Achomaireacht:
Acoustic surveys on blue whiting (Micromesistius poutassou) spawning aggregations in the north east Atlantic have been carried out by the Institute of Marine Research (IMR) Norway since the early 1970s. The 2014 survey was part of an international collaborative survey using the vessels RV Celtic Explorer (Ireland), RV Fridtjof Nansen (Russia), RV Tridens (Netherlands) and the RV Magnus Heinason (Faroes). The total combined area coverage extended from the Faroe Islands in the north (62° N) to south of Ireland (52° N), with east -west extension from 4°-19° W. International survey participants meet shortly after the survey to present data and produce a combined relative abundance stock estimate and report. The combined survey report is presented annually at the WGIPS meeting held in January. The information presented here relates specifically to the Irish survey.

First Report on the Implementation of the ICT Principles
(2014)
O'Neill, Brian
Achomaireacht:

It was a core commitment from the outset in 2010, when discussions began on the formation of an ICT Coalition spanning the whole ecosystem of internet-connected devices and online services, that any such self-regulatory initiative would need to demonstrate its commitment to independent assessment of its members’ achievements in online safety, given the concerns of the public and other stakeholders in this area. This report is the first such assessment, carried out by Dr Brian O’Neill, two years after the formal launch of the ICT Coalition - a timely moment to review the achievements of ICT Coalition members, assess the state of play in the area of online safety policy and consider what the key areas for further consideration and action should be in the next few years.

Given the diversity of its membership, there are inevitably differences in the way in which companies have implemented the core Principles of the ICT Coalition, and this report should be rea...

Achomaireacht:
Problem-based Learning (PBL) has proved itself as a successful teaching and learning environment in the medical field, and has slowly become the preferred teaching and learning method in other disciplines. In this report we look at the learning theories that have influenced PBL and investigate the use of PBL in computer science. We extend the boundaries of PBL and software engineering education with a proposal that fully integrates PBL into a computer science and software engineering degree structure. The objective of this proposal is to produce graduates who can successfully transfer their knowledge and skills into practical situations in new domains.

Discrete Structures Teaching: A Systematic Literature Review. Technical Report: NUIM-CS-TR-2010-01
(2010)
Whelan, Thomas; Bergin, Susan; Power, James F.
Achomaireacht:
The ACM curriculum defines Discrete Structures as foundational material for computer science; material that the ability to work with is necessary for many other areas of computer science. However a significant amount of uncertainty remains on how exactly to teach the subject to computer science undergraduates in a tangible way. This technical report presents a systematic literature review of the literature relevant to the teaching of discrete structures and evaluates the findings of the process. A categorisation of the results is described followed by an analysis of each category.

Achomaireacht:
International Context: As a mid-latitude country Ireland can expect its future temperature changes to mirror quite closely those of the globe as a whole. Best estimates of global temperature change by the end of the present century are currently in the region 1.8–4.0°C1. Regional Context: Weighted Ensemble Downscaling from Global Climate Models Global climate models (GCMs) have greatly improved in reliability and resolution as computing power has increased and better inputs from earth observation have become available. Despite this, they remain too coarse in terms of their grid size to enable climate scenarios at the scale necessary for impact analysis to be achieved. This study employs a statistical downscaling approach to overcome these difficulties and also to provide new information on model uncertainty with a view to reducing uncertainty in key sectors such as water resource management, agriculture and biodiversity.

Specifying Coupling and Cohesion Metrics using OCL and Alloy. Technical Report NUIM-CS-TR-2008-02
(2008)
McQuillan, Jacqueline A.; Power, James F.
Achomaireacht:
This report presents a MOF-compliant metamodel for calculating software metrics and demonstrates how it is used to generate a metrics tool that calculates coupling and cohesion metrics. We also describe a systematic approach to the analysis ofMOF-compliant metamodels and illustrate the approach using the presented metamodel. In this approach, we express the metamodel using UML and OCL and harness existing automated tools in a framework that generates a Java implementation and an Alloy specification of the metamodel, and use this both to examine the metamodel constraints, and to generate instantiations of the metamodel. Moreover, we describe how the approach can be used to generate test data for any software based on a MOF-compliant metamodel. We extend our framework to support this approach and use it to generate a test suite for the metrics calculation tool that is based on our metamodel.

Challenges in modern Distributed Interactive Application design (Technical Report)
(2004)
Marshall, D.; Delaney, D.; McLoone, Seamus; Ward, Tomas
Achomaireacht:
This technical report gives an introduction to Distributed Interactive Applications (DIA), including a brief background with some examples. An outline of the three classes of challenges that drive the design of DIA architectures - the users, the physical restrictions, and the required capabilities - is given. The manner in which the designer addresses these challenges, namely dynamic extensibility, scalability, interactibility and interoperability, is explored in detail in terms of the software and network architectures.

Achomaireacht:
This report provides the results of the third underwater television on the ‘Porcupine Bank Nephrops grounds’ ICES assessment area; Functional Unit 16. The survey was multi-disciplinary in nature collecting UWTV, CTD and other ecosystem data. In total 67 UWTV stations were successfully completed in a randomised 6 nautical mile isometric grid covering the full spatial extent of the stock. The mean burrow density observed in 2014, adjusted for edge effect, was 0.10 burrows/m². The final krigged abundance estimate was 722 million burrows with a relative standard error of 3% and an estimated stock area of 7,108km2. The abundance estimate was 6% lower than in 2013. Landings options at various different fishing mortalities were calculated in line with the recommendations of WKNEPH 2013. Fishing at Fmsy in 2015 implies catches of 1,850 t which close to the 2014 catch limit. This is because of an increase in average mean weight of the landings. The three species of sea-pen; Virgular...

Achomaireacht:
This report provides the main results and findings of the thirteenth annual underwater television on the Aran, Galway Bay and Slyne head Nephrops grounds, ICES assessment area; Functional Unit 17. The survey was multi-disciplinary in nature collecting UWTV, fishing, CTD and other ecosystem data. In total 33 UWTV stations were successfully completed in a randomised isometric grid design at 3.5nmi or 6.5km intervals over the known range of the stock on the Aran Grounds. The mean burrow density observed in 2014, adjusted for edge effect, was 0.29 burrows/m². The final krigged burrow abundance estimate was 287 million burrows with a CV (or relative standard error) of 4 %. Abundance estimates have fluctuated considerably over the time series. The 2014 abundance estimate was 9% lower than in 2013 and the lowest estimate in the 13 year time series. Raised abundance estimates for Galway Bay and Slyne Head were also low for those areas. Using the 2014 abundance estimate together with...

Achomaireacht:
This report provides the main results of the 2014 underwater television survey on the ‘Labadie, Jones and Cockburn Banks’ ICES assessment area; Functional Unit 20-21. Some exploratory UWTV stations were carried out in 2006 and 2012. In 2013 ~60% of the ground was surveyed. This was the first survey to achieve full coverage of the newly defined area. The 2014 survey was multi-disciplinary in nature collecting UWTV, CTD and other ecosystem data. A randomised isometric grid design was employed with 98 UWTV stations at 6.0 nmi intervals. The mean burrow density was 0.19 burrows/m2 compared with 0.16 burrows/m2 in 2013. The 2014 geostatistical abundance estimate was 2.1±0.1 billion a 26% increase on the extrapolated abundance for 2013. Highest densities were general observed towards the middle of the ground, but there were also high densities observed close to boundaries. Using the 2014 abundance and recent fisheries data it is possible to estimate harvest ratios consistent with v...

The “Smalls” Nephrops Grounds (FU22) 2014 UWTV Survey Report and catch options for 2015
(2014)
Lordan, C.; Doyle, J.; Fitzgerald, R.; O'Connor, S.; Blaszkowski, M.; Simpson, S.
Achomaireacht:
This report provides the main results and findings of the ninth annual underwater television survey on the ‘Smalls grounds’ ICES assessment area; Functional Unit 22. The survey was multi-disciplinary in nature collecting UWTV, CTD and other ecosystem data. A total of 52 stations UWTV stations were carried out over an isometric grid at 4.5nmi or 8.3km intervals. The krigged burrow abundance estimate for the Smalls ground increased by 22% relative to 2013 and was the highest in the 9 year time series. The final abundance estimate was 1,622 million with a CV of 8% which is well below the upper limit of 20% recommended by SGNEPS 2012. Using the 2014 estimate of abundance and recent mean weight and discard data would imply total catches at Fmsy in 2015 of 3,797t. This implies landings of 3,409 tonnes. Temperature on the seabed varied by 2oC over the Nephrops ground with coldest values around 9.4oC in the deepest part of the area. Only one species of sea pen Virgilaria mirabilis wa...

Achomaireacht:
This report provides the main results and findings of the 12th annual underwater television survey on the ‘Irish sea west Nephrops grounds’ ICES assessment area, Functional Unit 15. The survey was multi-disciplinary in nature collecting UWTV and other ecosystem data. The 2014 design consisted of a randomised isometric grid of 101 stations at 4.5 nautical mile intervals out over the full known extent the stock. The resulting krigged burrow abundance estimate was 4.6 billion burrows. This was a similar result of that obtained in 2009, and slightly higher than the abundance in 2013. The spatial distribution shows a decline in abundance in the south-eastern area compared to 2013 figure, while a slight increase is apparent in the North and in the middle of the area. Overall densities remain high and abundance remains relatively stable, well above MSY Btrigger. Reducing the number of stations compared to 2011 is not expected to have significantly affected the accuracy of the survey estim...

Achomaireacht:
The focus of this project is inter- agency communication. This report evaluates how formal terminology underpinned by health informatics standards can assist health care providers to communicate patient centred information across traditional service boundaries more efficiently and effectively. It provides evidence on how nurses work between different environments across different settings. The tool devised for shared care by the project team may serve as a starting point for those individuals who are engaged in the development of discharge or transfer of patient centric care documentation e.g. the newly established clinical directorates. The participants in this project who are primarily nurses recognise that formal communication processes involving interagency communication between the primary care, continuing care, and acute care sectors is currently dependent on informal communication processes such as the telephone or fax machine. The process of approaching formal communication ...

This report was prepared on behalf of the Construction Industry Federation as Ireland’s initial contribution to the Leonardo da Vinci Project: Euroconstruction.

The report is divided into 3 sections.

Section 1 concentrates on the recent and likely future changes in the structure of the Irish construction market and the impact of these changes on project management and project financing. The recent growth of the industry is documented and predictions for the future of the industry in Ireland are summarised. The conclusions reached show that an increased involvement in the financing of public projects is required from the private sector if current levels of construction activity are to be maintained.

Section 2 identifies the needs of construction companies and project management specialists in the areas of project management and project financing. The findings show that an increased level of training, particularly in th...

This Report proposes a framework of mental health service delivery with the service user at its centre. The emphasis is firmly on recovery and on facilitating active partnerships between service users, carers and mental health professionals. Its recommendations are innovative and some of them are challenging. However, I have nodoubt that their implementation will bring about farreaching change and modernisation in the Irish mentalhealth services, which will be to the benefit of everyone concerned.” Tim O'Malley T.D.Minister of State at the Department of Health & Childrenwith special responsibility for mental health Download the Report (PDF, 1mb)
