The annual European Migration Network policy reports examine the main trends and policy development in the area of migration and asylum at EU Member State level. This seventh annual policy analysis report focuses on the period from January to December 2010. Important developments in the period included publication of an Immigration, Residence and Protection Bill in June 2010; continuation of a number of administrative and legislative changes related to employment permit holders introduced in 2009; and publication of a new five-year strategy document framework, Investing in Global Relationships, which set an objective of increased international student numbers in both overall higher education and English language schools by 2015. In addition, changes to renewal arrangements for ‘Green Card’ holders came into effect in August 2010, and in November 2010, updated immigration arrangements concerning those eligible under the five year worker and redundancy policy were introduced with imme...

Abstract:
This report is the sixth in a series of Annual Policy Reports, a series which is intended to provide a coherent overview of migration and asylum trends and policy development during consecutive periods beginning in January 2003. Ireland continued to experience a period of economic crisis in 2009, with Gross National Product (GNP) and employment both contracting by over 8 per cent. The recession and financial crisis also led to a very rapid deterioration in the public finances and a dramatic shortfall of government revenue over expenditure. Two budgets took place in Ireland during 2009: a supplementary budget in April 2009 and Budget 2010 in December 2009. Changes arising included a reduction in Overseas Development Aid (ODA) and an overall reduction of 15 per cent in figures allocated to ‘Immigration and Asylum’ services within government departments. Abstract:
This paper is presented as a means of demonstrating that the Tierney Report, arising from the work of the Science Technology and Innovation Advisory Council (STIAC), has the potential to stimulate a new phase of socio-economic development. The Tierney Report pointed to a lack of awareness in Ireland of the importance of science, technology and innovation (STI). I hope to show what action the Report suggested as a way of improving the situation. For instance, although Bertie Ahern’s address to the Fianna Fáil Ard Fheis did refer to Irelands ‘Silicon Valley’ and Intel, it contained no commitment to indigenous innovation as a force for economic development. Knowledge and technology transfer by means of mobile international investment is an important component of national economic strategy, but it is only one element in the vector of development forces.

This evaluation report presents findings from the early implementation of the Laptops Initiative for students with dyslexia and other reading and writing difficulties during the period December 2000 to September 2003. The report situates the Laptop Initiative in the context of the national and international focus on how best to integrate ICTs into the daily fabric of teaching and learning with a concurrent policy move toward providing support for students with learning difficulties in mainstream settings. These three themes - early implementation, ICT/technology integration, and provision of learning support for students in mainstream settings - are the central themes in the report. Funded by the Combat Poverty Agency, this report presented a review and evaluation of the Community Addiction Response Programme (CARP) in Killinarden, Tallaght, in south-west Dublin. The report examined the historical background to the programme and looked at its development as a particular response to the issue of drug misuse in the area. Data were gathered using internal documentation, such as reports, proposals and minutes; semi-structured interviews with staff, team members, professional personnel attached to the programme, and programme participants; and academic and policy literature.

<p>This report represents a joint research initiative by the Tourism Research Centre and the School of Hospitality Management and Tourism at the Dublin Institute of Technology with the support of Dublin Tourism. The study has been conducted annually since 1999 and has amassed a wealth of rich data over the years. This report highlights the principal 2008 findings from the annual visitor survey including the characteristics and attitudes of out of state tourists visiting Dublin city. The key objectives of the survey are to improve the quality of urban tourism information within a Dublin city context and to provide those engaged in a wide range of tourism activities within Dublin city with the necessary information to make management decisions.</p>

This report was commissioned by the National Association of Travellers’ Centres (NATC) in light of the findings of the Value for Money Review (2008) and the report of An Bord Snip Nua (2009) which recommended the phasing out of the Traveller Training Centres. The object of the research was not to reverse this recommendation but rather to map the way forward in terms of adult education for Travellers in 21st century Ireland. The rationale provided in both reports for the closure of the 33 TTC’s was the low rate of progression by Travellers from the Centres into mainstream, further and higher education and the workforce. This research began with the aim of interrogating why so little progression had emerged from the TTCs, from the perspective of education stakeholders and Travellers themselves.

This report is presented to the Print and Packaging Forum in fulfilment of the activities envisaged under Research Agreement signed between the Leadership, Innovation and Knowledge Research Centre DCU and the Irish Printing and Packaging Forum dated 15 July 2010. The remainder of this report sets out our research findings and response to the requirements set out in the Research Agreement. Section 3 sets out our approach and research methodology including limitations on this study and subsequent findings. Section 4 details the research findings. A survey was conducted of the industry to provide information on various aspects of its performance. Unfortunately no firms operating in the newspaper or paper sectors responded thus impacting on the representativeness of the survey. The main findings are summarised below. This technical report gives an introduction to Distributed Interactive Applications (DIA), including a brief background with some examples. An outline of the three classes of challenges that drive the design of DIA architectures - the users, the physical restrictions, and the required capabilities - is given. The manner in which the designer addresses these challenges, namely dynamic extensibility, scalability, interactibility and interoperability, is explored in detail in terms of the software and network architectures.

I confess that when it was suggested to me that I might undertake a paper on the Report of the Vice-regal Commission on Irish Railways, I hesitated very much before accepting the task. It was, I felt, practically impossible to go into the question within the limits of a short paper, and I was conscious that such a paper should be prepared by a chairman or general manager of a railway company, and I am not even a director. Upon consideration, however, I felt that I was not altogether unprepared for the task. I have always taken a great interest in railways and railway management generally. I have studied them for years, and it so happens that I brought the condition of the Irish Railways before the public some thirteen years ago in various articles in the New Ireland Review.

Introduction The Children Acts Advisory Board (the CAAB) 1 is responsible for advising the Minister for Health and Children and the Minister for Justice, Equality and Law Reform on policy issues relating to the coordinated delivery of services to children and young people at risk under the Child Care Act, 1991 and the Children Act, 2001. In 2009 the CAAB commissioned the Children’s Research Centre, Trinity College Dublin to conduct an audit of Irish child protection literature. The study has two keys outputs, a database containing information from the research included in the audit and a report summarising the key points from the analysis of the database, information on funding sources and appropriate conclusions. Abstract:
This report presents a MOF-compliant metamodel for calculating software metrics and demonstrates how it is used to generate a metrics tool that calculates coupling and cohesion metrics. We also describe a systematic approach to the analysis ofMOF-compliant metamodels and illustrate the approach using the presented metamodel. In this approach, we express the metamodel using UML and OCL and harness existing automated tools in a framework that generates a Java implementation and an Alloy specification of the metamodel, and use this both to examine the metamodel constraints, and to generate instantiations of the metamodel. Moreover, we describe how the approach can be used to generate test data for any software based on a MOF-compliant metamodel. We extend our framework to support this approach and use it to generate a test suite for the metrics calculation tool that is based on our metamodel.

Abstract:
This Integration Monitor, the first of its kind in Ireland, seeks to measure migrant integration in four life domains – employment, education, social inclusion and active citizenship. The indicators follow those proposed in the Zaragoza Declaration, which aim to be comparable across EU Member States, based on existing data and focused on outcomes. The indicators are drawn from the latest available large-scale surveys in Ireland, and allow us to compare outcomes for Irish and migrant populations in each domain. This report also contains a special theme: immigrants in the workplace. Given the range of indicators presented here for the first time, particularly on social inclusion, active citizenship and immigrants in the workplace, we hope the Monitor can make a substantial contribution to understanding in the area.

Abstract:
International Context: As a mid-latitude country Ireland can expect its future temperature changes to mirror quite closely those of the globe as a whole. Best estimates of global temperature change by the end of the present century are currently in the region 1.8–4.0°C1. Regional Context: Weighted Ensemble Downscaling from Global Climate Models Global climate models (GCMs) have greatly improved in reliability and resolution as computing power has increased and better inputs from earth observation have become available. Despite this, they remain too coarse in terms of their grid size to enable climate scenarios at the scale necessary for impact analysis to be achieved. This study employs a statistical downscaling approach to overcome these difficulties and also to provide new information on model uncertainty with a view to reducing uncertainty in key sectors such as water resource management, agriculture and biodiversity.
