Lindsay Anderson: Britishness and national cinemas
(2011)
Gourdin-Sangouard, Isabelle
Achomaireacht:
This article will explore three key stages in Lindsay Anderson’s career that illustrate the complex relationship between the director’s negotiation of his own national background and the imposition of a national identity in the critical reception of his work. First, I will look briefly at Anderson’s early directorial career as a documentary filmmaker: by using references to the Free Cinema movement and Thursday’s Children (1953), I will show that, in both instances, the question of artistic impact and critical reception took on a transnational dimension. I will then discuss the production of a documentary short in Poland, which Anderson filmed at the request of the Documentary Studio in Warsaw in 1967, and which constitutes the director’s first experience of working in a foreign film industry. Finally, I will discuss Britannia Hospital (1982), the last feature film that Anderson made in Britain. Throughout the paper, I will also use material from the Lindsay Anderson Archive held at...

The Irish Information Literacy Project: the Gradual Building of a National Policy for Information Literacy
(2013)
Russell, Philip; Cavanagh, Jerald, LIT
Achomaireacht:

In recent years, the Republic of Ireland has witnessed a growth in information literacy (IL), with its importance recognised in independent and lifelong learning; there have also been some key developments which have helped to raise the profile of IL and facilitated a more coherent national approach to IL development (O’Brien & Russell, 2012). Despite this progress, there is a lack of an integrated approach for information literacy development and there still exists no unified national strategy for IL, either sectorally or cross-sectorally and IL “has not been recognised as such at the highest political level [in] Ireland” (Webber & McGuinness, 2007).

This paper outlines the development of information literacy in the Republic of Ireland since 2006. The author discusses the work of Library Association of Ireland’s (LAI) Working Group on Information Literacy (WGIL) 2006-2010 which was convened in 2006 to make recommendations to the LAI for the devel...

(2006)
National Suicide Research Foundation
Achomaireacht:
This is the fifth annual report from the National Registry of Deliberate Self Harm. It is based on data collected on persons presenting to hospital accident and emergency (A&E) departments as a result of deliberate self harm in 2005 in the Republic of Ireland. The Registry has had near complete coverage of the country’s hospitals since 2002. In 2005, for the first time, all general hospital A&E departments in the Republic of Ireland contributed data to the Registry. Data were also collected from two of the three paediatric hospital A&E departments in the country. The Health Service Executive (HSE) took over full operational responsibility for running the country’s health and personal social services on January 1st 2005. There are four HSE administrative regions: Dublin/ Mid-Leinster, Dublin/ North East, South and West. The HSE National Hospitals Office established eight hospital groups, two in each HSE region. This report presents the Registry findings at national level,...

Achomaireacht:
The National Council for the Professional Development of Nursing and Midwifery (the National Council) was established in 1999 (SI No 376) following the recommendations of the Commission on Nursing. Its primary purpose is to lead and promote the professional development of nurses and midwives and in particular to develop and evaluate clinical career pathways for nurses and midwives. Standards and frameworks developed and implemented by the National Council ensures that nursing and midwifery practice in Ireland develops in a safe and co-ordinated manner in the interests of patient/client care and in line with international best practice. Achomaireacht:
The National Council is committed to bringing to nurses and midwives in Ireland information on best practice in healthcare provision from around the world and to providing practical tools that will help to implement best practice throughout our health services. In line with this commitment, a new publication has been launched entitled Improving the Patient Journey: Understanding Integrated Care Pathways. The publication provides information and guidance on the implementation of integrated care pathways. It has already been very well received throughout the health services and I would recommend it to all of you as an important milestone in professional development in Ireland. This issue of the NCNM Quarterly Review continues to make evident the National Council’s commitment to monitoring and informing our readership about developments in the reform and restructuring of the health services in Ireland. In January, the Health Service Executive published its national service plan for 200...

Achomaireacht:
Welcome to the Spring/Summer 2010 edition of NCNM Review! Our regular Health Service Reform Programme slot focuses on the reform of cancer screening services taking place in the context of the European Partnership for Action against Cancer. Referring to the Health Information and Quality Authority’s evaluation of the use of resources for cancer screening, the article identifies best practice in the area of screening for colorectal cancer and indicates how nurses at all levels can use opportunities to play an important role in this activity. A great deal of progress has been made in recent years in Ireland in the fight against cancer. The National Council is committed to continuing to highlight opportunities for nursing and midwifery to make vital contributions to this work. Regular readers of the NCNM Review will already be aware of the work being done by the National Council in the evaluation of the effectiveness of nursing and midwifery practice. Major shortcomings of existing pension schemes and fundamental requirements for a new national income-related scheme
(1977)
Collins, C.
Achomaireacht:
I would like first of all on behalf of the Parliamentary Secretary to the Minister for Social Welfare to thank the Statistical and Social Inquiry Society of Ireland for arranging this symposium on the Green Paper entitled "A National Income-Related Pension Scheme". As stated in the foreword, the Parliamentary Secretary hopes that there will be detailed and widespread study and discussion of the ideas contained in the Paper. This is the first discussion of the Green Paper to be arranged since the Paper was published and I welcome the opportunity to outline the main shortcomings we see in the present pension system in Ireland and possible ways in which these might be overcome. In doing so I will try to draw together various questions raised throughout the Green Paper so as to focus the discussion on the issues of major importance. I might mention also that I have tried to avoid trespassing on areas which will be dealt with more appropriately by the second speaker, Mr. Honoha...

Achomaireacht:
The series of tables and notes which form the kernel of this contribution to the Society's symposium on National Income are designed as an appendix to the recent White Paper,1 which contained the official estimates of National Income and Expenditure for 1938 and 1944-50. In order to make comparison easy and to avoid the repetition of many definitions already given in the White Paper, the various items in the accounts have in the Notes been related to the data given in that document.

The preparation of national school pupils for technical training and industrial life

Achomaireacht:
The recent action of the Commissioners of National Education in Ireland instituting an official certificate for pupils leaving the higher standards in Day National Schools makes of practical interest the consideration of other provisions, long overdue, in the Primary Schools of the country. Some notes are made in this paper?from unavoidable circumstances rather loosely put together?on the need of the provision of Manual Instruction in Woodwork; of Medical Treatment for pupils of Day National Schools; and the organisation of Continuation Classes for such pupils on leaving the Day Schools for the working world.

"The Future of the Front National in France"
(2009)
ARNOLD, EDWARD JAMES
Achomaireacht:
The Future of the Front National in France The movement is not a spent force which will disappear with the demise of J-M Le Pen despite poor electoral results since 2007. Sarkozy appears to have occupied the political space and rhetoric of the FN with themes of cross-class appeal, and has infused his presidency with Gaullist energy on the international scene, but the conditions that have led in the past to the political success of the National Front are still present within the fabric of French society and politics. The decline in support for the FN is a symptom of an apparent return of the electors to supporting government parties. In 2007, votes for far left movements were also historically low. The conditions that have led in the past to the political success of the National Front are still present within the fabric of French society and politics. The social and urban fracture will be exacerbated by the recession that is on the horizon, and much higher levels of unemployment whic...

Revisiting the National Spatial Strategy ten years on
(2013)
Meredith, David; Van Egeraat, Chris
Achomaireacht:
International experience suggests that strategic spatial planning has the potential to underpin the delivery of effective public services and enhance the capacity for economic growth at national, regional and subregional levels (Albrechts, 2010). Strategic spatial planning, over the course of the past twenty years, has become increasingly central to social and economic development in many European countries and indeed the EU. Influenced by these developments, the publication of the National Spatial Strategy for Ireland 2002-2020 (NSS) in 2002 provided a response to the growing imbalances in socio-economic development that became increasingly evident during the Celtic tiger period in the late 1990s. The strategy represented a departure from conventional planning in Ireland by taking a more holistic perspective of changing geographies of population, settlement patterns and the distribution of employment opportunities. The implications of these changes led to the proposition of a socio...

Diaspora Strategies in Transition States: Prospects and Opportunities for Armenia
(2011)
Kitchin, Rob; Boyle, Mark
Achomaireacht:
The Armenian Ministry of Diaspora, in collaboration with the National Competitiveness Foundation of Armenia and USAID, is currently working to conceptualize, develop and implement a diaspora strategy for Armenia. We were invited to Armenia to meet with various actors involved in diaspora initiatives and to present an overview of how other countries engage their diaspora, with a particular focus on business and professional networks, to the Board of the National Competitiveness Foundation of Armenia and to suggest potential paths forward. We visited Armenia from November 11th to 15th 2009, presenting to the Board on November 14th. During our visit we met with a number of representatives from organizations forging links between Armenia and its diaspora (full list in Appendix 1). The purpose of this report is to present some preliminary thoughts on the emerging Armenia Diaspora Strategy. Our analysis should be read as embryonic and partial given it is based on solely on three intensive...

The Transatlantic Politics of Productivity and the Origins of Public Funding Support for Social Science Research in Ireland, 1950-1979 (NIRSA) Working Paper Series. No.22
(2004)
Murray, Peter
Achomaireacht:
The channelling of US aid funds into a drive to increase productivity was an important feature of the reconstruction of Western Europe after World War Two. Located within the Organisation for European Economic Co-operation (OEEC), the European Productivity Agency (EPA) played a key role in organising this productivity drive between 1953 and 1962 by constructing a network of national productivity centres. As an OEEC member state, Ireland joined the EPA when it was set up. But it did not take a significant part in the Agency’s activities until 1959 when the government approval for the setting up of an Irish national productivity centre given almost a decade earlier was finally put into effect. At the EPA’s prompting, a National Joint Committee on the Human Sciences and Their Application to Industry (HSC) – probably the first body involved in providing public funding support for the creation of a social science research infrastructure in Ireland - was also set up. Beyond the standard work model? Varieties of flexible working time organization in Europe (NIRSA) Working Paper Series. No. 71.
(2013)
Ciccia, Rossella; O Riain, Sean
Achomaireacht:
Working time has been among the first aspect of the employment relation to be the object of intense regulation at the national and supra-national level. This standard regulation of working time comprised a number of elements: full-time hours, rigid working schedules, strong employers’ control and clear boundaries around working time In spite of general claims about the erosion of this model, few studies have investigated this process in a comparative and empirical perspective. The aim of this paper is to investigate the diversity of working time arrangements in European economies by applying latent class analysis to data from the European Working Conditions Survey (EWCS). This analysis shows the existence of six different types of working time organization highlighting five cross-national patterns: multiple flexibilities, extended flexibility, standard, rigid and fragmented time.

Achomaireacht:

Settlement Selection: A Critical Consideration for a New National Spatial Strategy Plan? This Dissertation examines both Central Statistics Office (CSO) published and unpublished demographic evidence from the 2011 and previous censuses, so as to evaluate the 2002 National Spatial Strategy’s (NSS) selection of Gateways and Hub settlements. On its own, population is an incomplete measure of size. However, when used with emerging employment data, a robust methodological time-dynamic centrality model may be constructed based on population and Daytime Working Population (DWP) behaviour and other related and relevant investigations. The Model compares unpublished 2002 data of the NSS Plan with similar 2011 census for all large and medium-sized Irish settlements of 5,000 and over in population. The selected methodological approach analyses the group of eighty-five settlements comprising Ireland’s five cities and eighty Band 1 and 2 towns as at the 2011 census. A series of criteria...

Religious Public Discourses and Institutional Structures A Cross-National Analysis of Catholicism in Chile, Ireland, and Nigeria
(2014)

Achomaireacht:
This article examines the public claims-making and institutional arrangements of the Catholic Church through a comparative-historical study of the Catholic leadership conferences of Chile, Ireland, and Nigeria. Guided by theories from the sociology of religion and organizations, and drawing on historical and documentary sources including a content analysis of forty-two national-level pastoral letters, I document three empirical findings. First, the church appeals to national belonging more in missionary contexts than in traditionally Catholic settings. Second, Catholic religious leaders rely on secular and Catholic sources of legitimacy, but Catholic legitimations tend to predominate. Third, national hierarchies experience dissimilar resource opportunity structures in varying world geo-cultural regions. The theoretical contribution to the study of religious institutions and organizations in general is discussed in terms of taking account of specific local cultural conditions and str...

End of project report
The objectives of the National Soils Database project were fourfold. The first was to generate a national database of soil geochemistry to complete the work that commenced with a survey of the South East of Ireland carried out in 1995 and 1996 by Teagasc (McGrath and McCormack, 1999). Secondly, to produce point and interpolated spatial distribution maps of major, minor and trace elements and to interpret these with respect to underlying parent material, glacial geology, land use and possible anthropogenic effects. A third objective was to investigate the microbial community structure in a range of soil types to determine the relationship between soil microbiology and chemistry. The final objective was to establish a National Soils Archive.

Achomaireacht:
I am very pleased to receive the first report of the National Cancer Registry. The registry has been working hard to produce a detailed national data set on the incidence of cancer, and its first report is a most welcome step forward. Cancer is without doubt one of the major problems facing us today and one worthy of special support. On taking office. I set as a priority within my Department the development of services to combat cancer. The Department of Health's strategy document "Shaping a Healthier Future" identified cancer as one of the three major sources of mortality among those aged under 65 years in Ireland and it set out a medium·term target to reduce the death rate from cancer in the under-65 age-group by 15 per cent in the ten-year period from 1994. As an important contribution towards achieving that target. I published a National Cancer Strategy in November 1996. Its goal is to ensure the provision of an equitable and high quality cancer service throughout...

National Office for Suicide Prevention
Achomaireacht:
Suicide prevention is a significant public health issue in Ireland given the increase in suicide mortality and the emerging evidence of the negative impact of the economic downturn on mental health. In 2013, work commenced on the development of a new National Strategic Framework for Suicide Prevention. This Framework will provide a clear road map in relation to suicide prevention in Ireland. It will build upon the valuable work completed under Reach Out, the current National Strategy, and will reflect the best national and international evidence on suicide prevention to provide a clear set of actions and outcomes. The key principle to the Framework development is that of working together with our partners and the community, with a sense of common purpose, to achieve our shared aim: reducing the number of suicides in Ireland. .
