This study reviewed all international, European and national law relevant for the development of a framework for marine spatial planning (MSP) for Irish waters. The report details the identification of a range of options for MSP for Ireland and the criteria for testing these options. It explains the process of refining and developing both the options and the criteria in conjunction with the Enablers Task Force (ETF) to form preliminary conclusions.

Northwest Herring Acoustic Survey Report 22nd June – 12th July, 2014
(2014)
Nolan, Cormac; O'Donnell, Ciaran; Campbell, Andrew; Sullivan, Mairead; Mullins, Eugene
Achomaireacht:
The northwest and west coast (ICES Divisions VIaS & VIIb, c) herring acoustic survey programme was first established in 1994.The summer 2014 survey represents the seventh in the new time series (est. in 2008). The survey was coordinated through the ICES Working Group of International Pelagic Surveys (WGIPS). The Irish component was carried out to cover the statistical rectangles between 53°30’-58°30' N and 12°-5° W as laid out in the WGIPS report (ICES, 2014). Combined survey data on herring distribution, abundance and age are used to provide a measure of the relative abundance of herring within the Malin shelf stock complex. Survey data on stock numbers at age are submitted to the ICES Herring Assessment Working Group (HAWG) and used in the annual stock assessment process. The northwest and west coast (ICES Divisions VIaS & VIIb) herring stock is composed of two spawning components, autumn and winter spawners. Spawning covers a large geographical area and extends over a...

NICHOLL, HONOR
Achomaireacht:
This report provides the evaluation from the perspective of students on the three modules of the first modular programme in children?s palliative care (2011-2012) at the School of Nursing and Midwifery, Trinity College Dublin funded by the Irish Hospice Foundation. Background to Children?s Palliative Care Project Children?s palliative care has increasingly been recognized as a distinct specialty and area of practice (Department of Health & Children 2001, 2010, Department of Health & Children and Irish Hospice Foundation 2005). In Ireland, education for healthcare professionals in children?s palliative care has been limited (Department of Health & Children and Irish Hospice Foundation 2005). This innovative project responds to national and international policies that indicate the need to develop and implement children?s palliative care interdisciplinary education. The modules are the first children?s inter-professional palliative care modules in Ireland and were delivered...

SEX and sexuality are core dimensions of the human experience and an important determinant of well-being. An individual’s sexual behaviour and sexual health cannot be separated from their social and cultural context. This is brought out in the World Health Organisation’s (WHO) definition of sexual health. It is concerned not just with the absence of disease or dysfunction but with a broad definition of health: “Sexual health requires a positive and respectful approach to sexuality and sexual relationships, as well as the possibility of having pleasurable and safe sexual experiences, free of coercion, discrimination and violence.” Nonetheless, sexual behaviour can have serious consequences for physical health. Achomaireacht:

This report was completed on behalf of the Prevention Implementation Committee (PIC) of the European Association of Cardiovascular Prevention and Rehabilitation (EACPR), the prevention and rehabilitation-focused association of the European Society of Cardiology (ESC), to assess where and to what extent these measures have been pursued in different European countries. Acknowledging differing structures, traditions, enablers and constraints across European countries, the study sought to evaluate progress in implementation, focusing on guideline implementation structures, processes and outcomes. It is hoped that the insights gained will provide guidance to the EACPR about how best to achieve gains in promoting implementation, as well as informing the 5th JTF in its current work of updating the guidelines.

CPR 4 Schools Evaluation Study Report
(2010)
Burke, Helen; Morgan, Karen; McGee, Hannah
Achomaireacht:

This report outlines an independent evaluation of the CPR 4 Schools programme by the Population Health Sciences Division of the Royal College of Surgeons in Ireland (RCSI). The study aimed to examine teachers’ experiences of running the programme in their classrooms and to identify what they considered to be the positive and the negative aspects of the training. The study also aimed to assess students’ knowledge and acceptance of CPR just after completing the programme and again six months later, to evaluate the medium-term impact of training.

CPR 4 Schools is an ambitious training programme developed by the Irish Heart Foundation (IHF) to equip post-primary school students with cardiopulmonary resuscitation (CPR) skills. In the 2008–09 school year, a pilot of the programme was rolled out to 27,000 Transition Year students. The programme is one element of the IHF’s strategy to improve survival rates from sudden cardiac arrest, which causes an estimate...

Health Service Executive Emergency Departments. Patient Profiles, Experiences and Perceptions. Report of a National Survey among people who attended during 2006.
(2007)
Health Services Research Centre, ; The Irish Society for Quality and Safety in Healthcare (ISQSH); Ipsos MORI
Achomaireacht:
This report was commissioned by the HSE and carried out by an independent organisation The Irish Society for Quality and Safety in Healthcare, in partnership with the Royal College of Surgeons in Ireland and Ipsos MORI Ireland.
Ireland has 53 publicly funded acute hospitals, 35 of which have Emergency Departments. Every day these Emergency Departments see an average of 3,300 people, the majority of whom are treated there and then and discharged without the need for in-patient admission. To better understand the service user or patients’ experience of the service, the HSE contracted an independent research company to survey, by computer aided telephone interview, 1,600 representative members of the public who had used Emergency Departments during 2006. The aim of the survey was to ask patients about their experience of attending an Emergency Department and to learn from their experiences as a basis for making improvements that matter to patients.

Genital Chlamydia trachomatis (CT) infection is the most common curable, bacterial sexually transmitted infection (STI) worldwide [1, 2]. The number of cases notified in Ireland increased from 3,353 in 2005 to 5,781 in 2009 [3]. Notifications have increased since 2004 when legislation requiring laboratory notification came into effect. Chlamydia is usually a ‘silent’ asymptomatic infection, spread without the knowledge of those transmitting and contracting it: most cases remain undetected and thus untreated. It is a major public health problem because it causes pelvic inflammatory disease (PID) in up to 30% of infected women who are not treated, which can lead to ectopic pregnancy and tubal factor infertility...

Achomaireacht:
This report provides the main results of the 2015 underwater television survey on the ‘Labadie, Jones and Cockburn Banks’ ICES assessment area; Functional Unit 20-21. This was the second survey to achieve full coverage of the full area. The 2015 survey was multidisciplinary in nature collecting UWTV, CTD and other ecosystem data. A total of 96 UWTV stations were completed at 6 nmi intervals over a randomised isometric grid design. The mean burrow density was 0.20 burrows/m2 compared with 0.19 burrows/m2 in 2014. The 2015 geostatistical abundance estimate was 2.0±0.02 billion a 2% decrease on the abundance for 2014 with a CV of 3% which is well below the upper limit of 20% recommended by SGNEPS 2012. Highest densities were general observed towards the north and southwest of the ground, and there were also high densities observed close to boundaries. Using the 2015 abundance estimate and updated stock data implies catch of 3045 tonnes and landings of 2225 tonnes. Only one species of s...

The D.O. of Rias Baixas is young in relative terms but unique in Spain and most elsewhere for its production of wines from the Albarino grape variety. This report draws upon a trip to the region to assess why Albarino is so successful but has also taken up an almost homogenistic form for fear of tampering with this success.

Some problems of policy-related attitude surveys — with examples from the Davis-Sinnott report
(1981)
McCullagh, Ciaran
Achomaireacht:
This paper offers a criticism of some of the problems involved in policy-related attitude surveys. It argues that the assumptions made in order to generate information useful to policy-makers are difficult to defend. The four particular assumptions examined concern the nature of the problem towards which people are presumed to have attitudes, the nature of attitudes themselves, the belief that attitude research is descriptive and finally the relationship between the nature of public opinion and the choice of a research methodology. The argument is illustrated with examples from the report by Davis and Sinnott (1979) on attitudes to the Northern Ireland problem.

Now that a new minority administration is here, it’s time to look at ways this government can improve on previous ones. One positive step could be to take on board the findings of a recent EU report on procurement practices. Entitled “public procurement—a study on administrative capacity in the EU”, it looks at the systems and structures of individual member states.

Atlantic Herring in 6aS/7b, c Industry Acoustic Survey Cruise Report, 28 November – 07 December, 2016
(2017)
O'Malley, M.; Clarke, M.; O'Donnell, C.; Murphy, I.
Achomaireacht:
The individual stock assessments for Atlantic herring Clupea harengus in 6aN and 6aS/7b, c have been combined into one assessment encompassing both stocks following a benchmark in 2015 (ICES 2015a). ICES still considers that two separate stocks exist. The main reason for the merging has been that the catches of mixed aggregations in the commercial fishery and in the summer acoustic survey could not be separated into the different stock components for the purposes of stock assessment. The consequence of this has been a zero TAC for herring in these areas for 2016 and 2017. In its autumn 2015 plenary report, the Scientific, Technical and Economic Committee for Fisheries (STECF PLEN 15-03, 2015), noted that from a stock assessment perspective, it would be beneficial to allow small catches in both management areas in the form of a monitoring TAC, to maintain an uninterrupted time series of fishery-dependent catch data from both stocks. On the request of industry, part of the monitoring ...
