thematic review of these cases by the Safeguarding Board for Northern Ireland (SBNI); and an independent, expert-led inquiry into CSE in Northern Ireland, to be commissioned by the Minister for Health, Social Services and Public Safety and the Minister of Justice. The Minister for Education agreed that the Education and Training Inspectorate (ETI) would enjoin ...

The extent of population structure within Ireland is largely unknown, as is the impact of historical migrations. Here we illustrate fine-scale genetic structure across Ireland that follows geographic boundaries and present evidence of admixture events into Ireland. Utilising the ‘Irish DNA Atlas’, a cohort (n = 194) of Irish individuals with four generations of ancestry linked to specific regions in Ireland, in combination with 2,039 individuals from the Peoples of the British Isles dataset, we show that the Irish population can be divided in 10 distinct geographically stratified genetic clusters; seven of ‘Gaelic’ Irish ancestry, and three of shared Irish-British ancestry. In addition we observe a m...
