The Central Statistics Office will publish the first results of its national House Price Index on May 13th 2011. This hedonic index is constructed using data on mortgage drawdowns by eight lending institutions under Section 13 of the Housing Act (2002). This paper describes how the development of the index has been largely driven by an impending European legislative requirement to produce indices of the costs of Owner Occupied Housing in the context of the Harmonised Index of Consumer Prices. It discusses the limitations of data on Irish residential property transactions in the context of the national House Price Index and the proposed register of property transactions. Practical considerations covering the treatment of data, the design of the hedonic functions, the rolling year regression model employed and the weighting of sub indices to form a composite national index are described. The cost of the three model schemes was estimated on the assumption that all employees would be specifically covered; it was taken that no groups of employees would be specifically exempted or excluded. Moreover, although it is still an open question whether provision will be made for the contracting-out, or partial contracting-out, of those who are satisfactorily covered in occupational or other pension schemes, the costs shown in the Green Paper do not take account of any such possibility. The aim of the present study was to provide a review of the current knowledge regarding cyberbullying in the Northern Ireland school system. There is great value in exploring cyberbullying from a cross-national perspective. Whilst recent literature presents cross-national perspectives on the nature, incidence, correlates, and prevention of cyberbullying, encompassing a wide range of countries, Northern Ireland is not included. Given its volatile social, ethnic, and religious history, Northern Ireland may potentially be an important addition to such cross-national perspectives.

This report presents findings from the National Consultation on Rare Disease overseen by the Institute of Public Health in Ireland on behalf of the Department of Health to inform the development of Irelandâ?Ts first National Rare Disease Plan. In 2009, the Council of the European Union recommended that all member countries develop a national plan for rare diseases with the framework of their health and social systems by the end of 2013. <p>This paper addresses the question: Can changes in internal organisational practices be effectively aligned with contentious national policy imperatives? One of the authors followed the implementation process of an Open Source Enterprise Management System in the South African Public Sector. During this process change management was observed in relation to challenges and opportunities in the alignment of the internal organisational changes to the imperatives of the national Free and Open Source Software policy. However, these typically focus on stroke care from acute event to hospital discharge rather than the full spectrum from prevention to long-term care. We report on a comprehensive national audit of stroke care in the community and hospitals in the Republic of Ireland. Looking at the nation as the unit of analysis, one way to become more competitive is to be innovative. Nelson (1993) directly addresses the innovativeness of nations using the concept of National Systems of Innovation (NSI). These are defined as "a set of institutions whose interactions determine the innovative performance....of national firms" (Nelson, 1993). The main premise of this concept is that innovation is central to competitiveness, and the key driver of innovation is knowledge, "the most fundamental resource in the modern economy" (Lundvall, 1992). The report highlights the usefulness of the NCMP Dataset in furthering our understanding of underweight, overweight and obesity in children, as well as highlighting some areas where improvements can be made in the programme, or where further analysis and investigation is required. The Report consists of two parts, the College lifestyle and Attitudinal National Survey (CLAN) and a Qualitative Evaluation of the College Alcohol Policy Initiative. Together, they provide a very concrete and practical basis for Colleges to move forward in the future in improving the welfare of their students. In 2001, the Health Promotion Unit of the Department of Health and Children, as part of its remit under the National Alcohol Policy to reduce alcohol related harm, assisted the National Working Group on Alcohol in Higher Education in producing the Framework for Developing a College Alcohol Policy. This thesis analyses the novels of Charles Robert Maturin in order to highlight the author?s engagement with contemporary literary forms, including the Gothic, the national tale, and the historical novel. By first offering a biographical account of the author?s life and works, it emphasises the ways in which Maturin?s background as an Irish Anglican clergyman contributed to his fascination with literary forms concerned with the resolution of personal and national alienation. Then, through a detailed comparison of Maturin?s novels with the national tales of Maria Edgeworth and Sydney Owenson, and the historical novels of Sir Walter Scott and John Banim, it suggests a reconsideration of generic conventions understood to characterise these forms. Background: There is an acknowledged lack of information about dementia in Ireland, including very poor coding of dementia across all care settings. Yet with dementia prevalence set to increase as our population ages, there is an urgent need to gather valid epidemiological data that provides accurate and reliable national estimates of current and future dementia prevalence, and facilitates the development of robust and effective dementia health and social policy (Cahill, O’Shea, & Pierce, 2012). This paper examines the construction of archives and in particular dance archives with special focus on the National Dance Archive of Ireland. The paper provides a contextual background to the establishment and workings of the archive and explores issues relating to postcoloniality. It suggests that proactive archiving and applied ethnochoreology within the context of dance archives can potentially play an important role in contributing to postcolonial agency in the construction of social and cultural identities.

Background: Over the last three decades in response to the growing burden of diabetes, countries worldwide have developed national and regional multifaceted programmes to improve the monitoring and management of diabetes and to enhance the coordination of care within and across settings. In Ireland in 2010, against a backdrop of limited dedicated strategic planning and engrained variation in the type and level of diabetes care, a national programme was established to standardise and improve care for people with diabetes in Ireland, known as the National Diabetes Programme (NDP). The NDP comprises a range of organisational and service delivery changes to support evidence-based practices and policies. The National Distance Education Centre in Ireland has adopted a cooperative and collaborative approach in meeting its primary aim of extending access to qualifications and training throughout Ireland to those who are unable to attend full-time education because of work, location, disability, or domestic reasons. This paper analyses the conditions which determine the effectiveness of partnerships and networks in the context of this experience. The paper will consider the challenges and opportunities facing cooperative national distance education systems in the context of new technologies, globalisation, and converging markets.

<p>The availability of the full text of Irish parliamentary questions offers opportunities for using machine learning techniques to examine the currently much discussed role of elected representatives (TDs) in the Irish parliamentary system. Bluntly, are TDs mainly national legislators or “constituency messenger boys”? This paper presents an initial investigation into the use of automated text classification techniques to categorise parliamentary questions from 1922 up to 2008 as national or local. The approach uses a bag of words representation, standard feature reduction methods and an SVM classifier. Initial results show there is very little evidence in the corpus of parliamentary questions in Dail Eireann to support the view that the role of the TD is determined by mainly clientelist/parochial imperatives.</p>

However, is this image still realistic and is it an image that can be sustained as Ireland develops post 2006? This question is examined through the course of this paper and relevant tourism policies are drawn on to illustrate this issue further.</p> <p>Over the past decade, Irish tourism has performed quite well and has made a strong contribution to the national economy<a>[1]</a>. This article uses case study data from a major Irish city council to investigate and explain public sector worker attitudes towards social partnership at local and national level. It is argued that the more sceptical attitudes to workplace partnership reflect structural differences between local and national arrangements, which have enabled public sector employers to use ‘social partnership’ as a constraint in the implementation process of a pre-determined public sector reform agenda.
