This report is the sixth in a series of Annual Policy Reports, a series which is intended to provide a coherent overview of migration and asylum trends and policy development during consecutive periods beginning in January 2003. Ireland continued to experience a period of economic crisis in 2009, with Gross National Product (GNP) and employment both contracting by over 8 per cent. The recession and financial crisis also led to a very rapid deterioration in the public finances and a dramatic shortfall of government revenue over expenditure. Two budgets took place in Ireland during 2009: a supplementary budget in April 2009 and Budget 2010 in December 2009. Changes arising included a reduction in Overseas Development Aid (ODA) and an overall reduction of 15 per cent in figures allocated to `Immigration and Asylum? services within government departments. This data is an essential component in the local, regional and national management of salmon, sea trout and eel and is becoming ever more valuable in the light of increasing pressures on natural stocks, such as exploitation, habitat degradation and global climate change scenarios. The fish monitoring facilities in Newport, along with the reared and ranched salmon stocks held in Burrishoole, are also essential for the evaluation of novel enhancement techniques, alternative stocks and ranching and evaluation of interactions between farmed, ranched and wild strains.

The Report of the Commission to Inquire into Child Abuse (the Ryan Report) was published in May 2009. It revealed a shocking level of historic abuse inflicted on Irish children, who were placed by the State in residential institutions run by religious orders. A central theme running through the Commission’s report was that more could have been done and that warning signs were ignored. The Report served to highlight the need to review the current organisation and delivery of child welfare and protection services nationally. The Report placed considerable emphasis on the need to ensure that all children are now listened to, respected as individuals and protected against any type of abuse. Following the publication of the Report a detailed Implementation Plan was prepared and published in July 2009. The Government is committed to full implementation of the Plan. ACUTE HOSPITAL SERVICES Annual Report 1995 The Annual Report for Acute Hospital Services for the year 1995 is submitted for your consideration. A substantial number of changes have been made in the format of the report from previous years, and the information has been further expanded as our information systems continue to improve. This years' report is in two parts, the first consisting of a commentary on activities for 1995 in the Acute Hospital Service, together with a Summary Profile for each hospital and a number of graphs and diagrams setting out the principal activities and comparison with previous years. Part two of the report consists of statistical information in tabular form in relation to a wide range of hospital activities, again showing comparisons with previous years. The Report of the Commission to Inquire into Child Abuse (the Ryan Report) was published in May 2009. It detailed disturbing levels of significant historic abuse of Irish children, who were placed by the State in residential institutions run by religious orders. The Report precipitated on-going review of the current organisation and delivery of child welfare and protection services nationally. Following the publication of the Report a detailed Implementation Plan was prepared and published in July 2009. The Government is committed to full implementation of the Plan. The Implementation Plan sets out a series of 99 actions designed to address the effects of past abuse, reform service provision and ensure that children and young people have a stronger voice. Some of the 99 actions have a specific target date for completion, while other actions are noted ‘ongoing’. This paper is presented as a means of demonstrating that the Tierney Report, arising from the work of the Science Technology and Innovation Advisory Council (STIAC), has the potential to stimulate a new phase of socio-economic development. The Tierney Report pointed to a lack of awareness in Ireland of the importance of science, technology and innovation (STI). I hope to show what action the Report suggested as a way of improving the situation. For instance, although Bertie Ahern?s address to the Fianna Fail Ard Fheis did refer to Irelands `Silicon Valley? and Intel, it contained no commitment to indigenous innovation as a force for economic development. Knowledge and technology transfer by means of mobile international investment is an important component of national economic strategy, but it is only one element in the vector of development forces.

This report is written to meet the following objective: conduct research and provide analysis and recommendations on issue of archiving and preserving CGDI’s geospatial data assets, including solutions for perpetual access. The report is based primarily on research of available documents and literature, supplemented by consultations with a primary stakeholder, Library and Archives Canada (LAC). The report is structured in nine chapters, including this introduction. The second chapter provides a synopsis and analysis of some of the more significant legislative requirements for the archiving and preservation of Canada’s geospatial data. The third chapter reports on the consultation with Library and Archives Canada concerning their guidelines and best practices that might be used across government.
