How are national identities transformed? If they are mostly narratives of belonging to a community of history and destiny to which people subscribe, those boundary-making procedures that constitute the political field by instituting differences can provide a tentative answer to this question. This paper is concerned with one such cultural practice, namely film-viewing. Globalisation, a boundary-blurring practice, has been the backdrop against which transformations in national identity are often discussed, either bemoaned as cultural imperialism or celebrated as ongoing hybridisation. This piece of research took Zhang Yimou’s controversial film Hero as a point of departure, and asked groups of Chinese audiences how they understood the Chinese identity it conveys. Although it is still a work in progress, provisional results are reported below.

In the new millennium a key issue being addressed in the construction of censuses is: Is it appropriate for censuses to include questions which go beyond matters of fact to involve memory or opinion? Questions which clearly involve opinion are usually either the subject of elections and referendums or are contained in opinion research – perhaps conducted by academics or by a commercial marketresearch organisation. Two inquiries on the boundary between ‘fact’ and ‘matter of opinion’ are those concerning religious profession and national identity. In Ireland religious profession was first introduced into the Census in 1861, national identity was introduced for the first time in 2011. This paper focuses on how far census data can be used to examine whether claimed religion and religion ‘brought up in’ are linked to national identity and what part (if any) residential location, age and socio-economic position play in any such link.

<p>This report represents the outcome of a review of new psychoactive substances2 within the Irish context, including a review of the outlets that supply these substances. The review was commissioned by the National Advisory Committee on Drugs (NACD) in accordance with Action 14 of the National Drugs Strategy (interim) 2009–2016. Action 14 provides for the monitoring of ‘head shops’3 and other outlets for the sale of psychoactive substances, under the Misuse of Drugs Act 1977 and the Misuse of Drugs (Amendment) Regulations 2007. Researchers at the Centre for Social and Educational Research (CSER) within the School of Social Sciences and Law at Dublin Institute of Technology (DIT), and at the School of Chemical and Pharmaceutical Sciences (DIT), conducted the review between May and August 2010.</p>

This is the eighth annual report from the National Registry of Deliberate Self Harm. It is based on data collected on persons presenting to hospital emergency departments as a result of deliberate self harm in 2009 in the Republic of Ireland. The Registry had near complete coverage of the country’s hospitals for the period 2002-2005 and since 2006, all general hospital and paediatric hospital emergency departments in the Republic of Ireland have contributed data to the Registry. This report presents the Registry findings at national level, by Health Service xecutive (HSE) region, HSE hospitals group and for the first time incidence rates are provided for the 32 HSE Local Health Offices in recognition of the fact that the Local Health Offices are the central focus of all HSE primary, community and continuing care services. Data by hospital are tabulated in the Appendices.

This is the sixth annual report from the National Registry of Deliberate Self Harm. It is based on data collected on persons presenting to hospital emergency departments as a result of deliberate self harm in 2006 and 2007 in the Republic of Ireland. The Registry has had near complete coverage of the country’s hospitals for the period 2002-2005. In 2006-2007, for the first time, all general hospital and paediatric hospital emergency departments in the Republic of Ireland contributed data to the Registry. Thus, for 2006-2007 the Registry achieved complete national coverage of hospital-treated deliberate self harm.

This is the third annual report from the National Parasuicide Registry. It is based on data collected over the year 2003 on persons presenting to hospital with parasuicide (deliberate self harm). As in 2002, data were collected from each health board region in the Republic of Ireland. There was complete coverage of the Midland, Mid-Western, North Eastern, North Western, South Eastern, Southern and Western Health Board regions and partial coverage of the Eastern Regional Health Authority region. In total, data were collected for the full calendar year from 39 acute hospitals. No data were collected from two general and one paediatric acute hospitals, all within the Eastern Regional Health Authority in 2003. Data were also collected from all 16 Irish prisons and places of detention. As of 2004, the National Parasuicide Registry has secured approval to collect data on deliberate self harm from all acute hospitals in the country.

Since January 1999, the Millennium Project Team has been working on behalf of the National Women's Council of Ireland on a national research, analysis and action study - Women Mopping the New Millennium. The project represents for NWA the largest financial investment ever in ascertaining women's views on priority issues (almost £400,000 of private & state funds). It has led to the six individual reports on Health, Local Development, Violence, Work, Education and Poverty, plus this Executive Summary. The Millennium Project also, just as importantly, has contributed to the building of the capacity of Irish women activists and their groups by upskilling 118 women as facilitators in participatory learning and research skills and data collection. Thus, when the Project finished, it left behind a legacy of skills which can be used and built upon by women in their own local community. The Charter is the result of extensive amendments of The Charter of The Adelaide Hospital. Dublin. The Oireachtas approved these amendments in the Health Act, 1970 (Section 76) (Adelaide and Meath Hospital Dublin, Incorporating The National Children's Hospital) Order 1996. This Order was facilitated by the Health (Amendment) (No. 2) Act, 1996 which is attached here, as an appendix to the Charter (Pages 65-72).

Much has been achieved over the last few years in implementing the vision for nursing and midwifery contained in the Report of the Commission on Nursing.There are now structures at national and regional level in Ireland for the management and development of the profession of nursing and midwifery.These structures are developing a sense of their own identity and of their respective roles and are beginning to impact on the development of services for the benefit of the clients of the health services and on the formulation of policy. It is important that these structures continue to develop in an empowered way. It will take time for all of the benefits to filter through, but there can be no doubt that enormous progress has been made thanks to the work and efforts of all those involved.The National Council looks forward to the progression of this agenda in 2003.

Healthcare structures and services in Ireland are gradually becoming more integrated, thus placing an onus on all professionals to work together for a seamless service that spans institutional boundaries. The end result will be a radical improvement in access to high-quality services and in patients’ and clients’ experiences of those services. Working towards this goal has posed, and continues to pose, huge challenges for nurses and midwives working in the healthcare services. The National Council’s Strategic Plan, 2007-2009 was prepared in such a way to enable us to respond and react quickly and effectively to the many challenges and changes, while at the same time providing direction for our usual business. So in 2008, as in previous years, the National Council provided leadership to the nursing and midwifery professions, assisting them to adapt confidently in their turn to ongoing changes

One of the central roles of the National Council is to work closely with the Nursing and Midwifery Planning and Development Units within each of the Health Boards to plan and make provision for additional funding for continuing education. This funding is over and above the normal funding that each Health Board has available for continuing education. It is intended to be used to address areas of continuing education that might not normally be funded. One of the most important functions of this funding would be to ensure that greater access to post-registration training/education and continuing professional development is provided. The National Council’s third annual conference was attended this year by almost 1,000 nurses and midwives. A detailed account of the contents of the conference is contained in this newsletter. The annual conference has become one of the most important events of the year for nurses and midwives, affording as many as possible the opportunity to come together to discuss issues of central importance to the development of the profession and of the services. The theme for this year’s conference was Achieving Strategic Outcomes: The Interdisciplinary Challenge. The appropriateness of the theme was underlined by the recent publication of the Report of the National Task Force on Medical Staffing, also known as The Hanly Report. Interdisciplinary working is becoming a key strategy in achieving increased effectiveness in the use of medical manpower, and nursing and midwifery occupy a central position in this strategy. A unique event in nursing and midwifery on the island of Ireland took place in Dublin Castle on the 5th April 2006, namely the launch of the All-Ireland Practice and Quality Development Database. This cross-border initiative came about as a result of co-operation between the Northern Ireland Practice and Education Council for Nursing and Midwifery (NIPEC) and the National Council for the Professional Development of Nursing and Midwifery. The idea for the database emerged from the All-Ireland Nursing and Public Health Project – Vision to Action as a result of recommendations of the Practice Development Sub-Group of this project. The database itself was established by NIPEC and we in the National Council are very pleased to be associated with its further development and launch. The Atkinson Review was commissioned by the UK National Statistician in December 2003 to advance methodologies for the measurement of government output, productivity and associated price indices in the context of National Accounts. The report sets out the principles that should underpin future work in the measurement of government output and productivity. It makes specific proposals for improving output measures in Health, Education, Public Order and Social Protection. It also recommends broad approaches for developing the measurement of the output of public services that will improve the accuracy, coverage and interpretation of figures, with publication of methods and figures to ensure transparency and debate on ways of achieving further improvements. Sir Tony Atkinson, Warden of Nuffield College, Oxford, is one of the worlds leading economists and an expert in public economics.

The National Insurance scheme is contained in the National Insurance Act (Northern Ireland), 1946, several amending statutes, and scores of regulations made under all those Acts. Some of the phrases used in the Acts and regulations seem especially designed to cause disputes as to their meaning and in their application. In fact, they were probably intended as a compromise between an indication of policy and flexibility in the application of the policy to individual cases. The recent review of the undergraduate nurse education in Ireland called for new standards in curriculum design and further research into the effect of curriculum on student learning. The National Survey of Student Engagement (NSSE) is recognised and used internationally as a rich source of information on the undergraduate educational experience including students? approaches to learning. Higher education research literature suggests that curriculum may influence students? approach to learning and ultimately the quality of their educational achievement. The National Spatial Strategy (NSS) identifies a set of 'gateways' and 'hubs' envisaged as becoming the main drivers of regional growth. A key aim of the NSS is the creation within these centres of specialised and competitive enterprise bases. This paper examines the progress that has been made towards the achievement of these objectives. Using data derived from the Forfas annual survey of state-assisted enterprises, the paper analyses trends in employment in the gateways and hubs, and the evidence of sectoral clustering at regional level, over the period 2001-2011. In both cases the results were largely negative, with most gateways/hubs experiencing substantial employment loss, and only Cork and Galway portraying the kind of dynamism envisaged by the NSS. This Ph.D. identifies the spatial structures associated with Ireland’s economic geography through an analysis of travel-to-work patterns. In doing so it applies, within the Irish context, novel techniques to identify local labour market areas using data that, heretofore, were unavailable to researchers in Ireland, i.e. detailed spatial interaction data describing the journey to work. The primary aim of this thesis is to address a research lacuna concerning labour and labour market areas within the field of economic geography in Ireland. This research augments our understanding of the spatial structure of Ireland’s economy through the identification of local labour market areas and elucidates the geographies of who works where and places these within an international context. Complementarity between urban centres is a key element of Ireland‟s National Spatial Strategy and Northern Ireland‟s Regional Development Strategy. Both documents encourage the development of complementary roles for urban centres, at both the intraregional and inter-regional or national scale. In addition, at the intra-regional scale, different roles and functions are accorded to different types of urban components. Although the documents do not define complementarity, in most cases the term appears to signify functional distinctiveness/specialisation of urban centres. Such complementarity can be defined at different level of functional aggregation. Both documents are vague as to the level of aggregation and provide few clear suggestions as to the different roles or functions that are accorded to the various urban components.
