In the southwest of Ireland and the Celtic Sea (ICES Divisions VIIaS, g & j), herring are an important commercial species to the pelagic and polyvalent fleet. The local fleet is composed of dry hold polyvalent vessels and a small number of purpose built Refrigerated seawater vessels (RSW). The stock is composed of both autumn and winter spawning components and the fishery targets pre-spawning and spawning aggregations. The Irish commercial fishery has historically taken place within 1-20 nmi (nautical miles) of the coast and focused on aggregated schools within the spawning cycle. In recent years the larger RSW vessels have actively targeted offshore summer feeding aggregations in the south Celtic Sea. The Marine Institute fisheries science services carried out a deepwater survey in 2006, to revisit earlier survey areas from the nineties and investigate the impact of the high levels of exploitation on the abundance and biological parameters of the deepwater species. The survey was carried out in three areas, two of which were located on the western continental slope and the third on the northern slope of the Porcupine Bank. Hauls were made at four depths, 500m, 750m, 1000m and 1500 meters. Eight comparative tows were made with the Scottish research vessel, RV Scotia. The object of the survey was to collect biological information on the main deepwater fish species, and also to collect benthic invertebrates and bottom sediment samples. The northwest and west coast herring acoustic survey programme was first implemented in 1994, with the current winter spawning survey representing the 9th in the time series. The stock in this area is composed of 2 spawning components (autumn and winter), covering a large geographical area. Spawning occurs over a protracted period of over 4-months from late September through to late March. The age profile of the survey stock as generated from trawl samples indicated ages ranging from 1-7 years. Maturity samples indicate the largest proportion of the stock to be in a pre-spawning, spawning or spent state, with small amounts of immature fish, as would be expected at this time. Acoustic surveys targeting blue whiting (Micromesistius poutassou) spawning and post spawning aggregations in the north east Atlantic have been carried out by the Institute of Marine Research (IMR) Norway since the early 1970s. In the early 1980s a coordinated acoustic survey approach was adopted, with both Russia and Norway participating to estimate the size of this migratory stock within the main spawning grounds to the west of Ireland and Britain. Since 2004, an International coordinated survey program has expanded to include vessels from the EU (Ireland and the Netherlands) and the Faroes. From the early 1970s the abundance of boarfish (Capros aper) was seen to increase exponentially and distribution spread increasingly northwards along the western seaboard and Bay of Biscay (Blanchard and Vandermeirsch, 2005). This survey represents the third dedicated research survey for boarfish in the time series. The commercial fishing vessel MFV Felucca (as in 2011), an active participant in the fishery, was equipped with a calibrated scientific echosounder (Simrad EK 60) and transducer within a towed body. Data from this survey, in addition to the extensive biological research carried out on this species, forms part of a larger program aimed at increasing the knowledge of this species and its abundance outside of the commercial fishery. Acoustic surveys on blue whiting (Micromesistius poutassou) spawning aggregations in the north east Atlantic have been carried out by the Institute of Marine Research (IMR) Norway since the early 1970s. The 2012 survey was part of an international collaborative survey using the vessels RV Celtic Explorer (Ireland), RV Fridtjof Nansen (Russia), RV Tridens (Netherlands) and the RV Magnus Heinason (Faroes) and the FV Brennholm (Norway). The total combined area coverage extended from the Faroe Islands in the north (62° N) to south of Ireland (52° N), with east -west extension from 4°-19° W. International survey participants meet shortly after the survey to present data and produce a combined relative abundance and biomass index the blue whiting spawning stock in western waters. In 2009 two Non-Governmental organizations (NGOs) submitted a legal complaint (Anon. 2009 a) against Ireland to the EU Commission (EU Pilot Case 764/09/ENV1). The substance of the complaint was that Ireland was failing to comply with the Habitats Directive and the Environmental Impact Assessment Directive in three named fisheries; the Delphi (Bundorragha River), the Newport Fishery (Newport River) and the Ballynahinch Fishery (Ballynahinch River). The complainants also cited a failure to protect both the salmon (Salmo salar) and the freshwater pearl mussel (Margaritifera margaritifera). In responding to the complaint a detailed scientific investigation was undertaken. Long term research and specifically commissioned studies were accessed and their data drawn on to ensure a comprehensive and accurate response based on the best available scientific data and information. This report provides the main results and findings of the eighth annual underwater television survey on the ‘Smalls grounds’ ICES assessment area; Functional Unit 22. The survey was multi-disciplinary in nature collecting UWTV, CTD and other ecosystem data. The sampling intensity was reduced this year from around 100 stations in the past to 51 stations this year. A randomised isometric grid design was employed with UWTV stations at 4.5nmi or 8.3km intervals. Previously a 3.0 nmi square grid was used. The krigged burrow abundance estimate for the Smalls ground has decreased by 19% relative to 2012 and was the fourth highest in the 8 year history of the survey. Abundance estimates have been fairly stable over the time series. The 2013 randomised isometric grid design result in a CV (or relative standard error) of 7% which is well below the upper limit of 20% recommended by SGNEPS 2012. The Report sets out to paint a 'broad brush' review of the activities and range of services which were provided during 1997. Inevitably, only a small number of these can be included when one considers that the Board aims to provide health and social gain for a population of 317,069 over an area of more than 3,000 sq. miles and employs more than 4,000 people in a very wide range of professions and disciplines. The year brought changes both in the constitution of the Board and in the Executive. Mr. Denis Doherty, who was Chief Executive Officer for a period of nine years left at the end of January, and I would like co take this opportunity to pay a special tribute to his dedication, commitment and farsightedness during the period of his dual appointment as Chief Executive Officer of both this Board and the Midland Health Board. As someone who has experienced the Irish Healthcare System, both as a practitioner and as a user, I am confident that the quality of our care in the Southern Health Board is second to none. My priority is to continue to ensure that our consumers are at the centre of everything the Southern Health Board does, so that they receive the best and most appropriate care possible. This report allows us in the Southern Health Board the opportunity to demonstrate how we have affected positive change over the course of the year. SUMMARY The second year of operation of the Health Research Board has been characterised by a period of consolidation combined with some further rationalisation. At the beginning of the year the Board decided to engage in an execise to review its research activities and to establish research and funding priorities for the future. As part of this process a wide consultation took place with the research community and research users and the feedback received from both individuals and groups proved extremely valuable to the Board in planning its future programmes. Although the funds available to the Board remain severely limited it did prove possible to develop some new research activity through its various grant schemes. A total of 46 new high quality research projects were initiated and funding support for a further 43 on-going research projects was renewed. During 1997, the Board continued to develop and improve its services for the people of the region and this report outlines the level and nature of that progress. The Chairman and members of the Board have been courageous and far sighted in the decisions they have taken in policy formation and innovation. They are creating an environment which encourages good work and best practice while being sensitive to the needs of the recipients and users of our services. The transfer of ownership of Our Lady of Lourdes Hospital, Drogheda from the Medical Missionaries of Mary to the Board in May 1997 is of major significance to the region's health service and my appreciation and thanks are due to all involved in effecting a very smooth transfer. The North Eastern Health Board continued to develop the range and quality of services available to all during 2000. This is the fifth annual report for our Board and it gives a broad outline of the wide range of services and activities during the year. On a personal note, 2000 was my first year as the Board's Chief Executive Officer. I am extremely grateful for the support and co-operation which 1 have received from the Board and the staff during this year, and especially the assistance, loyalty and advice of the members of the Management Team. Three new members were welcomed to the Management Team during the year with the appointment of Mr. Lany Walsh, Mr. Aidan Browne and Mr. Jim Curran following the recommendation of the Local Appointments Commission. These individuals bring With them a wealth of knowledge and experience to the Management Team and are most welcome to their new posts. The report illustrates the very comprehensive range of services which are provided by this Board with the objective of achieving health and social gain for the resident population of the North West region. The Board's policy of delivering services in an integrated way as close as possible to the consumer was evidenced again during 1997 with the further development of a number of high quality primary care centres throughout the region. These include new centres in Drumshanbo, Falcarragh, Buncrana and Collooney. Work on several other primary care centres also got under way during the year.
