Northwest Herring Acoustic Survey Report 24th June – 14th July, 2015
(2015)
Nolan, C.; Campbell, A.; O’Donnell, C.; Marrinan, M.; Parker, M.
Achomaireacht:
The northwest and west coast (ICES Divisions VIaS & VIIb, c) herring acoustic survey programme was first established in 1994. The summer 2015 survey represents the eight in the new time series (est. in 2008). The survey was coordinated through the ICES Working Group of International Pelagic Surveys (WGIPS). The Irish component was carried out to cover the statistical rectangles between 53°30’-58°30' N and 12°-5° W as laid out in the WGIPS report (ICES, 2014). For 2015 only Irish data on herring distribution, abundance and age have been used to provide a measure of the relative abundance of herring within the Malin shelf stock complex. Survey data on stock numbers at age are submitted to the ICES Herring Assessment Working Group (HAWG) and used in the annual stock assessment process. The northwest and west coast (ICES Divisions VIaS & VIIb) herring stock is composed of two spawning components, autumn and winter spawners. Spawning covers a large geographical area and exte...

Parenting support and parental participation: Parenting support champions questionnaire report
(2017)
Crosse, Rosemary; Devaney, Carmel
Achomaireacht:
The purpose of the research is to ascertain the expectations for the role of Parenting Support Champions (PSC) from those who have volunteered for the position. Reasons why respondents volunteered for the role of PSC, aspects of the role that are of most interest to them, their views on ways in which the role will enhance parenting support, and their opinions on induction and training for the role to date are all detailed in this report. Respondents were also asked for suggestions and ideas for the PSC role and were given an opportunity to provide other comments should they wish to do so. Answers provided via a questionnaire distributed at the PSC project planning and networking day on 8 December 2016 contribute to the process, implementation and outcomes study of the PSC project, informing in a formative way the development of activities in this area.

McDonnell, James
Achomaireacht:
To simplify the title to land and facilitate the transfer thereof must always be a subject of much interest in this country, where so large a proportion of the wealth of the inhabitants consists of land. I will therefore offer no apology for bringing under the notice of the Society this evening the Report (dated 24th June, 1879) of the Select Committee appointed to enquire and report whether any and what steps ought to be taken to simplify the title to land, and to facilitate the transfer thereof, and to prevent frauds on purchasers and mortgagees of land; and also the First Report (dated 12th August, 1879) of Her Majesty's Commissioners appointed to inquire into the law relating to the registration of deeds and assurances in Ireland. The labours of both these bodies extended over the greater part of the years 1878 and 1879, and have produced important proposals for the amendment of the law. The Select Committee treated the question principally as it affected England; the Royal...

The Irish Currency Report of 1804
(2003)
Boyle, Gerry; Geary, P.T.
Achomaireacht:
May 2004 marks the 200-year anniversary of the publication of the House of Commons report of "The Committee on the Circulating Paper, the Specie, and the Current Coin of Ireland" . The report of this committee the 1804 Report has rightly been hailed by economic historians as "... a milestone in the history of monetary theory" . The significance of this report has, however, been overshadowed by the Bullion Report of 1810. It addressed essentially similar issues, and indeed cites with approval significant tracts of the Irish Report and was produced by a committee which contained some of the most influential members of the Irish Currency Committee of 1804 . The Bullion report probably assumed iconic status for the modern equivalent of bullionists, namely, monetarists, by the pivotal involvement of the great economist David Ricardo in its deliberations.

Sixth Annual Report of the Independent Monitoring Group for A Vision for Change – the Report of the Expert Group on Mental Health Policy – July 2012 This is the 6th Annual Report of the Independent Monitoring Group for A Vision for Change (IMG) and the final report of the Second Group. It is clear to the IMG that the implementation of A Vision for Change (AVFC) to date including 2011 has been slow and inconsistent. There is a continued absence of a National Mental Health Service Directorate with authority and control of resources. Reporting the Rhetoric, Implementation of the United Nations Convention on the Rights of the Child as Represented in Ireland's Second Report to the UN Committee on the Rights of the Child: a Critical Discourse Analysis
(2010)
Kiersey, Rachel; Hayes, Noirin
Achomaireacht:
<p>Ireland’s second periodic report to the United Nations Committee on the Rights of the Child (CRC) presents the government’s case that it is succeeding in protecting and promoting the rights of all children in Ireland. This article presents a critical discourse analysis of the governments Report to the CRC. Using a refined critical discourse analysis (CDA) model, based on the framework proposed by Chouliaraki & Fairclough (1999); the linguistic structure of the Report is examined alongside consideration of the wider socio-political context in which it exists. The Report is itself a promotional genre . It lists legislative change, strategy plans and other policy activity intended to have an impact on children’s rights. This promotional genre is realised in the Report through drawing on the language necessary to sell the government as successful in implementation of the Convention, to the CRC. Through adherence to the structured language of reporting, in tandem with the ca...

Achomaireacht:
The purpose of this report is to benchmark HSE compliance with its statutory obligations in relation to foster care and relative care as prescribed in the Child Care (Placement of Children in Foster Care) Regulations, 1995, the Child Care (Placement of Children with Relatives) Regulations, 1995 and the National Standards for Foster Care (2003); to identify areas where services are working well; and to highlight areas for service improvement where the audit reveals deficiencies in service delivery. A Preliminary Analysis Report, based on summary information, was issued in January 2010. Appendix 1 in this report provides a synopsis of the information contained in that report. This report provides a considerable amount of new information in relation to the performance of the HSE regarding the provision of services to children, foster carers and relative carers.

Information Commissioner – annual report 2011
(2012)
Office of the Information Commissioner
Achomaireacht:
I am pleased to introduce my ninth Annual Report as Information Commissioner. My Report covers the period from 1 January 2011 to 31 December 2011. Last year, in my 2010 Report, I raised concern about the number of important public bodies, such as the National Treasury Management Agency (NTMA) and the National Asset Management Agency (NAMA) which do not come within the remit of the FOI Act. I indicated in that Report that I welcomed the commitment relating to freedom of information contained in the Programme for Government, Government for National Recovery 2011 – 2016 to restore the Freedom of Information Act to what it was before the 2003 amendments and to extend its remit to other public bodies. I am pleased to report, that the Department of Public Expenditure and Reform is currently working on the arrangements necessary to give effect to the commitments in the Programme for Government in relation to FOI. The amendment of the FOI Act in 2003 represented a step back from the commitm...

Achomaireacht:
This report is one of three specialist sub-reports that supplement the main overview report which examines the information produced by the first representative sexual-health study of the general adult population in Ireland: the Irish Study of Sexual Health and Relationships (ISSHR). This was an anonymous telephone survey of over 7,000 adults aged 18-64 in the Republic. The data was collected in 2004/5. The specialist reports one and three focus on: • early sexual experiences, and their correlates and variations in current sexual health as related to early experience: ISSHR Sub-Report 1: ‘Learning About Sex and First Sexual Experiences’ • the social construction of sexuality in Ireland in sexual knowledge, attitudes and behaviours: ISSHR Sub-Report 3: ‘Sexual Knowledge, Attitudes and Behaviours – A Further Analysis’ This specialist report, ISSHR Sub-Report 2: ‘Sexual Health Challenges and Related Service Provision’, addresses the main sexual-health challenges in the Irish population ...

Symposium on the report of the Commission on Social Welfare

Dowling, Brendan R.
Symposium on the report of the Commission on Social Welfare
(1987)
Dowling, Brendan R.
Achomaireacht:
The Report of the Commission on Social Welfare represents a philosophical and economic view of Irish society that since independence has failed to command more than a fraction of popular support. More important, perhaps, the Commission has ignored many of the issues set out in the terms of reference. The report can be summarised very simply - it believes that social welfare payments are too low and that taxes should be increased on public servants, the self-employed including farmers, and those with incomes over #14,700 per annum to pay for these increases. It finds virtually nothing wrong with the social security system - other than the minutiae of operations - and the major recommendations deal with mechanisms for increasing public spending on social welfare. It is difficult to know how to approach a critique of the report so profound is my objection to it. However the best approach might be to comment on each Chapter, laying particular emphasis on those areas where the report err...

Report of the Working Group on Post Mortem Practice
(2006)
Department of Health (Ireland)
Achomaireacht:
The Madden Report into Post Mortem Practice and Procedure (2005)1 stated that consideration should be given to the implementation of the recommendations made in the Report to other post mortems2, namely those carried out on babies who died before or during birth, minors and adults. It was acknowledged that while many of the recommendations in the Report may apply generically to all categories of post-mortem examinations, these post mortems also raise distinct legal and ethical issues that were not within the Terms of Reference of the Madden Report. The Report advised that a Working Group be established to ensure that appropriate adaptation in relation to those issues takes place. The terms of reference were: Read the report (PDF, 117kb)

This is the fourth annual report to the EMCDDA from the Norwegian Institute for Alcohol and Drug Research (SIRUS) on the drugs situation in Norway. The report has been drawn up in accordance with the new reporting guidelines introduced by the EMCDDA this year. We have endeavoured to follow these as consistently as possible, with the main focus on “new developments” and substantial changes in epidemiology, legislation and organisation. To allow readers to obtain more background information the report contains a number of references to the national report for 2003, and occasional references to the report for 2002.This resource was contributed by The National Documentation Centre on Drug Use.

Irish Medicines Board (IMB)
Achomaireacht:
This is the second report to the Minister for Health & Children by the IMB in relation to the BTSB. This report has been produced in response to the recommendations of the Finlay Tribunal. It is based on inspections of the BTSB facilities nationwide and on information provided at joint meetings. The BTSB is undergoing a period of major change with new processes and new facilities being developed which are welcomed. This report, however, focuses on ongoing activities during 1998 and monitors their conformity with current standards of Good Manufacturing Practices (GMPs). Good Manufacturing Practice is that part of Quality Assurance which ensures that products are consistently produced and controlled to the quality standards appropriate to their intended use. Hence, GMP non-compliance may result in variability in product quality characteristics which in turn may give rise to safety concerns regarding the products. The report identifies the specific instances of GMP non compliance o...

The Children Act Advisory Committee
Achomaireacht:
This is the fifth and final report of the Children Act Advisory Committee and thus the end of a chapter in the history of the operation of the Children Act 1989. It is right not only to thank my colleagues on the Committee, the secretnriat and members of the local committees for their hard work over the last year, but also to acknowledge all those who have been participants at variolls levels during the five years since the Act was brought into force. Durmg the period covered by this report. the Committee has once again been substantially concerned with the issue of delay. n,is was the subject of a research study by Dame Margaret Booth, whose final report, Avoiding Delay in Children Act Cases, was published in July 1996. Progress on implementation of Dame Margaret's recommendations is described in chapter 2 of this report. The Children Act Advisory Committee was set up to monitor practice and procedure under the Act, and to report to Ministers on its implementation. The Commit...

Achomaireacht:
Jhe Annual Report for 1994 outlines the main activities of An Bord Altranais during the year under the headings of Education and Training, Fitness to Practice and Registration. It is my pleasure to present the report for a year in which significant progress was made by the statutory regulatory body in its areas of responsibility. June 1994 saw the publication of the major document entitled The Future of Nurse Education and Training in Ireland, the report of the review group which had been working since 1990. The launch of this blueprint for the future of nurse education and training was very well received by the nursing profession, the Minister for Health, agencies in the health sector and the wider public. The main recommendations are given in full in this report. Ita O'Dwyer.

Achomaireacht:
This second report from the programme of research 'Report No. 2: A Descriptive Mapping of Services Promoting Sexual Health among Young People in Care' presents information on current services and initiatives relating to relationships and sexual health information and services that are currently available to young people in residential care and foster care. The information on the services presented was based on reports from the e-survey report (Report no. 1) and follow up interviews with service providers and social workers. While a range of services is presented in this report, and every effort was made for the e-survey to be inclusive, it is possible that some services were not captured.
