Abstract:
The pervasive and complex nature of "international outsourcing" has hampered efforts to quantify the importance of this phenomenon for national economies. Indeed, available evidence on the extent of "offshoring" associated with the U.S. economy is scant, rendering analyses of its economic impacts as unreliable at best. Attempts to gauge its direct employment effects must overcome definitional problems and data limitations, even if one ignores the immeasurable dimensions of this issue. The present study offers insight into the nature and extent of "captive offshoring" in relation to the entire U.S. economy. Using government data that report foreign affiliate sales back to U.S. parent firms, we provide a "ballpark" estimate of the potential for domestic employment loss associated with this type of foreign investment activity.

Abstract:
Innovation management is now seen as an important competitive advantage for Multi-national Corporation (MNC) subsidiaries located in Ireland¿s changing economy. This paper reports on the initial stages of a case study in the Operations division of American Power Conversion (APC) Ireland. The results of an innovation audit are presented that provide a reference point to begin the transformation to an innovative supply chain organization. The paper proposes the development of Networks of Practice to enable the diffusion of resulting innovations across the corporation.

The global financial crisis has witnessed a dramatic slowdown in FDI flows, yet concerns over its possible impacts on investment and employment in home and host economies have actually intensified. Although weakened national economies may be a source of many such concerns, research has yet to clarify many of the consequences of bi-directional FDI flows. Inward FDI is often prized by policymakers based on the belief that it results in job creation and technology transfer, but unresolved issues remain. For example, its role as a catalyst in local investment is unsettled, despite the general positive effect it has on domestic productivity. Evidence on the "crowding-in" vs. "crowding-out" hypothesis concerning FDI¿s impact on domestic investment remains scarce. Abstract:
Muintir na Tire’s role in the emergence of the discipline of Sociology in Ireland is usually acknowledged with reference to the Limerick Rural Survey (1958-64) that it initiated, part-funded and published. In the first half of the 1960s the movement also put proposals to the Irish government and sought US foundation grants for a centre or institute that would operate in the field of rural sociology and form part of Muintir na Tire’s organisational structure. Although Taoiseach Sean Lemass was positively disposed towards these initatives, opposition from the Departments of Agriculture, Education and Finance prevailed against them and Muintir na Tire was ultimately to find itself completely excluded from participation in the state-resourced institutional arrangements for carrying out social/sociological research in Ireland.

Abstract:
This paper presents the argument that the contents of spatial plans and the discursive framing of processes of spatial strategy-making are structured by the political geography of the formal institutions of governance through which spatial plans derive their legitimacy. At the same time spatial planning processes and strategies themselves may be active in the social construction of particular spatial (territorial and scalar) configurations. Spatial planning strategies for cities and regions increasingly seek to transcend political and administrative boundaries and embrace functional spaces and fuzzy boundaries. It is argued here however, that the spatial reach of such strategies in practice may be constrained by the formal structures of governance through which they are produced. Abstract:
In February 1958, the Irish Catholic Hierarchy sent a letter to its US counterpart. The letter stated that the UN policy of the Irish government `did not represent the feelings of Irish Catholics’. It also called on the US bishops ` make their influence effectively felt’ by Irish representatives in the United States in relation to two plays in the programme of the 1958 Dublin Theatre Festival which the Archbishop of Dublin regarded as objectionable. This was to be done by, in effect, threatening to encourage a US tourist boycott of Ireland. On neither of these matters had the Irish hierarchy made representations to the Irish government. This paper reproduces the letter, sets out the context in which it was sent, examines the response to it by churchmen in the USA and the role this played in bringing about the postponement of the Theatre Festival. Irish diplomatic and ministerial reaction to the discovery of what the Irish hierarchy had done is also discussed.

Abstract:
This paper uses data from the 2007 National Employment Survey to analyse the public-private sector wage gap in Ireland. The purpose of the paper is to highlight the issues around attempting to establish a definitive measurement of the public-private sector wage differential. A number of different approaches are used to estimate the public-private wage gap, and the limitations of these various methods are highlighted. A range of plausible estimates of this wage gap are presented for 2007. In particular, this report investigates the effect of weighting on the estimates as well as exploring the impact that the inclusion of size of enterprise has on the results. These results show that, in general, there is a premium associated with working in the public sector when average estimates are calculated. Abstract:
In the UK agriculture continues to have a major impact on the landscape, occupying 77% of the total land area, but its direct contribution to national enlployment is rIlarginal. In 1996 the agricult ural sector accounted for 1. 7% of the British workforce, down from 2.1 % in 1981 and 2.5% in 1971. Some of the reasons for this are the UK's early industrialisation as well as the distinctive inheritance traditions, which have prevented the progressive fragmentation of landed property. Nlore fundanlentally the continued decline can be attributed to the fact that (1) food comprises a decreasing proportion of household spending as incomes rise. and (2) the increase in technology which has led to the substitution of farm labour by various forms of capital.

This report was commissioned by the National Association of Travellers’ Centres (NATC) in light of the findings of the Value for Money Review (2008) and the report of An Bord Snip Nua (2009) which recommended the phasing out of the Traveller Training Centres. The object of the research was not to reverse this recommendation but rather to map the way forward in terms of adult education for Travellers in 21st century Ireland. The rationale provided in both reports for the closure of the 33 TTC’s was the low rate of progression by Travellers from the Centres into mainstream, further and higher education and the workforce. This research began with the aim of interrogating why so little progression had emerged from the TTCs, from the perspective of education stakeholders and Travellers themselves.

This thesis is the product of my living theory of effective learning support practices in National College of Ireland. As a journey of improvement, it describes how I came to be a learning support tutor and attempted to put in place educational practices and resources that were equally accessible, fair and supportive to all students. This process of improvement is described using a self-study action research approach, which I used to reflect on my teaching practices. Using mixed methodology I combined my own self-reflection with the views of students, which together allowed me to identify areas where I needed to improve upon. Having then identified that I was living in a state of contradiction, I applied elements of universal design theory, inclusive teaching practices and concepts of equality, to create three principles of student-centred learning support. This evaluation report presents findings from the early implementation of the Laptops Initiative for students with dyslexia and other reading and writing difficulties during the period December 2000 to September 2003. The report situates the Laptop Initiative in the context of the national and international focus on how best to integrate ICTs into the daily fabric of teaching and learning with a concurrent policy move toward providing support for students with learning difficulties in mainstream settings. These three themes - early implementation, ICT/technology integration, and provision of learning support for students in mainstream settings - are the central themes in the report. Abstract:
The university campus of NUI Maynooth forms a substantial part of Maynooth town. Location based services (LBS) could be important for visitors to the campus and town in assisting them to make the mast of their stay, particularly if they are not familiar with the town. In this paper we discuss an LBS application for Maynooth university campus and Maynooth town based on OpenStreetMap. The solution uses open source software and public participation rules to build its database. The work provides a prototype LBS system for NUI Maynooth which is currently under active development. The paper mainly describes some completed components of the work: data acquisition and pedestrian navigation algorithm design. Future work on path optimization and 3D applications is also discussed.

Abstract:
Location Based Services should deliver pertinent information to the user at the right place and at the right time. Such is the range of available content, that it must be filtered and prioritised according to the user's context to reduce wait time and eliminate the delivery of unwanted information. Whiie some contextual information can be inferred from the device sensors, such as location and time, a deeper understanding of the user's context can be inferred by combing these sources with an implicit interpretation of the user's actions. This paper proposes an experiment to compare the user's actions in a real world environment to his actions in an identical virtual world, enabling accurate contextual inferences to be made. The real world study allows an analysis of real movements, which can be correlated with movements in the virtual world, with a greater potential for additional psychological analysis as part of the virtual world.

Pedestrian Navigation requires effective communication between the mobile device and the user. The Mobile device should be able to give feedback to the user ensuring there is minimum input and attention of the user required. Mobile interaction for navigation has mostly been through the use of visual interfaces with maps and annotations. This paper describes a Multi-modal, haptic interface witb the visual interface of an OpenStreetMap on a mobile platform. The Wiimote is used as the haptic tool which will vibrate based on the navigation path to be taken by the user wit signals from the mobile application via a wireless connection using bluetooth.

Abstract:
Feedback control theory has been widely used in many fields; this paper introduces this theory into a model for a pedestrian navigation system. Based on the model, several feedback channels are designed and analysed using control theory. The pedestrian is not only a data receiver but also a data collector. All collected information is stored in a temporal database and can be used for spatial-temporal analysis. At the same time, feedback control theory can integrate all modules of the system as whole, which can help to improve the overall effectiveness. Based on information fed back and feedback control theory, the pedestrian navigation system will help users to "see more, understand better, and decide more quickly."

Abstract:
This paper considers the use of a 'combinatorial optimization' technique in the aggregation of environmental benefit values. Combinatorial optimization is used to statistically match population census data to a Contingent Valuation survey. The matched survey and census information is then used to produce regional and national total WTP figures. These figures are then compared to figures derived using more standard approaches to calculating aggregate environment benefit values. The choice of aggregation approach is shown to have a major impact upon estimates of total benefits at a regional level, especially when the target population displays considerable heterogeneity across space.

Abstract:
This article explores how proponents of a public health model of alcohol policy have, for more than a quarter of a century, argued consistently but unsuccessfully for an integrated national alcohol policy in the Republic of Ireland. It looks in particular at the past decade, a time when increases in alcohol consumption and related problems strengthened the case for such an integrated policy, and when managerial innovations in the sphere of cross-cutting management appeared to provide a template for its implementation. A number of explanations are offered for the refusal of successive governments to respond to what its advocates see as the only rational, evidence-based approach to the prevention of alcohol problems. Abstract:
A dual Pyroelectric InfraRed (PIR) sensor node is used for human activity monitoring by using simple data processing techniques. We first point out the limitations of existing approaches, employing PIR sensors, for activity monitoring. We study the spectral characteristics of the sensor data for the cases of varying distance between the sensor and moving object as well as the speed of the object under observation. The sampled data from two PIR sensors, is first processed individually to determine the activity window size, which is then fed to a simple algorithm to determine direction of motion.We also claim that human count can be obtained for special scenarios. Preliminary results of our experimentation show the effectiveness of the simple algorithm proposed and give us an avenue for estimating more involved parameters used for speed and localization.

Many studies have shown that the effective harnessing of ICTs is critical in local, national, and global efforts to adapt and mitigate the effects of climate change. Citizens must be provided with accurate information about environmental issues and should receive this through the most effective communication channels available. In this paper we describe work in progress in evaluating Twitter as a means of distributing environmental information to citizens. This work will attempt to measure how effective the Twitter medium can be in environmental awareness campaigns for issues such as climate change by carrying out an analysis of a regularly updated database of Twitter messages. This work will also look to establish if users are environmental issues through their Twitter networks.

The value of data archiving is increasingly recognized in Irish research policy. For example, IRCHSS requires that “whenever data is to be collected with the support of a grant awarded by IRCHSS, applicants must specify the means by which that data will be made available as a public good for use by other researchers.” The Higher Education Authority policy on open access states that: “Data in general should as far as is feasible be made openly accessible, in keeping with best practice for reproducibility of scientific results.”1 In order to meet these requirements, researchers and research organisations must consider how to manage and process data for archiving, as well as the ethical and legal issues (see Box 1) involved, when planning research projects.

Abstract:
In this paper we use Klepper's (2008) theory of the evolution of industrial concentrations to study the role of entrepreneurial activity in the evolution of the Irish biotechnology sector. Specifically, we study the characteristics of new entrants, and the relationships between new entrants and existing private firms and higher education institutes. Two distinct evolutionary processes involving, on the one hand, the university spin-offs and on the other hand private sector spin-offs are observed to have shaped the Irish biotech industry's development. We also add to Klepper's (2008) theory by relating the theoretical concept of inherited company traits to a different typology of spin-offs – university spin-offs versus private sector spin-offs.

<p>This is the second in a series of three papers which explore and describe ‘quality’ as a tool in the Irish Higher Education sector. This paper reviews macro, mesco and micro issues relating to quality assurance within the context of European Union Education Ministers’ communiqués and in Irish national policy. A micro perspective is then undertaken pertaining to the Dublin Institute of Technology describing how quality assurance systems and procedures emerged in the Institute. It also includes the Institute’s response to provisions made in the 1999 Qualifications (Education and Training) Act with reference to the necessity of carrying out quality reviews. The European University Association philosophy as the agency chosen to carry out one such review is outlined. The Discipline of Health Promotion at the National University of Ireland, Galway delivers a Postgraduate Diploma and Master's course in Health Promotion. While a core Research Methods module incorporates some teaching of evaluation research in health promotion, a need was identified for the further development of this component into a stand-alone module. This need was primarily driven by the development of competencies within the discipline of health promotion. Competency development within the field was a major theme of the Galway Consensus Conference (Allegrante et al., 2009) held by the International Union for Health Promotion and Education (IUHPE) in June 2008.
