All European Member States have a responsibility to monitor the use of veterinary medicines in food producing animals, to ensure that produce from these animals do not contain residues that could be harmful to consumers. It is a requirement to implement surveillance monitoring in accordance with the Residues Directive (Directive 96/23/EC) and to have in place national plans (National Residues Control Plan-NRCP) for the monitoring of certain chemical substances and residues in a range of food producing species and products e.g. cattle, pigs, sheep, farmed finfish. The National Residues Control Plan for Aquaculture in Ireland is specifically for farmed finfish and forms part of the overall National Residue Control Plan.

The National Obesity Observatory has produced a new report - National Child Measurement Programme: Detailed Analysis of the 2006/07 National Dataset. The report highlights the usefulness of the NCMP for advancing our understanding of underweight, overweight and obesity in children. The report looks at the effects of socio-demographic and other factors on the reported prevalence of childhood obesity. It also identifies areas where improvements can be made, and where further analysis and investigation are required.

Objective Recent research from the European Commission (EC) suggests that the development and adoption of eHealth in primary care is significantly influenced by the context of the national health model in operation. This research identified three national health models in Europe at this time – the National Health Service (NHS) model, the social insurance system (SIS) model and the transition country (TC) model, and found a strong correlation between the NHS model and high adoption rates for eHealth. The objective of this study is to establish if there is a similar correlation in one specific application area – electronic prescribing (ePrescribing) in primary care. The present study investigates how attendees at national celebratory crowd eventsspecifically St. Patrick's Day paradesunderstand the role of such events in representing and uniting the national community. We conducted semi-structured interviews with people who attended St. Patrick's Day parades in either Dublin or Belfast. In year 1, full-length interviews were conducted before and after the events (N=17), and in years 1 and 2, shorter interviews were conducted during the events (year 1 N=170; year 2 N=142). Interview data were analysed using thematic analysis, allowing the identification of three broad themes. The Myocardial Infarction Audit Project (MINAP) began in late 1998 when a broadly based steering group developed a dataset for acute myocardial infarction (AMI). This allowed clinicians to examine the management of myocardial infarction within their hospitals against targets specified by the National Service Framework for Coronary Heart Disease (NSF). The audit project produces annual reports "How the NHS manages heart attacks" to show the performance of hospitals, ambulance services and cardiac networks in England and Wales against national standards and targets for the care of heart attack patients. MINAP has recently changed its name from the Myocardial Infarction National Audit Project to the Myocardial Ischaemia National Audit Project to reflect the importance of all acute coronary syndromes.

The National Children's Office (NCO) was established In 2001 to Improve all aspects of children's lives by leading and supporting the implementation of the National Children's Strategy, Our Children - The" Lives (November 2000). The Implementation of the National Children's Strategy is spearheaded by the Minister for Children, Brian Lenihan, TD, who reports to the Cabinet Committee on Children. The NCO is headed by the Director, Frances Spillane, who reports to the Secretary-General of the Department of Health and Children. The NCO has an advisory board of senior officials from government departments involved in implementing the National Children's Strategy.

We a re pleased to present the 2008 annual report of the Health Promotion Research Centre (HPRC) at the National University of Ireland , Galway. This report provides a summary of our research acitivity over the last year, gives a brief description of our current research projects and lists our dissemination activities including publications and conference presentations. Over the last year, the Centre continued its focus on the generation and application of quality research that supports best practice and policy in promoting health. In the course of 2008 the HPRC was succesful in attracting external funding from a range of national and international agencies. Working in collaboration with our research pa rtners research findings were dissimnated through peer review journals, commissioned reports, conferences and through national and local media. The National Council has published three editions of the Framework for the Establishment of Clinical Nurse/Midwife Specialist Posts which outline the roles, responsibilities, core concepts, competencies and minimum criteria for the establishment of clinical nurse/midwife specialist (CNS/CMS) posts. The National Service Plan 2017 (NSP 2017) sets out the type and volume of health and personal social services to be provided by the Health Service Executive (HSE) including those of the National Ambulance Service (NAS) in 2017, within the funding available to the HSE. Underpinning the NSP 2017, this plan, ‘National Ambulance Service Operational Plan 2017’ enables implementation of NSP 2017 within the NAS. The NAS operational plan gives focus to more detailed type and volume of services, incorporating explicit links between funding, staffing, specific targets, clearly defined timescales in terms of implementation of actions and the goals of the HSE Corporate Plan 2015 – 2017. The state is still the significant unit for innovative studies during the age of R&D globalization and innovation regionalization. Using the bibliometric method, this paper attempts to provide a comprehensive picture of national innovation studies based on data derived from the Web of Knowledge. In particular, we identify the most significant countries and institutions, major journals, seminal contributions and contributors, and clusters in the network of citations in the field of national innovation studies. The results are useful for understanding and promoting the field of national innovation.

This thesis examines the geography of the national education system in pre-Famine Ireland. Foucault's theory of governmentality and Jessop's strategic-relational approach have been utilised to situate this study in a broader theoretical context. In doing so, it has been possible to examine the spatial interactions between region specific networks of social relations and the rationale of the state that attempted to increase its control in Ireland. The interplay between the governmental rationale and wider social networks varied over space and resulted in the emergence of distinct regions of national school establishment.

Since 1988 the Republic of Ireland soccer team has been cast, in Irish media, as both symbol and material example of social, economic and cultural regeneration in Ireland. This paper argues that such claims are narrative discursive constructions, ways of collectively imagining national identity and interpreting recent social change by elevating individuals within the national team to the status of heroic national representatives and conjunctural markers of the tension between tradition and modernity. Two versions of this narrative are identified. The first is the construction of the team in terms of a narrative of postcolonial national ‘becoming’, which characterised the early years of Jack Charlton’s managerial reign, Charlton himself being the key symbolic figure. The second is the more recent figuring of the team as symbol and example of the recent ‘Celtic Tiger’ economic boom, the key player in which was Roy Keane. The current fragmentation of the early education field in Ireland (primary schools, sessional services, full day care and childminding all coming under this umbrella term) has lead to difficulties in implementing universal quality initiatives. The government has taken steps to address this with the introduction of Síolta, the National Quality Framework for Early Childhood Education. Now in its pilot phase, there has been poor uptake from National schools. In this study, semi structured interviews and focus groups were carried out with a group of Infant class teachers and Principals from the pilot programme to explore what factors influence their decision not to implement Síolta. The study also investigates whether this reaction to Síolta is a trend that we can expect to continue during the national roll out? This thematic section of Nations and Nationalism starts from a question of substantive political importance: How does institutional change - in particular reforms towards ethno-national equality and the opening of borders - affect national identification in divided regions? It takes the case of Northern Ireland where a radical process of institutional change is underway. It uses new approaches to national identity to map different aspects of change and continuity – in categories of identity and in their interrelations and contents, in elite and in everyday popular identifications (for useful overviews, see Abdelal et al, 2003; Ashmore et al, 2004). It examines the trajectory of the Protestant minority in the Irish state to show possible repertoires of change. This paper analyses the importance of decisions to interact nationally and internationally on the likelihood of process and product innovation for a sample of Irish firms. The key contribution is to provide an empirical test of the relative importance of geographically proximate versus distant interaction, using a two-step procedure to remove potential endogeneity in interaction decisions. In doing so it finds that only national and only international interaction have the expected positive effects on the probability of innovation, while engaging in both national and international interaction has no effect. The findings support hypotheses on the importance of both geographically proximate and distant interaction for innovation, though the lack of significance for both national and international interaction means there is no evidence to support the proposition that these forms of interaction are complementary.

Background: Suicide is a significant public health issue with almost one million people dying by suicide each year worldwide. Deliberate self harm (DSH) is the single most important risk factor for suicide yet few countries have reliable data on DSH. We developed a national DSH registry in the Republic of Ireland to establish the incidence of hospital-treated DSH at national level and the spectrum and pattern of presentations with DSH and repetition. Methods and Findings: Between 2003 and 2009, the Irish National Registry of Deliberate Self Harm collected data on DSH presentations to all 40 hospital emergency departments in the country. Data were collected by trained data registration officers using standard methods of case ascertainment and definition. The Registry recorded 75,119 DSH presentations involving 48,206 individuals. Statistical coverage of the sea trout catch is not so comprehensive as for salmon but a number of recent studies, providing information on aspects of the national or regional catches, are available for comparison with official catch statistics. The proportion of the official catch attributed to drift nets in the post 1968 period is thought to have been overstated. Draft nets account for a large proportion of the catch, averaging 29% in the 1970s but rod and line take the largest share of the fish, varying between an average of 47% in the 1940s to 66% of the national catch in the 1960s. Estimated catch has risen with the number of rod licences and two phases in these statistics have been noted: prior to 1959 and thereafter. On the other hand both official figures for the mean weight of catch per licence issued in the Connemara district and the catch per rod day recorded by fishery managers there have declined since 1927. Deliberate self harm (DSH) is the single most important risk factor for suicide yet few countries have reliable data on DSH. We developed a national DSH registry in the Republic of Ireland to establish the incidence of hospital-treated DSH at national level and the spectrum and pattern of presentations with DSH and repetition. Methods and Findings: Between 2003 and 2009, the Irish National Registry of Deliberate Self Harm collected data on DSH presentations to all 40 hospital emergency departments in the country. Data were collected by trained data registration officers using standard methods of case ascertainment and definition. The Registry recorded 75,119 DSH presentations involving 48,206 individuals. This is the second annual report produced on the activities of Best Health for Children. The project was established by the Chief Executive Officers of the Health Boards to promote conjoint working in the area of child and adolescent health.At the request of the Chief Executive Officers of the eight health boards a review was commissioned of the child health services for the 0-12 year age group in 1996. Dr. Sean Denyer, Dr. Lelia Thornton and Dr. Heidi Pelly carried out a comprehensive review that was completed in 1999 entitled 'Best Health for Children'. In early 1999 a National Conjoint Child Health Committee chaired by Dr. Sean Denyer was established to oversee the implementation of the report's recommendations. The National Council has undertaken research to provide a preliminary evaluation of the role of the ANP as part of its function in monitoring the ongoing development of specialist and advanced practice in nursing and midwifery (National Council for the Professional Development of Nursing and Midwifery 2005). The findings of the study indicate that the introduction of the role of the ANP in Ireland has been successful. The ANPs’ contribution to clinical patient/client care is clear. They are effective in delivering good quality, timely, holistic, and comprehensive care that is acceptable to patient/clients. They have been successful in implementing the role within the four core concepts (autonomy in clinical practice, expert practice, professional and clinical leadership and research) of advanced nursing/midwifery practice as defined by the National Council. In 2007, the Health Service Executive (HSE) launched its strategy Say No to Infection for prevention and control of healthcare-associated infections (HCAIs) (HSE 2007). This strategy set out a number of targets for the prevention and control of HCAIs, together with the actions the HSE would need to take to meet them. The targets were to reduce all HCAIs by 20%, MRSA infections by 30% and antibiotic consumption by 20%, all within five years. Two years later the Health Information and Quality Authority (HIQA) published National Standards for the Prevention and Control of Healthcare-Associated Infections (HIQA 2009), which highlight the importance of surveillance and monitoring of HCAIs in the prevention and control of these infections. In 1994 the Government launched a National Health Strategy, 'Shaping a Healthier Future'. Subsequently in 1995 a Health Promotion Strategy was launched. To support this Strategy a National Consultative Committee on Health Promotion was established. One of the main areas that this committee sought to address was the health of young people. To facilitate addressing this area a specific Sub-Committee on young people was established. This report arises from discussions that took place during the Sub-Committee meetings of the National Consultative Committee on Health Promotion. Additionally a number of meetings took place with young people to ascertain their views on their most immediate health education/promotion concerns and their views have been integrated into the report. The report was circulated to a number of relevant organisations for comment and appropriate relevant responses have been integrated into this report.

The HSE National Cold Chain Delivery Service has been in operation since September 2004. The service was initially implemented ona phased basis and has been available nationally since January 2005. All vaccines provided under publicly funded immunisation programmes are now delivered from a central site to GPs, hospitals and health centres on a monthly basis under documented temperature-controlled conditions. This service is provided by a company contracted by the HSE (United Drug Distributors)and overseen by the HSE National Vaccine Management Committee. During the months of May and June 2008 a customer satisfaction survey was carried outto see if the service was meeting GP customer needs and to assist with furtherdevelopment. A self administered questionnaire was delivered to GP customers by United Drug Distributors and returned by prepaid envelope to the HSE National Immunisation Office. There was a 65.8% response rate.
